Promoting homeownership is an underlying objective of the Government's programme, but although it offers unparalleled opportunities for some households to accumulate wealth, it is not a viable option for many others, and therefore the provision of social housing for rent should be given equal priority. A simple supply and demand model cannot be applied to the housing market, and the multitude of factors affecting house prices means that it is very difficult to support an increase in housing supply simply on the basis of improving affordability. The report also highlights concerns that local authority powers to prioritise developments on brown field sites in urban areas should not be eroded; and that the house-building programme in the wider South East will have to be carefully managed as it is an area with major water shortages and significant flood plains.

The Committee's report examines the progress made to implement this challenging reform programme, following on from a previous report by its predecessor Committee (HCP 43-I, session 2003-04; ISBN 0215014936) published in January 2004. The Committee has focused on a number of key issues, including: the impact of the introduction of regional control centres and new FireLink radio services; fire prevention and risk assessment; governance and funding arrangements; staffing issues and policies to promote diversity within the FRS; performance measurement and management; and progress on joint working approaches between the FRS and other emergency services. Findings include: the unprecedented changes being implemented represent a positive change in emphasis for the FRS to a more pro-active role in fire prevention and risk management; the Government needs to make a stronger business case to convince and reassure the FRS that the project to create nine regional control centres (called the FiReControl model) will bring enhanced resilience and efficiency; and that the Government should ensure the new FireLink radio project includes the fire-ground technological upgrade.

Book excerpt: The Licensing Act 2003 brought ten existing licensing schemes administered by local authorities into one new regime, and created more flexible licensing hours. This report concentrates on the technicalities of licensing: all those applying for a licence for the first time or needing a new licence under the Act had to submit applications by a certain date. The transition period was in 2005, and it soon became apparent that people involved in the 're-licensing' process were encountering difficulties. The Committee finds that the Department for Culture, Media and Sport (DCMS) has failed to administer the transition period effectively. Despite a two-year gap between the passing of the legislation and the implementation of the Act, regulations and guidance were issued late, and proved to be contradictory and confusing. Local authorities were unable to train staff or prepare application materials in good time. There was inadequate support from central government for local authorities. Many licensing fees rose dramatically, leading to concerns that some small businesses might abandon their licensable activities. The regulatory burden on residents, licensees and local authorities appears to have increased. The government does not appear to recognise some of the issues hindering the smooth operation of the Act. Overly-prescriptive regulations and unhelpful constraints on local government structure are both causing difficulties.

Book excerpt: BAA opened Heathrow's fifth terminal for business on 27 March, after six years of construction at a cost of £4.3bn, on time and within budget. Passengers had been promised a "calmer, smoother, simpler airport experience". Multiple problems, however, meant that on the first day of operation alone, 36,584 passengers were frustrated by the 'Heathrow hassle' that Terminal 5 (T5) had been designed to eliminate. Problems were experienced with the baggage system, car parking, security searches and aspects of the building itself. When the baggage system failed, luggage piled up to such an extent that it was transported by road to be sorted off-site. According to British Airways, 23,205 bags required manual sorting before being returned to their owners. The Committee finds that most of these problems were caused by one of two main factors: insufficient communication between owner and operator, and poor staff training and system testing. The Committee was pleased to find that steps were being taken at all levels to address the problems at the source of T5's problems, and BAA, British Airways and the union Unite are working together to make Terminal 5 a success.

The Committee recommends more flexibility, and is particularly attracted by Quality Contracts. These would replace open competition with a licensed regime. Operators bid for exclusive rights to run bus services on a route or group of routes, on the basis of a local authority service specification. Independent Traffic Commissioners are another development that the Committee welcomes, and would like to see them have a higher profile and more resources and powers, especially to enforce Quality Contracts and penalise operators who do not meet their obligations. Others areas covered in the report are: securing socially necessary services outside the PTAs; congestion and bus priority; concessionary fares; and the image of the bus.

Book excerpt: Although road accident deaths have halved between 1958 and 2007 whilst the number of licensed motor vehicles and vehicle mileage covered increased by 400 per cent, the current rate of 3,000 deaths and 250,000 injuries is still an unacceptably high level. Road accidents are the largest single cause of death for people between the ages of 5 and 35 in Britain, and road accidents cost our economy some £18 billion each year. The number of deaths and injuries on roads far outweighs the deaths and injuries in other transport modes, and should be viewed as a major public health problem. The Government should establish a British Road Safety Survey to track overall casualty and safety trends, and review current methods for recording road-traffic injuries. The Committee recommends a systems approach to road safety: ensuring the vehicle, the road infrastructure, regulations and driver training are designed to similar safety and performance standards. Other recommendations include: more 20 mph speed limits; a more proactive approach to determining the safety benefits of new vehicle technologies; action on young drivers - who represent a disproportionate risk to road users - and vulnerable users: motorcyclists, elderly and child pedestrians and cyclists, horse riders; a higher priority given to enforcement of drink-drive and drug-drive offences. The Committee recommends the establishment of an independent Road Safety Commission with powers to work across the whole of government, ensuring that a high priority and adequate resources are given to road safety and that all government departments and agencies give active support. The Government should also establish a road accident investigation branch, like those in aviation, rail and marine.

The excessive cost of abandoning the project - an extra £8 million more than it will cost to complete - indicates the Department should continue with the project so long as it also: examines alternatives and provides assurances that FiReControl represents the best viable option for the future of Fire and Rescue Services; resolves its contractual dispute with EADS and implements a viable project plan; addresses the shortcomings in its management of the project; consults fully with FRS staff and professionals to define end-user requirements; provides assurances that the safety and security of the Olympic Games will not be compromised by the roll-out of new Regional Control Centres. DCLG should urgently to draw up and consult on contingency plans for any further failures in the FiReControl programme to ensure ongoing safe and effective fire and rescue services cover across the whole country.

Following on from its previous report on waste management issues (HCP 385-I, session 2002-03, ISBN 0215010876) published in May 2003, the Committee's report focuses on the progress being made to meet targets for recycling, and the impact of the EU Landfill Directive on reducing the amount of waste sent to landfills, particularly in hazardous waste landfill capacity. Findings include that waste policy has a lower public profile than many other environmental issues, and its development is hindered by a lack of quality data. Concerns are raised about the level of hazardous waste that is unaccounted for, following the ending of co-disposal of hazardous and non-hazardous waste in the same landfill. Government funding for research into new treatment technologies is welcomed, but more investment is needed; and the planning system is a key influence on the country's waste management capacity. The Committee also recommends that the Landfill Tax should be increased to £35 per tonne; and that the introduction of local authority schemes to promote household waste recycling should be left at the discretion of local councils, with variable charging schemes only introduced if this can avoid disadvantaging low-income families.
