Available in PDF, EPUB and Kindle. Book excerpt: This edited book examines the contemporary regional security concerns in the Asia-Pacific recognizing the ‘Butterfly effect’, the concept that small causes can have large effects: ‘the flap of a butterfly’s wings can cause a typhoon halfway around the world’. For many Asia-Pacific states, domestic security challenges are at least as important as external security considerations. Recent events (both natural disasters and man-made disasters) have pointed to the inherent physical, economic, social and political vulnerabilities that exist in the region. Both black swan events and persistent threats to security characterize the challenges within the Asia-Pacific region. Transnational security challenges such as global climate change, environmental degradation, pandemics, energy security, supply chain security, resource scarcity, terrorism and organized crime are shaping the security landscape regionally and globally. The significance of emerging transnational security challenges in the Asia-Pacific Region impact globally and conversely, security developments in those other regions affect the Asia-Pacific region.

Book excerpt: This book presents a critical review of the status of energy security in Asia and suggests how a country or a region collectively can achieve energy security in two broad aspects. First, it analyzes how regional cooperation and energy trade can enhance energy security in the region. Second, it reviews how energy security can be ensured in national and regional general contexts. From the reviews and analyses, this book asserts that diversification and integration are key to ensuring energy security. It presents policy implications for enhancing energy security, especially in resource-rich as well as resource-poor developing countries in Asia.

Available in PDF, EPUB and Kindle. Book excerpt: Unlike energy security, energy insecurity has not been extensively studied. While energy security is broadly understood to represent the securing of energy resources, mere physical availability does not necessarily mean that the resources can reach end users. Energy insecurity is not merely a mirror image of energy security, given the diverse consequences and impacts of the unavailability of energy for households. Energy Insecurity in Asia will identify the challenges and explore potential solutions in the context of energy insecurity in Asia. The book consists of two parts. Part I provides thematic and regional studies and solutions for dealing with energy insecurity in different Asian subregions. Part II discusses the importance of renewable energy in addressing energy insecurity and presents several country case studies. There are many factors that countries investing in renewables must consider, such as energy security, climate change mitigation, and reducing air pollution. This book is a timely and valuable resource for researchers and policymakers. It provides insightful case studies and offers practical policy recommendations for solving energy insecurity in Asia and in other regions.

In relation to energy security, traditional policy thinking has focused on ensuring supply without much emphasis on socioeconomic and environmental impacts. Non-traditional security (NTS) scholars argue that threats to human security have become increasingly prominent since the end of the Cold War, and that it is thus critical to adopt a holistic and multidisciplinary approach in addressing rising energy needs. This volume represents the perspectives of scholars from across Asia, looking at diverse aspects of energy security through a non-traditional security lens. The issues covered include environmental and socioeconomic impacts, the role of the market, the role of civil society, energy sustainability and policy trends in the ASEAN region.

Book excerpt: This publication is the theme study for the 73rd session of Commission to be held in May 2017. The main purpose of the publication is to call on policymakers in Asia and the Pacific for urgent actions to transition national energy sectors to achieve the Sustainable Development Goals (SDG), particularly Goal 7. The energy sector transition is the only way to address the sizeable energy deficit which impede progress in energy access in a number of member countries. It will also address gaps between current commitments under the 2030 Agenda for Sustainable Development and the Paris Agreement on climate change and lack of coherent energy strategic and policy frameworks and actions held back progress of SDG7.

Available in PDF, EPUB and Kindle. Book excerpt: Many states appear to have strong sentiment on energy security and energy transit vulnerability. Some analysts see the rapidly increasing demand for energy and competition for energy resources leading to nationalistic energy policies. Others argue that global trends with efficient energy markets and growing options on renewables suggest more relaxed energy outlooks. This book focuses on Asia, where global demand for energy is now concentrated in the aspiring and rising powers of the region: China, India, Japan and South Korea, and also recognises the importance of Russia as a growing energy supplier. Contributions by experts in the field provide detailed and parallel case studies. Shedding light on the ongoing debate in the literature regarding energy outlooks of major Asian states, they analyse whether energy policies are expected to evolve along market oriented cooperative lines or more competitive and even destructive mercantile, nationalist lines. The book argues that states are not unitary actors even in the key energy security arena and there are competing and contrasting viewpoints in Asian states on energy security. It suggests that domestic debates structure thinking on energy security, making energy policy more contingent than assumed by purely market or geopolitical logics. Providing a strong contribution to comparative energy security studies, the book fills an important gap in the literature on energy and national security and offers a basis for conducting further inter-state, interactive analysis. It will be of interest to researchers on Asian Studies, energy politics and international relations.

