Book excerpt: Multiple factors can be offered to explain the Labour victory, and Conservative defeat, in the 2001 British general election. Here we pursue one of the most interesting explanations offered by a modified Downsian model of party competition. Part I of this paper builds on Stimson's (1991) rational choice theory of policy mood cycles and considers how this framework can be applied to the context of British elections. Part II discusses measures of ideological change at mass and elite levels, focusing on two issues at the heart of British party politics: tax cuts v. spending and European integration v. independence. Evidence is drawn from the 2001 British Representation Study (BRS), involving 1000 parliamentary candidates and MPs. Comparisons are made with the British Election Studies (BES). Part III lays out the evidence. The study comes to three main conclusions: (i) on the key issues of public spending and Europe, Labour politicians remained close to the center-ground of Westminster party politics, along with the Liberal Democrats, with the Nationalist parties further towards the left, while the Conservatives remained with clear blue water on the far right; (ii) as a result of this pattern the Conservatives were the party furthest away from the median British voter; and (iii) one reason for this pattern was selective perception, so that Conservative politicians "missed the target." The conclusion discusses the reasons for this phenomenon, the implications for the future of British party politics, and the broader lessons for why parties fail to learn and adapt in the face of the repeated electoral defeats.

It rejects the argument that the behaviour of the parties is determined largely by social forces or by the supposed logic of the electoral market. Instead, it shows that both structure and agency can matter. It focuses on three major aspects of change in two-party systems: (i) why occasionally major parties ( such as the British Liberals) collapse; (ii) why collapsed parties sometimes survive as minor parties, and sometimes do not; and (iii) what determines why, and how, major parties will ally themselves with minor parties in order to maximize their chances of winning. With respect to the first aspect it is argued that major parties are advantaged by two factors: the resources they have accumulated already, and their occupying role similar to that called by Thomas Schelling a "focal arbiter". Consequently, party collapse is rare. When it has occurred in nation states it is the result of a major party having to fight opposition on "two separate fronts". The survival of a collapsed party depends largely on its internal structure; when a party has linked closely the ambitions of politicians at different levels of office, party elimination is more likely. The main arena in which agency is significant - that is, when leadership is possible, including the politician acting as heresthetician - is in the re-building of coalitions. This is necessary for maximizing the chances of a party winning, but, for various reasons, coalitions between major and minor parties are usually difficult to construct. In recent years both Republican and Democratic strategists and pundits have spoken of an emerging Democratic Party "lock" on the Electoral College and speculated that even in the wake of Republican victories in Congress, presidential candidates are still at a major disadvantage due to the party's increasing demographic and geographic isolation. In Altered States, Thomas Holbrook looks at change in party fortunes in presidential elections since 1972, documenting the magnitude, direction, and consequences of changes in party support in the states. He finds that the Democrats do not have a "lock" on the Electoral College, but that their position has improved dramatically over the past forty years in a number of formerly competitive or Republican-leaning states in the Northeast, Southeast, and Southwest. Republican candidates have made many fewer gains, mostly improving their position in "misplaced," formerly Democratic states, such as Kentucky and West Virginia, or in already deeply Republican states in the Plains and Mountain West. Holbrook looks at the ways that changes in the racial and ethnic composition of the state electorates, internal (state to state) and external (foreign born) migratory patterns, and changes in other key demographic and political characteristics drive these changes. Additionally, he explores the ways in which increasing partisan polarization at the national level has altered group-based party linkages and contributed to changes in party support at the state level. These factors, along with an increasingly inefficient distribution of Republican votes, have converted what was once a Republican edge in electoral votes to an advantage for Democratic presidential candidates.

The most notable outcome was the collapse of Fianna Fáil, one of the world's most enduring and successful parties. In comparative terms Fianna Fáil's defeat was among the largest experienced by a major party in the history of parliamentary democracy. It went from being the largest party in the state (a position it had held since 1932) to being a bit player in Irish political life. And yet ultimately, there was much that remained the same, perhaps most distinctly of all the fact that no new parties emerged. It was, if anything, a 'conservative revolution'. A Conservative Revolution? examines underlying voter attitudes in the period 2002-11. Drawing on three national election studies the book follows party system evolution and voter behaviour from boom to bust. These data permits an unprecedented insight into a party system and its voters at a time of great change, as the country went through a period of rapid growth to become one of Europe's wealthiest states in the early twenty-first century to economic meltdown in the midst of the international Great Recession, all of this in the space of a single decade. In the process, this study explores many of the well-established norms and conventional wisdoms of Irish electoral behaviour that make it such an interesting case study for comparison with other industrialized democracies.

Book excerpt: When Mexico's authoritarian Party of the Institutional Revolution (PRI) was defeated in the 2000 presidential election after seventy-one years of uninterrupted rule, many analysts believed the party would inevitably splinter and collapse. An authoritarian party without control over government resources and without a strong national executive creates both opportunity and incentive for ambitious politicians to leave the party and join a separate faction. To the surprise of many, however, the PRI managed to deviate from this pattern, and returned triumphantly to the presidency in 2012. Democratization and Authoritarian Party Survival: Mexico's PRI argues that those authoritarian parties that survive the transition to democratic elections do so because they are able to adjust to electoral challenges and the rigors of the ballot box more quickly and effectively than their internal party rivals. Such as in the case of the PRI, these electorally-oriented vote winners find ways to cooperate and avoid the dangers of internal ruptures. Those authoritarian parties in which vote-winning factions are unable to defeat their intra-party rivals, or those that divide and fragment, are less likely to survive the transition to democratic voting. Despite the interest in Mexico's former hegemonic party and its return to power, no full-length monograph has been dedicated to studying its transformation. This book takes a long lens view of authoritarian party survival and zeros in on the transformation of Mexico's PRI, making a substantive and novel contribution to the wider literature on party organizational change, authoritarian party survival, and democratization.
