Book excerpt: Co-management boards, established under comprehensive land claims agreements with Indigenous peoples, have become key players in land-use planning, wildlife management, and environmental regulation across Canada’s North. This book provides a detailed account of the operation and effectiveness of these new forms of federalism in order to address a central question: Have co-management boards been successful in ensuring substantial Indigenous involvement in policies affecting the land and wildlife in their traditional territories? Graham White tackles this question, drawing on decades of research and writing about the politics of Northern Canada. He begins with an overview of the boards, examining their legal foundations, structure and membership, decision-making processes, and independence from government. He then presents case studies of several important boards. While White identifies constraints on the role Northern Indigenous peoples play in board processes, he finds that overall they exercise extensive decision-making influence. These findings are provocative and offer valuable insights into our understanding of the importance of land claims boards and the role they play in the evolution of treaty federalism in Canada.

Book excerpt: This edited volume presents the conference papers from the 1st International Conference on Business, Economics, Management, and Sustainability (BEMAS), organized by the Centre for International Trade and Business in Asia (CITBA) at James Cook University. This book argues that the orthodox methods of external risks, climate change adaptation plans, and sustainable economic growth in cities are no longer adequate. These methods, so far, have not only ignored the ongoing structural changes associated with economic development but also failed to account for evolving industries’ composition and the emergence of new comparative advantages and skills. Specifically, this book looks at the vulnerable communities and exposed areas, particularly in urban areas, that tend to experience higher susceptibility to external risks (such as climate change, natural disasters, and public health emergencies) have been largely ignored in incremental adaptation plans. Vulnerable communities and areas not only require different adaptive responses to climate risk but also possess unlocked adaptive capacity that can motivate different patterns of sustainable development to achieve the goals of the 2030 Agenda. It is essential, therefore, to view transformative growth and fundamental reorientation of economic resources as integral parts of the solution. Social disorganisation and vulnerability are other undesired outcomes of the unpredictable and widespread external economic shocks. This is due to a sudden and tough competition between members of society to acquire precious resources, most of which may be depleted during unprecedented events such as natural disasters or pandemics resulting in an even more chaotic and disorganised conditions.

This is as true of tourism as in many other spheres of life – and one cause of differentiation for tourism promotion is the culture of Indigenous Peoples. This offers opportunities for cultural renaissance, income generation and enhanced political empowerment, but equally there are possible costs of creating commodities out of aspects of life that previously possessed spiritual meaning. This book examines these issues from many different perspectives; from those of product design and enhancement; of the aspirations of various minority groupings; and the patterns of displacements that occur – displacements that are not simply spatial but also social and cultural. How can these changes be managed? Case studies and analysis is offered, derived from many parts of the globe including North America, Asia and Australasia. The anthology discusses the effects of social history on the etiology and epidemiology of type 2 diabetes within Indigenous experiences of cultural expansionism and colonial occupation. Indigenous narratives about the right to food, health, emotional experience, and the importance of networks of solidarity provide reflective critiques on community wellness, empowering individuals to regain control of their health, spiritual knowledge, and emotional liberty. The book is a paradigm-breaking endeavor because it challenges the widespread assumption that Indigenous Peoples all over the planet are inherently susceptible to sicken and die from degenerative ailments such as diabetes because of their faulty genotype, poor dietary habits, and sedentary lifestyle. Instead, the creative assemblage of chapters shifts the medical gaze from a potentially diseased body to a diseased colonial and post-colonial history of genocide practiced against Indigenous Peoples to this day. Innovative programs to combat the diabetes epidemic and promote physical and emotional wellness are discussed in detail, such as the Mino-Miijim 'Good Food for the Future' program on the White Earth Reservation in Minnesota; the Kahnawake School Diabetes Prevention Project developed in the Kanien'keha':ka (Mohawk) community of Kahnawake, near Montreal, Canada; and the Cultural Rebuilding Project at the Potawot Health Village in northern California. The authors are inspired by a strong commitment to a liberation medicine and to the belief that access to good food, respect for cultural traditions, and integrative therapies are basic human rights. The Nagoya Protocol is an instrument of the Convention on Biological Diversity intended to ensure Indigenous peoples’ traditional knowledge is used with their prior and informed consent or approval and entails benefit-sharing on mutually agreed terms. Many countries with significant Indigenous populations have signed the Nagoya Protocol and are currently grappling with implementation of its provisions. This book takes up a case study of Australia to demonstrate how Indigenous community governance in settler states can serve as a path to implementing the Nagoya Protocol. Australia’s access and benefitsharing framework is globally hailed as best practice, offering lessons for other countries implementing the Nagoya Protocol. Focusing on two Indigenous community organisations in Australia, the book establishes a unique evaluative framework for analysing and differentiating the governance arrangements used by Indigenous communities for facilitating decision-making related to traditional knowledge.
