Book excerpt: The first objective of this thesis is to investigate the effect of several forms of electronic attack (EA) on the radio frequency (RF) sensors used within a boost-phase ballistic missile intercept system. The EA types examined include noise jamming, chaff, radar cross section (RCS) reduction, and expendable decoys. Effects of the EA methods are evaluated by examining the track position error at the sensor fusion output. Sensor fusion architectures investigated include a weighted average sensor fusion; Kalman-filter-based sensor fusion, and joint probabilistic data fusion architecture. A second objective of this thesis is to extend the single-target, single-interceptor analysis and simulation to a multi-target, multi-interceptor scenario to include the formation of an ellipsoidal gating process to correctly correlate the target measurements with the corresponding track file. We show that the most effective EA is the use of noise jamming followed by a RCS reduction of the missile body. We also show that a properly designed sensor fusion process can effectively mitigate the EA techniques that might be used in a boostphase intercept scenario.

Several sensors are used to detect and track the missile. These sensors differ from each other in many different aspects. The outputs of radars give range, elevation and azimuth information of the target while space based infrared sensors give elevation and azimuth information. These outputs have to be combined (fused) achieve better position information for the missile. The architecture that is used in this thesis is decision level fusion architecture. This thesis examines four algorithms to fuse the results of radar sensors and space based infrared sensors. An averaging technique, a weighted averaging technique, a Kalman filtering approach and a Bayesian technique are compared. The ballistic missile boost phase segment and the sensors are modeled in MATLAB. The missile vector and dynamics are based upon Newton's laws and the simulation uses an earth- centered coordinate system. The Bayesian algorithm has the best performance resulting in arms missile position error of less than 20 m.

In order to address this complex and increasingly growing danger, the U.S. must move beyond the initial missile defense deployment stages of recent years and focus on deploying a system capable of providing comprehensive protection of America's homeland. This defensive network must also be able to dissuade would-be missile possessors from costly investments in missile technologies, and to deter future adversaries from confronting the United States with ballistic missiles carrying WMD. Additionally, America's strategic objective should make it impossible for any adversary to influence U.S. decision-making in times of conflict through the use of missile platforms or WMD blackmail. These priorities necessitate the deployment of a system capable of constant defense against a wide range of missiles in all phases of flight: boost, midcourse, and terminal. A multi-layered system, encompassing extended-range conus and theater-based defense assets would provide multiple opportunities to destroy incoming missiles originating from any point around the world.However, a truly global capability cannot be achieved without incorporating interdiction capabilities through space as one of its key operational enablers. In the twenty-first century, space has replaced the seas as the ultimate frontier for commerce, technology, and national security. Interdiction capabilities navigating through space affords maximum opportunities for missile interception on a global scale. As directed energy technology continues to mature, lasers could one day provide a viable interdiction capability through space to defend the U.S. against the growing threat of missile attack.Two directed energy weapon systems that could provide this network are the free-electron laser and the space-based relay mirror. Although still early in the technological development stages, these two systems hold great promise for creating a robust, defense network capable of extended-range operations. The effort was undertaken in support of Ballistic Missile Defense Office (BMDO) activities pertaining to the design of a effective Theater Ballistic Missile Defense (TBMD) Command and Control structure and associated Operational Control and Combat Command elements design. The following major issues are addressed: (1) Methods of sensor fusion and associated algorithms (their advantages and disadvantages and their dynamic utilization in the battle scenario). Issues of track fusion vs. data fusion are given particular attention; (2) The communication loads of particular sensor fusion architectures and of the associated operational control activities; (3) Algorithms for the effective utilization of sensor fusion for intercept support and for burnout point estimation. This paper addresses the simplest possible case: a single missile on a ballistic trajectory tracked by two radar sensors in a flat earth model. False signals, clutter, closely spaced objects, tumbling, and gravitational anomalies are not considered. We demonstrate that even this simple case is conducive for providing valuable answers in the broad areas listed above. Numerous graphs are included. These graphs are the results of simulation runs by the Sensor Fusion Architecture Model (SFAM) developed for this effort.

Although it probably has been deployed in small numbers, additional challenges and tests remain. This study examines the ASBM’s capability and history, showing how the DF-21D meets multiple priorities in Chinese defense modernization and in the national security bureaucracy, as well its implications for the United States. The ASBM’s physical threat to U.S. Navy ships will be determined by the development of associated systems and organizations, which currently limit data fusion and coordination in the complex task of identifying a U.S. aircraft carrier in the open ocean. Still, the ASBM poses a direct threat to the foundations of U.S. power project in Asia and will undermine the U.S. position, unless efforts to counter its political-military effects are taken.
