Book excerpt: System and Succession provides a comparative analysis of the social composition of national political leadership in the United States, Russia, Germany, and Mexico. These systems were chosen as case studies because their forms of government are representative of many others, because they are conveniently suited for comparison, and because they have high internal control over their own means of recruitment. Drawing on a mass of data and an extensive bibliography, Nagle's comprehensive study exhibits a mastery of the intricacies of these four quite divergent political systems. Complete time-series data covering several generations of elite recruitment provide the basis for a new methodological approach to comparative elite analysis. The author investigates, among other issues, elite displacements associated with revolution, economic crises, and postwar peace and prosperity. Especially important differences along class and generational lines are found in the elite displacements associated with the revolutions in Germany (1918), Russia (1917–1921), and Mexico (1910–1920). The American case serves as a nonrevolutionary control case. The overriding theoretical issue throughout System and Succession is the debate among Marxists, radical democrats, and pluralists over the importance of elite social composition for equitable representation of social or class interests. Nagle develops a convincing argument supporting the Marxist thesis that the importance of class in elite recruitment is a defining characteristic of the political system. System and Succession will be of particular interest to scholars in comparative politics. Political scientists in other areas, as well as historians and sociologists interested in the four countries examined, will also find this book provocative.

Based on a survey of the country’s elites, this study examines the effect of different forms of capital (cultural, social and political) on access to strategic positions in the legislative and executive branches of government. It focuses on the political elite between 1990, when military dictator Augusto Pinochet handed over the presidency to Patricio Aylwin, his democratically elected successor, and 2010, the end of President Michelle Bachelet’s first government. At least three points are germane to this analysis: (1) understanding the nature of the party elites during the political transition; (2) describing and explaining the main aspects of the party elites’ background and social resources, including their family networks (independent variables); and (3) exploring the effect of those variables on individuals’ chances of achieving strategic positions in the political field, comparing the legislative and executive branches as represented by deputies and ministers (dependent variable).

This may be an appropriate time to evaluate the adoption by previously state socialist societies of other economic and political models. The transition has sometimes been described in positive terms, as a movement to free societies with open markets and democratic elections. Others have argued that the transition has created weak, poverty-stricken states with undeveloped civil societies ruled by unresponsive political elites. Which is the more accurate assessment?David Lane examines a few of the theoretical approaches that help explain the trajectory of change from socialism to capitalism. He focuses on two main approaches in this volume - elite theories and social class. Theories dwelling on the role of elites regard the transformation from socialism to capitalism as a type of system transfer in which elites craft democratic and market institutions into the space left by state socialism. Lane contrasts this interpretation with class-based theories, which consider transformation in terms of revolution, and explain why such theories have not been considered the best way of framing the transition in the post-socialist states.While recognizing that elites can play important roles and have the capacity to transform societies, Lane contends that elite theories alone are inadequate to explain a system change that brings free markets. In contrast, he proposes a class approach in which two groups characterize state socialism: an administrative class and an acquisition class.
