Grid resilience is increasingly important as climate change increases the frequency and intensity of severe weather, which is the leading cause of power outages in the U.S. Between 2003 and 2012, an estimated 679 widespread power outages occurred due to severe weather. This report estimates the annual cost of power outages caused by severe weather between 2003 and 2012 and describes various strategies for modernizing the grid and increasing grid resilience. Over this period, weather-related outages are estimated to have cost the U.S. economy an inflation-adjusted annual average of $18 billion to $33 billion. While most of the committee's findings were still relevant, many developments affecting vulnerability had occurred in the interval. The 2013 workshop was a discussion of the committee\'s results, what had changed in recent years, and how lessons learned about the grid's resilience to terrorism could be applied to other threats to the grid resulting from natural disasters. The purpose was not to translate the entire report into the present, but to focus on key issues relevant to making the grid sufficiently robust that it could handle inevitable failures without disastrous impact. The workshop focused on five key areas: physical vulnerabilities of the grid; cybersecurity; mitigation and response to outages; community resilience and the provision of critical services; and future technologies and policies that could enhance the resilience of the electric power delivery system. The electric power transmission and distribution system (the grid) is an extraordinarily complex network of wires, transformers, and associated equipment and control software designed to transmit electricity from where it is generated, usually in centralized power plants, to commercial, residential, and industrial users. Because the U.S. infrastructure has become increasingly dependent on electricity, vulnerabilities in the grid have the potential to cascade well beyond whether the lights turn on, impacting among other basic services such as the fueling infrastructure, the economic system, and emergency services. The Resilience of the Electric Power Delivery System in Response to Terrorism and Natural Disasters discusses physical vulnerabilities and the cybersecurity of the grid, ways in which communities respond to widespread outages and how to minimize these impacts, the grid of tomorrow, and how resilience can be encouraged and built into the grid in the future.

Virtually all other Critical Infrastructure systems depend on the Grid for the electricity they require to execute other essential societal functions such as telecommunications, water supply and waste water services, fuel delivery, etc. This study examines the concepts of Critical Infrastructure and electric Grid resilience, and the role nuclear power plants do and might play in enhancing U.S. Grid resilience. Grid resilience is defined as the system's ability to minimize interruptions of electricity flow to customers given a specific load prioritization hierarchy. The question of whether current U.S. nuclear power plants are significant Grid resilience assets is examined in light of this definition. Despite their many virtues and their "fuel security," the conclusion is reached that current U.S. nuclear power plants are not significant Grid resilience assets for scenarios involving major Grid disruptions. The concept of a "resilient nuclear power plant" or "rNPP" - a nuclear power plant that is intentionally designed, sited, interfaced, and operated in a manner to enhance Grid resilience - is presented. Two rNPP Key Attributes and Six rNPP Functional Requirements are defined. Several rNPP design features (system architectures and technologies) that could enable a plant to achieve the Six rNPP Functional Requirements are described. Four specific applications of rNPPs are proposed: (1) rNPPs as flexible electricity generation assets, (2) rNPPs as anchors of hybrid nuclear energy systems, (3) rNPPs as Grid Black Start Resources, and (4) rNPPs as anchors of Resilient Critical Infrastructure Islands. The last two applications are new concepts for enhancing U.S. strategic resilience. Finally, a few key unresolved issues are discussed and recommendations for future research are offered. Study results support the overall conclusion that successful development and deployment of rNPPs could significantly enhance U.S. Grid, Critical Infrastructure, and societal resilience, while transforming the value proposition of nuclear energy in the 21st century.

Federal programs provide opportunities to incorporate resilience into disaster recovery efforts and the federal government has appropriated billions in funding to support electricity grid recovery in Puerto Rico. GAO was asked to review the federal response to the 2017 hurricanes. This report (1) describes the role of federal agencies in supporting electricity grid recovery efforts in Puerto Rico; and (2) examines the status of federal support for grid recovery in Puerto Rico and challenges affecting progress on grid recovery efforts. GAO is making four recommendations, including that FEMA (1) provide clear written information in the form of policy, guidance, or regulations that clarifies how it will implement new authorities and (2) take steps to enhance coordination among local and federal entities.

This report examines (1) the extent to which key federal agencies have taken action to address electromagnetic risks and how these actions align with the 2008 EMP Commission report recommendations, and (2) what additional opportunities exist to enhance federal efforts to address electromagnetic risks to the electric grid. GAO reviewed the EMP Commission report and federal program documents, and interviewed DHS, DOE, and FERC officials and relevant stakeholders who provided insights on key actions taken.
