The Army and Air Force are unique, each maintaining dual reserves, an Army National Guard and Army Reserve, and the Air National Guard and Air Force Reserve, respectively. With sequestration and dwindling budgets, it is imperative the Department of Defense reassess force structure and identify efficiencies. The causative factors for the creation and maintenance of dual reserve components within a Service no longer exist. Emphasis on homeland security missions and the recent empowerment of the National Guard have set the conditions for continued reserve component evolution. This paper recommends dissolving the Army Reserve and Air Force Reserve and merging their personnel and assets into the National Guard to achieve enhanced homeland defense capabilities with no additional expenditures or degradation of federal accessibility to reserve forces."--Abstract.

Book excerpt: DOD has sought and Congress has directed the department to identify areas to reduce costs by assessing headquarters and overhead functions. The Army and Air Force each have two Reserve Components-a National Guard and a Reserve-with approximately 715,000 members combined, comprising about one-half (53 percent) and one-third (36 percent) of the Army's and Air Force's total authorized personnel, respectively. Senate Report 114-49 included a provision for GAO to review DOD's Army and Air Force Reserve Components' headquarters. Among other things, this report (1) describes the trends in authorized full-time support positions at Army and Air Force Reserve Components' headquarters as well as in four selected states since fiscal year 2013 and (2) evaluates the extent to which DOD assessed personnel requirements for the Army and Air Force Reserve Components' headquarters since fiscal year 2013. GAO analyzed and interviewed DOD officials responsible for documentation, such as guidance and assessments, and conducted nongeneralizeable case studies in four selected states that GAO reviewed in a November 2013 report.

Book excerpt: "Forging a Total Force traces the evolution of the Guard and reserve from the Revolutionary War-era militias to today's operational reserve, an integral part of the nation's total force. In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding. The reserve component proved itself yet again in the wars following 9/11, but also became strained as it became clear just how much the nation depended on its Guard and reserve. Finally, the authors detail the policy changes made midstream in an attempt to address issues with the overextended force, such as balancing training and deployment with civilian lives and careers, providing health care to reservists, and integrating the active and reserve components. The authors conclude by detailing the issues policymakers will face as they forge ahead with citizen-soldiers serving as an operational force."--Provided by publisher.

Book excerpt: In October 1989 the Department of Defense introduced its Corporate Information Management (CIM) initiative to reengineer its business practices and make better use of information technology. In May 1990, a Medical Functional Group was established within the Office of the Assistant Secretary of Defense for Health Affairs to institutionalize the CIM process within the Military Health Services System. This letter addresses our review of CIN's implementation in military health services--one of the eight functional areas selected for initial CIM implementation. At a time when health care costs are rising dramatically, CIM offers opportunities to reduce not only health care information technology expenses but, more important, the overall costs of providing care.
