[...] The mean funding for the set of all of the enacted bills reflects the total funding for the period divided by the total number of 34 enacted measures. [...] The June 9, 2008 amendment to the FY2009 budget request did include increased funding of $989,000 for the Office of the Federal Coordinator for Gulf Coast Rebuilding for continued operations. Book excerpt: In response to the widespread destruction caused by Hurricane Katrina, the 109th Congress enacted two FY2005 emergency supplemental appropriations bills (P.L. 10961 and P.L. 109-62), which together provided $62.3 billion for emergency response and recovery needs. The FY2006 appropriations legislation for the Department of Defense (P.L. 109-148) reallocated some of those funds primarily to pay for the restoration of damaged federal facilities, largely through a government-wide rescission and also through the reallocation of $23.4 billion from the Disaster Relief Fund administered by the Federal Emergency Management Agency (FEMA). In addition, Congress agreed to transfer $712 million from FEMA to the Small Business Administration for disaster loans (P.L. 109-174). In FY2006, Congress agreed to an administration request for further funding; $19.3 billion was appropriated in supplemental legislation (P.L. 109234) for recovery assistance. This CRS report summarizes federal disaster assistance funding legislation in the 109th Congress and presents some information on federal expenditures and obligations for disaster recovery activities. This report will be updated as events warrant.

Of the amount provided, $10 billion is for the ongoing efforts of the Federal Emergency Management Agency (FEMA) to provide emergency food, shelter, and medical care to flooded regions; $500 million is for the Department of Defense to defray the cost of deploying military personnel to the region for rescue and relief, and for other response costs. The Administration has stated that additional requests for supplemental funding will be made in the weeks ahead, as loss and recovery estimates become available. This report will be updated as events warrant.

While examining its formulation, May describes this policy making in two different political environments: the charged atmosphere immediately following the catastrophe and, secondly, the calm between catastrophes. Local, state, and federal government conflicts are illustrated in a case study of Mount St. Helens; intergovernmental partnerships in this arena are discussed in relation to other relief efforts. May stresses the political implications of disaster relief in his analysis of the electoral benefits and influence politicians derive from their attempts to influence federal disaster relief efforts. Finally he addresses the economic considerations and future directions for federal disaster relief policy. Three distinct policy approaches and their tradeoffs provide an overview of the options for future policy making.
