Book excerpt: Other supplemental appropriations legislation enacted after catastrophic disasters (or several significant disasters that occurred in short time intervals) range from almost $366 million in FY2001 before the terrorist attacks (largely due to the Nisqually earthquake in the summer of 2001) to more than $12 billion for the Midwest floods of 1993 and the Northridge earthquake of 1994. [...] The mean funding for the set of all of the enacted bills reflects the total funding for the period divided by the total number of 34 enacted measures. [...] The June 9, 2008 amendment to the FY2009 budget request did include increased funding of $989,000 for the Office of the Federal Coordinator for Gulf Coast Rebuilding for continued operations. [...] Division B contains additional disaster and non- disaster funding as follows: a total $6.355 billion for FEMA Disaster Relief funding, Housing and Urban Development funding for the Road Home project, Forest Service and Bureau of Land Management funding for Wildland Fire Management, $165,200 for the traditional payment to the heirs of the late Jo Ann Davis, and $1,025,398,000 for the Census Bureau' [...] FEMA for disaster relief for Hurricane Isabel and the California wildfires was added to the legislation, bringing the total enacted funding for P. L. 108-106 to $87.5 billion.

Available in PDF, EPUB and Kindle. Book excerpt: The Robert T. Stafford Emergency Relief and Disaster Assistance Act authorizes the President to issue declarations for incidents ranging from destructive, large-scale disasters to more routine, less damaging events. Declarations trigger federal assistance in the forms of various response and recovery programs under the Stafford Act to state, local, and tribal governments. The Federal Emergency Management Agencys (FEMA) Disaster Relief Fund (DRF) is the primary funding source for disaster response and recovery. This book discusses the declaration process and the types of declarations that can be issued. It also describes the various components of the DRF, including what authorities have shaped it over the years; how FEMA determines the amount of the appropriation requested to Congress (pertaining to the DRF); and how emergency supplemental appropriations are requested. Information is also provided on funds appropriated in supplemental appropriations legislation to agencies other than the Department of Homeland Security (DHS).

Book excerpt: In response to the widespread destruction caused by Hurricane Katrina, the 109th Congress enacted two FY2005 emergency supplemental appropriations bills (P.L. 10961 and P.L. 109-62), which together provided $62.3 billion for emergency response and recovery needs. The FY2006 appropriations legislation for the Department of Defense (P.L. 109-148) reallocated some of those funds primarily to pay for the restoration of damaged federal facilities, largely through a government-wide rescission and also through the reallocation of $23.4 billion from the Disaster Relief Fund administered by the Federal Emergency Management Agency (FEMA). In addition, Congress agreed to transfer $712 million from FEMA to the Small Business Administration for disaster loans (P.L. 109-174). In FY2006, Congress agreed to an administration request for further funding; $19.3 billion was appropriated in supplemental legislation (P.L. 109234) for recovery assistance. This CRS report summarizes federal disaster assistance funding legislation in the 109th Congress and presents some information on federal expenditures and obligations for disaster recovery activities. This report will be updated as events warrant.

Book excerpt: In response to the widespread destruction brought to the Gulf Coast by Hurricane Katrina, the 109th Congress completed action on a $10.5 billion emergency supplemental bill (P.L. 109-61, H.R. 3645), as requested by the Administration. The President submitted the request on September 1, 2005. Both chambers approved it within 24 hours, and it was signed into law on September 2, 2005. Of the amount provided, $10 billion is for the ongoing efforts of the Federal Emergency Management Agency (FEMA) to provide emergency food, shelter, and medical care to flooded regions; $500 million is for the Department of Defense to defray the cost of deploying military personnel to the region for rescue and relief, and for other response costs. The Administration has stated that additional requests for supplemental funding will be made in the weeks ahead, as loss and recovery estimates become available. This report will be updated as events warrant.

Book excerpt: This book examines the evolution of federal disaster relief policy, assesses problems with current policy, and provides an understanding of the issues likely to be involved in future deliberations about federal policy. While examining its formulation, May describes this policy making in two different political environments: the charged atmosphere immediately following the catastrophe and, secondly, the calm between catastrophes. Local, state, and federal government conflicts are illustrated in a case study of Mount St. Helens; intergovernmental partnerships in this arena are discussed in relation to other relief efforts. May stresses the political implications of disaster relief in his analysis of the electoral benefits and influence politicians derive from their attempts to influence federal disaster relief efforts. Finally he addresses the economic considerations and future directions for federal disaster relief policy. Three distinct policy approaches and their tradeoffs provide an overview of the options for future policy making.
