This book is the result of a meeting, which took place in Magdalene College Cambridge in December 2001. Atomic, nuclear, cluster, soHd state, chemical and even bio- physicists got together to consider scattering electrons to explore matter in all its forms. Theory and experiment were represented in about equal measure. It was meeting marked by the most lively of discussions and the free exchange of ideas. We all learnt a lot. The Editors are grateful to EPSRC through its Collaborative Computational Project program (CCP2), lOPP, the Division of Atomic, Molecular, Optical and Plasma Physics (DAMOPP) and the Atomic Molecular Interactions group (AMIG) of the Institute of Physics for financial support. A scattered particle provides a dynamical probe of the target system. The practical problem of interest here is the scattering of a low energy electron by an N-electron atom. It has been difficult in this area of study to achieve theoretical results that are even qualitatively correct, yet quantitative accuracy is often needed as an adjunct to experiment. The present book describes a quantitative theoretical method, or class of methods, that has been applied effectively to this problem. Quantum mechanical theory relevant to the scattering of an electron by an N-electron atom, which may gain or lose energy in the process, is summarized in Chapter 1. The variational theory itself is presented in Chapter 2, both as currently used and in forms that may facilitate future applications. The theory of multichannel resonance and threshold effects, which provide a rich structure to observed electron-atom scattering data, is presented in Chapter 3. Practical details of the computational implementation of the variational theory are given in Chapter 4. Chapters 5 and 6 summarize recent appli cations of the variational theory to problems of experimental interest, with many examples of the successful interpretation of complex structural fea tures observed in scattering experiments, and of the quantitative prediction of details of electron-atom scattering phenomena.

The molecule can even disintegrate, Le., dissociate or ionize into fragments, some or all of which may also be molecules. Although it is a difficult problem, the recent theoretical, experimental, and computational progress has been so significant as to warrant publication of a book that specializes in this field. The progress owes partly to technical develop ments in measurements and computations. No less important has been the great and continuing stimulus from such fields of application as astrophysics, the physics of the earth's upper atmosphere, laser physics, radiation physics, the physics of gas discharges, magnetohydrodynamic power generation, and so on. This book aims at introducing the reader to the problem of electron molecule collisions, elucidating the physics behind the phenomena, and review ing, to some extent, up-to-date important results. Fast computers and new experimental tools, notably syn chrotron-radiation sources and heavy-ion accelerators, have greatly enhan ced the scope of problems that are accessible. The level of research activity is growing substantially; added incentives are provided by the importance of inner-shell processes in such diverse areas as plasma studies, astrophysics, laser technology, biology, medicine, and materials science. The main reason for all this exciting activity in atomic inner-shell physics, to be sure, lies in the significance of the fundamental problems that are coming within grasp. The large energies of many inner-shell processes cause relativistic and quantum-electrodynamic effects to become strong. Unique opportunities exist for delicate tests of such phenomena as the screening of the electron self-energy and the limits of validity of the present form of the frequency-dependent Breit interaction, to name but two. The many-body problem, which pervades virtually all of physics, presents somewhat less intractable aspects in the atomic inner-shell regime: correlations are relatively weak so that they can be treated perturbatively, and the basic potential is simple and known! The dynamics of inner-shell processes are characterized by exceedingly short lifetimes and high transition rates that strain perturbation theory to its limits and obliterate the traditional separation of excitation and deexcitation. These factors are only now being explored, as are interference phenomena between the various channels.

In writing this book, I have tried to oppose the current trend in science that sees specialists writing primarily for like-minded specialists, and even physicists in closely related fields understanding each other less than they are inclined to admit. I have attempted to treat a modern field of physics in a style similar to that of a textbook. The presentation should be intelligible to readers at the graduate level, and while it may demand concentration, I hope it will not require decipher ing. If the reader feels that it occasionally dwells upon rather elementary topics, he should remember that this pedestrian excursion is meant to be reasonably self-contained. It was, for example, necessary to give a simple introduction to the Dirac theory in order to have a basis for the discussion of Mott scattering-one of the most important techniques in polarized electron studies.

With deeper understanding of the quark-gluon structure of matter, scientists are poised to reach a deeper picture of these building blocks, and atomic nuclei themselves, as collective many-body systems with new emergent behavior. The development of a U.S. domestic electron-ion collider (EIC) facility has the potential to answer questions that are central to completing an understanding of atoms and integral to the agenda of nuclear physics today. This study assesses the merits and significance of the science that could be addressed by an EIC, and its importance to nuclear physics in particular and to the physical sciences in general. It evaluates the significance of the science that would be enabled by the construction of an EIC, its benefits to U.S. leadership in nuclear physics, and the benefits to other fields of science of a U.S.-based EIC.
