Book excerpt: Abstract: Health and environment have recently been active research areas in development economics. However, estimating impacts on development has been hampered by concerns that there may be confounding variables that bias the estimates. My dissertation evaluates a credible relationship between the two by identifying an empirical context in which the roles of confounding variables are mitigated. The first essay quantifies the impacts of air pollution and related regulations on infant mortality in China. I exploit plausibly exogenous variations in air quality generated by environmental regulations since 1995. The results suggest that the regulations led to significant reductions in air pollution and infant mortality rate (IMR). I estimate that 25,400 fewer infants died per year than would have died in the absence of the regulations, corresponding to about a 21 percent decline in IMR. The instrumental variable estimates indicate that a one percent reduction in total suspended particulates results in a 0.95 percent reduction in IMR, whereas a one percent reduction in sulfur dioxide results in a 0.82 percent reduction in IMR. The estimated impact of a unit change in TSP is of similar magnitude to that found in the U.S., but the elasticity is substantially higher in China, highlighting the greater benefits associated with regulations when pollution is already quite high. The second essay quantifies the returns of health infrastructure to child health status, as measured by weight-for-age z-scores. By exploiting plausibly exogenous changes in access to health services induced by the health policy in South Africa after the end of apartheid, I show that gaining access to health institutions improves nutritional status of boys but not of girls among newly born babies and children with low health status. The third essay investigates whether improved access to health services leads to better educational achievements. The health policy I examine in the second chapter provides a rare opportunity to credibly evaluate a relationship. The results indicate that access to health services has little impact on educational outcomes, except that boys who gained substantial increases in health access at the time of enrollment are likely to start school earlier.

The first two papers use the same theoretical model to explain different issues in developing countries. The third paper studies the effects of population growth on the Environmental Kuznets Curve provided it exists. China's internal migration plays an important role in explaining its recent economic success. The first paper constructs a model of labor migration, focusing on the role of selection effects in determining labor market outcomes, and then calibrates it to quantify the effects of China's labor market reforms on its outputs and inequality. I show that the removal of internal migration restrictions benefits the economy as a whole, while exacerbating inequality within both rural and urban areas. The second paper suggests that minimum wage policy may be beneficial for a transitional economy in which labor is migrating from rural areas to urban areas when positive moving costs occur. With a moving cost wedge a modestly binding minimum wage can cause relatively low productivity urban workers to be replaced by higher productivity rural migrants, and therefore increase aggregate output. To achieve the second best outcome, government shall fully compensate the moving costs for the marginal migrant workers who move from the rural industrial sector to the urban subsistence sector and a binding minimum wage shall be imposed on the urban workers but not the migrant workers in the urban industrial sector. The Environmental Kuznets Curve (EKC) hypothesis postulates an inverted U-shaped relationship between economic growth and many local environmental health indicators. By using an overlapping generations (OLG) model, I focus on technological effects, where the properties of the existing pollution abatement technologies could generate the inverted U-shaped EKC and other forms of growth-pollution paths for the less advanced economies. Moreover, I examine the effects of population growth on the shape of the EKC, provided that it exists. Simulations indicate positive population growth raises the height of the EKC at every level of output per worker; thus, putting an extra burden on environment quality. Empirical evidence from China partially supports the results.

Book excerpt: The objective of this thesis is to improve the understanding of how several individual characteristics, namely education (years of schooling), health indicators (height, weight, smoking, alcohol consumption, and exercise), criminal behavior, and crime victimization, influence labor market outcomes in the short and long run. The first part of the thesis consists of three studies in which I adopt a within-twin-pair difference approach to analyze how education, health indicators, and earnings are associated with each other over the life cycle. The second part of the thesis includes two studies in which I use field experiments in order to test the employability of exoffenders and crime victims. The first essay, Learning for life?, describes an analysis of the education premium in earnings and health-related behaviors throughout adulthood among twins. The results show that the education premium in earnings, net of genetic inheritance, is rather small over the life cycle but increases with the level of education. The results also show that the education premium in health-related behaviors is mainly concentrated on smoking habits. The influences of education on earnings and health-related behaviors seem to work independently of each other, and there are no signs that health-related behaviors influence the education premium in earnings or vice versa. The second essay, Blowing up money?, details an analysis of the association between smoking and earnings in two different historical social contexts in Sweden: the 1970s and the 2000s. I also consider possible differences in this association in the short and long run as well as between the sexes. The results show that the earnings penalty for smoking is much stronger in the 2000s as compared to the 1970s (for both sexes) and that it is larger in the long run as compared to the short run (for men). The third essay, Two by two, inch by inch, describes an analysis of the height premium among Swedish twins. The results show that the height premium is relatively constant over the life cycle and that it is larger below median height for men and above median height for young women. The estimates are similar for monozygotic and dizygotic twins, indicating that environmentally and genetically induced height differences are similarly associated with earnings over the life cycle. The fourth essay, The employability of ex-offenders, published in IZA Journal of Labor Policy (2017), 6:6, details an analysis of whether male and female exoffenders are discriminated against when applying for jobs in the Swedish labor market. The results show that employers do discriminate against exoffenders but that the degree of discrimination varies across occupations. Discrimination against ex-offenders is pronounced in female-dominated and high-skilled occupations. The magnitude of discrimination against exoffenders does not vary by applicants’ sex. The fifth essay, Victimized twice?, describes an analysis of whether male and female crime victims are discriminated against when applying for jobs in the Swedish labor market. This study is the first to consider potential hiring discrimination against crime victims. The results show that employers do discriminate against crime victims. The discrimination varies with the sex of the crime victim and occupational characteristics and is concentrated among high-skilled jobs for female crime victims and among femaledominated jobs for male crime victims.