Book excerpt: This report, aimed at policy makers from Asia and the Pacific, provides a historical perspective on regional energy connectivity and its implementation challenges, as well as outlining an action plan for accelerated regional energy integration to bring shared benefits to ESCAP’s member States. The report concludes that energy connectivity can increase the supply and reduce the cost of energy, while lowering its social and environmental costs and addressing the challenges of energy security. Regional cooperation in energy has been evolving mainly through five subregional clusters –– South-East Asia, Central Asia, South Asia, North-East Asia, and the Pacific. A great many resources have been spent on bringing the subregions together; however, overall results remain below the potential. One of the main reasons for the slow progress is the decision-making process for cross-border projects. Energy markets do not connect by themselves; in the next few decades, actions will be needed to build physical energy networks, institutional connectivity and, most importantly, trust between nations to meet the Region’s two most important challenges — overcoming energy poverty and mitigating climate change. Governments, policymakers, and experts must work together in partnership with the private sector to provide sustainable energy for all by 2050 by connecting Asian energy networks and building institutions of integration. ESCAP is in a unique position to lead such a transformative partnership for ensuring that regional energy connectivity creates incentive structures and institutions to deliver cost-effective energy for the entire Region. It is time to build energy connectivity for an interdependent Asia and the Pacific –– prosperous and connected –– thus ending Asian economic dependence on a single source or a single fuel.

It argues that energy has not been considered as a strategic commodity in the foreign policy to support the effectiveness of Indonesia’s diplomacy at the regional and international levels. International and outward looking perspectives have not been much visible both in the policy and political realities. Since foreign policy is a reflection of domestic politics under the influence of international developments, this study focuses its analysis on the domestic and international aspects of the energy security issues.

Book excerpt: The rising demand for energy, the higher costs of oil and gas, and the association of fossil fuels with adverse climate change have all brought a renewed interest in nuclear energy. Nuclear power, however, is itself controversial, because of its costs, its environmental effects and the security risks it poses. This book discusses these critical issues surrounding nuclear power in relation to Asia. It discusses also the politics of nuclear power and the activities of civil society organisations concerned about nuclear issues. Throughout the book the perspectives are included of both proponents and opponents of nuclear power on the key controversial issues.

Book excerpt: India, one of the largest importers of oil in the world, has been diversifying its energy resource options and moving towards greater energy security. This book analyses India’s potential for building energy ties in the Asia–Pacific considering the global and regional power politics. Facing China’s growing influence in Asia, India’s eastward engagement with its extended neighbours has been entrenched in its Act East Policy and institutional commitments towards Southeast Asia. This volume focuses on diverse facets of energy security beyond the traditional understanding of demand and supply and price and stability. It examines India’s energy sector, its dependence on hydrocarbons, and the push towards renewable and alternate energy resources. It further looks at the strategic importance of the Indian Ocean and South China Sea regions in geopolitical negotiations from an energy perspective and how China’s influence in the region will affect India’s moves towards greater energy cooperation with the countries of East Asia. With contributions by leading experts, the volume seeks to fill a major void in this theme and cater to the needs of a variety of audiences including academics, policymakers and experts in international relations, geopolitics and geoeconomics, and professionals in the field of energy studies.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 2005, this book is the second volume produced by the Indian Ocean Research Group (IORG). The Indian Ocean Region has become increasingly important to discussions on energy security, not only because of the critical importance of regional states as energy suppliers, but also because of the essential role of the Ocean as an energy route. The main purpose of this volume is to provide an elaborate and critical evaluation of some of these issues and their implications for regions outside the Indian Ocean.
