Book excerpt: Strength from the Waters is an environmental and social history that frames economic development, environmental concerns, and Indigenous mobilization within the context of a timeless issue: access to water. Between 1927 and 1970 the Mayo people—an Indigenous group in northwestern Mexico—confronted changing access to the largest freshwater source in the region, the Fuerte River. In Strength from the Waters James V. Mestaz demonstrates how the Mayo people used newly available opportunities such as irrigation laws, land reform, and cooperatives to maintain their connection to their river system and protect their Indigenous identity. By using irrigation technologies to increase crop production and protect lands from outsiders trying to claim it as fallow, the Mayo of northern Sinaloa simultaneously preserved their identity by continuing to conduct traditional religious rituals that paid homage to the Fuerte River. This shift in approach to both new technologies and natural resources promoted their physical and cultural survival and ensured a reciprocal connection to the Fuerte River, which bound them together as Mayo. Mestaz examines this changing link between hydraulic technology and Mayo tradition to reconsider the importance of water in relation to the state’s control of the river and the ways the natural landscape transformed relations between individuals and the state, altering the social, political, ecological, and ethnic dynamics within several Indigenous villages. Strength from the Waters significantly contributes to contemporary Mexicanist scholarship by using an environmental and ethnohistorical approach to water access, Indigenous identity, and natural resource management to interrogate Mexican modernity in the twentieth century.

Book excerpt: Central America was the only part of the far-reaching Spanish Empire in continental America not to experience destructive independence wars in the period between 1810 and 1824. The essays in this volume draw on new historical research to explain why, and to delve into what did happen during the independence period in Central America and Chiapas. The contributors, distinguished scholars from Central America, North America, and Europe, consider themes of power, rebellion, sovereignty, and resistance throughout the Kingdom of Guatemala beginning in the late eighteenth century and ending with independence from Spain and the debate surrounding the decision to join the Mexican Empire. Their work reveals that a “conflict-free” separation from Spain was more complex than is usually understood, and shows how such a separation was crucial to late-nineteenth-century developments. These essays tell us how different groups seized on the political instabilities of Spain to maximize their interests; how Latin American elites prepared elaborate rituals to legitimize power dynamics; why the Spanish military governor Bustamante’s role in Central America should be reconsidered; how Indian and popular uprisings had more to do with tax burdens than with independence rhetoric; how the scholastic thought of Thomas Aquinas played a role in political thinking during the independence period; and why Mexico’s Plan de Iguala, the independence program promoted by Agustín de Iturbide, finally broke Central American elites’ ties to Spain. Focusing on regional and small-town dynamics as well as urban elites, these essays combine to offer an unusually broad and varied perspective on and a new understanding of Central America in the period of independence.

Those objectives were considered by the Study Group about History of Prison and Punitive Institutions (Grupo de Estudio sobre la Historia de la Prisión y las Instituciones Punitivas, GEHPIP) –an interuniversity team and with central office at Universidad de Castilla-La Mancha (UCLM)– when organising what it decided to name in an homonymous way 1st International Congress on History of Prison and Punitive Institutions (I Congreso Internacional sobre Historia de la Prisión y las Instituciones Punitivas), held in Ciudad Real (Spain) from 10 to 12 April 2013. Book excerpt: In Place of Gods and Kings presents a new reading of an important manuscript that has long been considered the foremost colonial-era source for information related to the indigenous inhabitants of the Mexican state of Michoacán. Drawing on recent trends in literary studies that call into question the universal validity of notions such as the unitary author and the primacy of alphabetic writing over oral and pictorial traditions, Cynthia L. Stone shows how this early relación (c. 1538-41) weaves together narrative strands representing the distinctive voices of four primary contributors. According to the Franciscan compiler, Jerónimo de Alcalá, the manuscript is a testament to enlightened colonial officials who recognized that some familiarity with native customs and beliefs would further the goals of evangelization and Spanish rule. This symbolic bridge between prehispanic and colonial times was articulated differently by the friar’s indigenous collaborators, however, who refused to accept their alleged cultural inferiority or fully renounce their previous allegiances. Thus, the drawings of the indigenous painters, reproduced in this volume in both color and black and white, evoke the sacred Mesoamerican tradition of “writing in pictures.” The epic history narrated by the former high priest pays tribute to the great regional culture hero, Taríacuri. And the account of the Spanish conquest provided by the indigenous governor converts the military defeat of his people into a moral victory and a paradigm for cultural survival.
