Book excerpt: Excerpt from Employment Management, Employee Representation and Industrial Democracy: Address Delivered Before the National Association of Employment Managers, Cleveland, May 23, 1919 Works committees not substitute for unions. - Please note the insistence that the essential purpose of any attempt to organize the working force - namely, the improvement of relations between employer and employee - Will be defeated if works committees or representation plans are to be used as a substitute for organized labor or as a means of destroying it. This is the point I Wish to emphasize, in conclusion, also. And you will note in all the intelli gently prepared employee-representation plans a clause to the effect that these plans shall not abridge or conflict with the right of employee to belong to labor unions. The labor organizations that make collective agreements With employers covering wages, hours, and discipline are here to stay. It is their practices that gave rise to shop committees and they will grow in power and prestige with the extension of the committee and employee representation plans. 'there can not be complete industrial democracy until bargaining power is equalized between the managementthat owns a thousand jobs and the man who wants to hold one of these. To bargain on equal terms the thousand men must act as one in dealing with the management. And there can be no such unity until the employees are organized independently of the employer. Available in PDF, EPUB and Kindle. Book excerpt: Employee participation encompasses the range of mechanisms used to involve the workforce in decisions at all levels of the organization - whether direct or indirect - conducted with employees or through their representatives. In its various guises, the topic of employee participation has been a recurring theme in industrial relations and human resource management. One of the problems in trying to develop any analysis of participation is that there is potentially limited overlap between these different disciplinary traditions, and scholars from diverse traditions may know relatively little of the research that has been done elsewhere. Accordingly in this book, a number of the more significant disciplinary areas are analysed in greater depth in order to ensure that readers gain a better appreciation of what participation means from these quite different contextual perspectives. Not only is there a range of different traditions contributing to the research and literature on the subject, there is also an extremely diverse sets of practices that congregate under the banner of participation. The handbook discusses various arguments and schools of thought about employee participation, analyzes the range of forms that participation can take in practice, and examines the way in which it meets objectives that are set for it, either by employers, trade unions, individual workers, or, indeed, the state. In doing so, the Handbook brings together leading scholars from around the world who present and discuss fundamental theories and approaches to participation in organization as well as their connection to broader political forces. These selections address the changing contexts of employee participation, different cultural/ institutional models, old/'new' economy models, shifting social and political patterns, and the correspondence between industrial and political democracy and participation.

Available in PDF, EPUB and Kindle. Book excerpt: Offering a critical assessment of the main conceptual debates concerning labour management partnership and cooperation at the workplace, this book evaluates the search for positive employment relations in five countries. The provision of collective employee representation, normally through trade unions, is central to most definitions of labour management partnership, and the aim is to develop collaborative relationships between unions, employers and employee representatives for the benefit all parties. While traditionally associated with employment relations in the coordinated market economies of the continental European nations, partnership approaches have attracted increasing attention in recent decades in the liberal market economies of the UK, Ireland, USA, Australia and New Zealand. Developing Positive Employment Relations assesses the conceptual debates, reviews the employment relations context in each of these countries, and provides workplace case studies of the dynamics of partnership at the enterprise level.

Book excerpt: This collection examines the evolution of the philosophy and practice of human resource management (HRM) and industrial relations (IR) over the twentieth century. By combining history, contemporary practice, and future trends, these well-known experts present both scholarly and practitioner perspectives. Drawing on in-depth interviews and surveys with HRM executives at leading corporations, the contributors explore key trends and issues facing global companies in such areas as equal opportunity, compensation practices, and expatriation programs. The book also takes an in-depth look at one particular player in the story - Industrial Relations Counselors, Inc., the first non-profit research and consulting organization dedicated to improved HRM/IR practices - which was founded by John D. Rockefeller in 1926, and has played a central role in the development of key labor legislation including the Social Security Act.

Available in PDF, EPUB and Kindle. Book excerpt: `Provides a wide-ranging and though-provoking analysis of non-union forms of employee-representation. While it will unquestionably be of interest to scholars and students specializing in the burgeoning field of non-union employee relations, there is much useful material that could inform union reponses to membership decline′ - British Journal of Industrial Relations `Paul Gollan′s book is an important contribution to our understanding of the significance of non-union employee representation in Britain and its implications for the future of employment relations. It is highly recommended′ - Russell Lansbury, Professor of Work & Organisational Studies, University of Sydney ′Can employees have effective voice without independent collective organisation? In the UK, unlike most of continental Europe, government and employers typically answer yes. Gollan′s detailed study provides sound reasons for scepticism′ - Richard Hyman, Department of Industrial Relations, LSE ′We know very little about the non-union sector in Britain despite the fact that it now embraces the clear majority of the workforce. The publication of Paul Gollan′s Employee Representation in Non-Union Firms therefore represents a very important addition to the field. Based on extensive and detailed in-depth study of some leading non-union employers, it throws new light on the ways in which employee interests are represented in such firms′ - Prof John Kelly, Birkbeck College ′Are non-union systems of representation (NER) an acceptable alternative to union-based systems or do they infact complement more traditional forms of union representation?′ - Bruce Kaufman, Georgia State University Robinson College of Business This book is the first of its kind to answer this challenging question. It offers a comprehensive overview of NER in the UK and locates UK practice within an international context. Readers are invited to consider the potential implications and limitations of NER arrangements, and to examine how unions respond to these NER arrangements through bargaining, consultation and representation processes. Throughout issues are addressed on both a macro and micro level. The book reviews the literature and examines current practice using survey data and original case analysis. Engaging readers who are studying industrial relations, human resource management, employee involvement and consultation, unions and management strategy, it will also be appeal to practioners working in these areas. Available in PDF, EPUB and Kindle. Book excerpt: The organization of work is under critique in many industrialized countries. Bureaucracy, specialization, repetitive technology, and hierarchical control structures are criticized by politicians, trade unionists, and social scientists. They argue for improved quality of work, for work democratization, and for the humanization of work. This book evaluates Norwegian field ex periments in the area of job redesign which started already in 1964. Norway has therefore a lead in experience compared to most other countries, particu to the United States, where debates and subsequent experiments re larly volving around the quality of working life and the democratization of work started only in the early seventies. The Norwegian social scientists who left their academic bastions and started action research drew heavily upon the 'open socio-technical system' thinking as developed by the Tavistock Insti tute of Human Relations in London. This descriptive evaluation study ana lyzes the job redesign experiments from an industrial democracy perspective and places the experiments in their national political and labor relations contexts. Special emphasis is given to the actual and potential role trade unions can play in shopfloor job design projects. The industrial relations of the United States is generally used as reference point in this study. system The theory guiding the experiments regards work democratization through job redesign as a first step in a bottom-up process of organizational demo cratization.