The first essay studies regulation of firms that engage in hazardous activities under uncertainty. A theoretical model is developed for three cases: manager's attitudes toward uncertainty are (1) risk averse, (2) risk loving, and (3) ambiguity averse. Ambiguity aversion is modeled using the smooth model of decision making. We show that uncertainty averse attitudes induce over-investment in precaution that reduces hazard. Our main result is in stark contrast to previous findings in which uncertainty causes firms to invest less in precaution. The second essay studies a job market signaling game between firms and three types of workers with heterogeneity in productivity and costs of working and acquiring education. Workers choose to enter the job market or not and if they enter whether to receive a productivity enhancing education or not. This is observed by the firm and acts as a signal to the firm but not the government. The government imposes a constant wage tax and rebates the revenue in lump sum transfers. We provide conditions on wages for ten possible sustainable equilibria that depend on productivity, costs, the tax rate, and transfers. The third essay extends the job market signaling game from chapter 2 between a representative firm and three types of workers with heterogeneity in productivity and costs of working and costs of acquiring education. Workers choose to enter the job market or not, and whether to receive a productivity enhancing education or not. Monopsonist firms choose wages to maximize profit. The government chooses linear taxes on wages and profits and rebates the revenue in lump sum transfers to maximize utilitarian social welfare function composed of the utility of the workers. Policy may offset the labor market power of the firm The optimal tax policy includes effective negative wage tax rates for workers and a positive profit tax rate which is facilitated through positive transfers to workers that includes a "basic income".

The first chapter investigates whether traffic congestion affects time allocation. I use highly granular smartphone data from Mexico City to empirically study how traffic congestion affects work-time allocation. I find that traffic increases hours worked. The effect is driven by workers leaving work later, rather than by changes in arrival time. I show modest evidence that labor income does not increase despite the increase in total hours worked. These results highlight an avoidance mechanism (consistent with bottleneck models) that has been previously overlooked when estimating the costs of congestion. The second chapter is co-authored with Jerico Fiestas-Flores and Javier Montoya-Zumaeta. It investigates how pandemics affect nature. We explore the effect of COVID-19 on deforestation in the Amazon rainforest in Peru. Using an event study design and a difference-in-differences approach, we find that COVID-19 increased deforestation by 35%. This increased CO2 emissions by more than 17 million tons, representing a social cost equivalent to 3 times the national budget for forest management. The main mechanisms behind these findings are the reduction in monitoring efforts combined with an increase in illegal activities related to coca production and mining. The third chapter studies whether raising temperatures due to climate change affects labor markets. This paper studies the effect of temperature on hours worked using panel data for Peru from 2007-2015. I combine hours worked from household surveys with reanalysis and satellite weather data. I find evidence that hours worked are negatively affected by hot temperatures. This effect is driven by informal jobs instead of jobs in industries highly exposed to the weather. These results suggest that labor market segmentation may play a role in the impacts of climate change on labor market outcomes in developing countries.

Book excerpt: ZhongXiang Zhang (East-West Center, Honolulu) uses a global model based on marginal abatement cost curves for 12 world regions to estimate the contributions of the three flexibility mechanisms under the Kyoto Protocol, i. e. emissions trading, joint implementation, and the clean development mechanism. He shows how the reduction in compliance costs of industrialized regions depends on the extent to which the flexibility mechanisms will be available. Not surprisingly, the fewer the restrictions on the use of flexibility mechanisms will be, the greater the gains from their use. These gains are unevenly distributed, however, with industrialized regions that have the highest autarkic marginal abatement costs tending to benefit the most. Restrictions on the use of flexibility mechanisms not only reduce the potential of the industrialized regions' efficiency gains, but are also not beneficial to developing countries since they restrict the total financial flows to developing countries under the clean development mechanism. Christoph Bohringer (ZEW, Mannheim), Glenn W. Harrison (University of South Carolina, Columbia), and Thomas F. Rutherford (University of Colorado, Boulder) evaluate the welfare implications of alternative ways in which the EU could distribute its aggregate emission reduction commitment under the Kyoto Protocol across member states. Using a large-scale CGE model, they compare a uniform proportional cutback in emissions and the actual EU burden sharing agreement with an equitable allocation scheme derived from an endogenous burden sharing calculation. The latter equalizes the relative welfare cost across member states.
