Book excerpt: A study examined the use of educational aid provided by employers to employees, including the types of employees and educational and training programs that employers support. Two National Center for Education Statistics data sets provided the data for the analysis: National Household Education Survey, which provides information describing all educational activities of adults, and National Postsecondary Student Aid Survey, which provides detailed information about how employers help students pay for postsecondary education. Some of the findings were the following: (1) 13 percent of adults participated in credential programs in 1995, compared with about 20 percent who participated in work-related or other structured programs; (2) 72 percent of adults employed as engineers, surveyors, or architects who enrolled in credential programs received financial assistance from their employers, compared with 50 percent of employees who were executives, administrators, and managers, 10 percent of employees who were marketing and sales workers, and 4 percent who were low-skilled manual laborers; (3) adults who worked part time were less likely to receive employer financial aid if they enrolled in credential programs (7 percent) than those who worked full time (37 percent); (4) 6 percent of all undergraduates received financial aid from their employers, averaging $932, and 13 percent of graduate and first-professional students received employer assistance averaging $2,451; and (5) male graduate students received approximately one-third more employer financial aid than female students. Book excerpt: This study examined existing employer sponsored higher education programs that serve people with disabilities in large work organizations in Monroe County, New York, and studied the experiences and perceptions of people with disabilities who use, have used, or have the opportunity to use these programs. Data for the study was obtained through content analysis of questionnaires sent to 34 work organizations, organizational literature from eight organizations, and an analysis of 25 personal interviews. It was found that (a) employer sponsored higher education programs are widely available in large work organizations in Monroe County, New York, although they vary in policy; (b) this population is productive and successful in the workplace, as evidenced through employer encouragement to use tuition assistance programs and suggested advancement in the organization; (c) this group may have to attain higher levels of education than people without disabilities in order to compete in the workplace; (d) people with disabilities have a desire to improve the quality of their lives; (e) few people with disabilities are employed in organizations which offer these programs; and (f) there are difficulties by people with disabilities in getting the aid needed in colleges to be successful in the pursuit of higher education. Implications included (a) this population needs education in order to achieve employment; (b) as government reduces funding for higher education, people with disabilities may seek tuition assistance through employers; (c) postsecondary institutions would need to accommodate people with disabilities who work, allowing for more flexible services; (d) the low number of students with disabilities who work implied a need for employer education; and (e) there are 49 million Americans who want to be employed and the attitudinal barriers of this nation may need to be adjusted. Recomnendations included more research in this area.

Having a postsecondary education--broadly defined as a credential beyond a high school diploma--continues to be one of the most important factors in getting a good job and advancing in the workforce. By one estimate, 64 percent of jobs in 2018 will require more than a high school diploma, although not necessarily a four-year degree. For each year of postsecondary education, an adult is more likely to be employed, earn family-sustaining wages, lead a healthier life, and have children who are better prepared to succeed in school. The country, too, benefits from a more educated workforce. Studies of the return on government investments in education (at all levels, not just K-12) show that it is a sound use of public funds. Critical federal programs, such as funding for student aid and job training, can help lower-skilled adults and youth "access" postsecondary education, but important policy choices that support their "success" and "completion" can be made at the state and local levels. "Beyond Basic Skills" describes strategies that state policymakers can use to strengthen connections between basic skills education and postsecondary education to help lower-skilled adults and out-of-school youth attain the postsecondary credentials they need to advance in the labor market.
