Book excerpt: This paper will firstly address the four underlying principles that govern the mission of Thai universities providing and promoting academic and professional education, promoting and conducting research and studies for generating new knowledge, providing public service and preserving and promoting arts, traditions and cultural heritage. This paper will then continue with the discussion of the emerging trends in Thai higher education. More commercialization, international cooperation and projects based on corporate social responsibility that can be seen in both private and government universities. Many new collaboration and many existing collaborations between higher education institutions and international agencies in the region are being formed and strengthened. Faculty and student exchange, the signing of MOU (Memorandum of Understanding) among Thai higher institutions and those outside the country, more international programs taught in English in many disciplines are prevalent in Thai universities. With the forthcoming education reform, the Ministry of Education expects that Thai higher institutions will play an active role both in the Asian region and in the world as an education hub, engage more in lifelong learning mandate and pay more attentions to their societal development and communities. This paper will end with a brief discussion of a case study of a private university, Shinawatra University, which has been established under the framework of global issues and new basic needs of universities in the globalized mindset. This university has taken seriously the issue of energy consumption as well as harmonizing natural surrounding and learning innovation as a basic philosophy throughout the design of its campus. Through a qualitative case study with three methods of inquiry, this book explores why different 'global education policies' such quasi-privatisation, internationalization, as quality assessment (QA) have resonated in Thailand higher education sector. Grounded in policy borrowing and lending, this book uses the politics, economics and culture of borrowing to analyse major reforms in Thailand for the past one hundred years. It is argued that historical legacy, policy contexts and belief systems of policy elites play pivotal roles in facilitating policy changes or the lack thereof. While historical analysis elucidates that the Thai state has always been an active borrower of western ideas, the perseverance of the 'Thai-ness' discourse has often been used to suggest its so-called independence and idiosyncrasy. This in-depth analysis of the Thai case aims to contribute to the critical studies in Asian education, comparative higher education, policy borrowing and lending and Thai studies. States monopolized education, and public-funded centralized education systems were established to teach literacy, transmit national cultures and promote social cohesion, and to produce literate workers. Globalization forces, however, dramatically impacted in varying ways and degrees the national education systems across the region. As states begun to see their citizens as resources to enhance the countries' competitiveness in the global market, it, among other things, led to the increasing demand for highly skilled and qualified human capital. The accompanying neoliberal ideology led to varying degrees of decentralization, privatization and internationalization of education, especially of higher education, in Southeast Asia. Abstract: The literature on research-university governance is predominantly concerned with how higher education institutions become successful research universities. However, there is a dearth of studies on the perceptions of university stakeholders towards research-university governance. Therefore, this research aims to reveal the university stakeholders' perception of research universities in Thailand, with special attention to governance. Governance is investigated through two levels of analysis: national and institutional. Two institutions in Thailand are chosen as case studies: Chulalongkorn University (CU) and Chiang Mai University (CMU). A qualitative approach is adopted, which is based on three methods of data collection: document analysis, interviews, and observations. There are 52 research participants, mainly consisting of top university leaders and academics of CU and CMU, and senior officials from governmental agencies and independent organizations. One of the key findings is that it can be argued that the Asian Financial Crisis in 1997 has significantly changed the pattern of university behavior via the introduction of quasi-market mechanisms. These quasi-market mechanisms facilitated the adoption of a university entrepreneurial culture, particularly in terms of diversifying the financial base. In addition, the crisis also promoted the emergence of autonomous universities. This research has both theoretical and practical contributions. In terms of theoretical contribution, it provides an alternative theoretical framework for examining research-university governance. This framework is called the Design of Contractual Relationships, which provides a theoretical lens to examine the perceptions of university stakeholders on the critical conditions and actions of research-university governance. It has three fundamental dimensions: (1) context-underpinning factors (2) incentive arrangements and funding and (3) monitoring and oversight mechanisms. In terms of practical contribution, this research illuminates the fundamental elements of research-university governance in Thailand and provides a comparison between CU and CMU in terms of governance. The Design of Contractual Relationships is adopted to examine the governance comparison between CU and CMU. The comparison shows that the university stakeholders? perceptions of critical conditions and actions can be broadly categorized into the following aspects: the institutional entrepreneurial culture in terms of diversified financial base, the impact of bureaucratic mindset over the university incentive arrangements and monitoring mechanisms, academic inbreeding, and the absence of a "publish or perish" culture. An examination of research-university governance at both the national and institutional levels indicates that there are four fundamental elements embedded in the university cultural structure and the university stakeholders? behavior. These elements are (1) Thai bureaucracy (2) quasi-market mechanisms (3) patronage and (4) pluralistic academic freedom. These fundamental elements have implicitly and explicitly exerted their power over university governance, affected the way in which the governance instruments are selected, and influenced university stakeholders? behavior and the university as a whole. The study also explores the effects of this new funding framework on university faculty, especially with respect to institutional income generation. The research is employed a mixed method approach involving quantitative archival data and qualitative interviews. Six Thai university faculty from three different universities were interviewed using open-ended interviews. The archival data such as legislations, reports, and recommendation documents were collected and analyzed. The research findings reveal that the new framework of higher education funding is comprised of four major elements: performance-based funding mechanism, resource mobilization for higher education, institutional external income generation, and shifting greater funding to demand side (students and parents) through income contingency loans. The research findings also disclose that the new funding framework for higher education has effects on academic work time and effort of university faculty: they must to teach more students while at the same time they are compelled to focus much more on research and publications. In interviews, university faculty emphasize a discrepancy: research performance of faculty is enhanced whereas the quality of students is viewed to decline. The study raises four issues: equity assurance; cultural change of public0́9s giving to education; the pressure of resource allocation over available time for teaching, and leadership issues. Recommendations are made for further development of Thai higher education funding: developing regulations to assure financial aid or loan for needy students; creating a culture of giving to education; utilizing graduate assistance; and developing leadership program. In conclusion, the study provides suggestions for future research.

Book excerpt: This ethnographically-oriented study was initiated when Thai post-graduate scholarship students reported a variety of academic, medical and social problems to staff working at an education office which monitors the welfare of Thai students studying in the UK. This study is particularly timely as there was little existing research into the experiences of Thai students studying outside Thailand. Drawing on Holliday's (1999) notion of 'small cultures', the study highlights challenges faced by a group of Thai students as they study for a one-year Master's degree in the UK during 2011-2012. Semi-structured interviews were conducted, and classroom observations carried out, with four Thai scholarship Master's students studying at different UK universities. To expand the breadth of the study, a questionnaire survey of sixty-four Thai scholarship Master's students studying at universities across the UK was administered. Additional background data were obtained from university teachers by means of semi-structured interviews. A picture emerges of the complex challenges and pressures faced by overseas students on a one-year degree programme as they seek to adapt to norms and expectations in the UK. The study highlights the individuality of international students, and resists generalisations about national groups. The study proposes implications for the support of international students at universities in the UK.
