Knowledge, both as an input and an output, is seen a key source of long-term growth and job creation. The study examines the relationship between structural change and the employment performance of the Canadian economy over the period 1971 to 1991, using Statistics Canada's input/output model. Though largely based on previous work by the OECD (1992), the study employs more timely data and a finer industrial disaggregation (111 industries as opposed to 33), and explores more closely the employment implications of the emergence of the knowledge- based economy.

Book excerpt: This paper measures different aspects of labor market change that the Canadian economy has absorbed since 1970 by examining three separate measures of change and relating them to one another. The first set of measures examines the extent of employment shifts between industries, the second consists of job-change measures that capture the extent of employment growth and decline as a result of changes in producer employment levels, and the third set examines the size of and reasons for worker separations. The paper begins with a review of recent studies on inter- and intra-industry change and then quantifies some of the pressures placed on the Canadian labor force by change, in a way that overcomes the deficiencies in the reviewed literature. It then presents and discusses the results of the measurements of labor market change in the Canadian manufacturing sector.
