Available in PDF, EPUB and Kindle. Book excerpt: By passing the Voting Rights Act of 1965, Congress challenged the widespread evidence of disfranchisement of black citizens in certain southern states. This Act protects citizens' right to vote by forbidding covered states from using any tests that would determine eligibility to vote, by requiring these states to obtain federal approval before enacting any election laws and by assigning federal officials to monitor the registration process in certain localities. In 1970, Congress extended the Voting Rights Act for an additional 5 years and its coverage to other jurisdictions when evidence presented at congressional hearings revealed continued racial discrimination in voting. Throughout the next three decades, further legislation was added to the Act, to more wholly protect the individual citizen of this country. This book delves into the history of the Voting Rights Act as well as the current challenges and issues that face Congress. Contents: Introduction; The Voting Rights Act of 1965; The Voting Rights Amendments of 1970; The Voting Rights Amendments of 1975; The Voting Rights Amendments of 1982; The Voting Rights Amendments of 1992; Current Major Provisions of the Act; Presiden

Available in PDF, EPUB and Kindle. Book excerpt: Establishing Congress: The Removal to Washington, D.C., and the Election of 1800 focuses on the end of the 1790s, when, in rapid succession, George Washington died, the federal government moved to Washington, D.C., and the election of 1800 put Thomas Jefferson and the Democratic-Republican party in charge of the federal government.Establishing Congress dispels the myths and misinformation that surround the federal government's move to Washington and demonstrates that the election of 1800 changed American party politics forever, established the success of the American experiment in government, and completed the founding of the Republic. It also contends that the lame-duck session of Congress had far-reaching implications for the governance of the District of Columbia. Later chapters examine aspects of the political iconography of the capitol---one illuminating Jefferson's role in turning the building into a temple for the legislature and an instrument for nation-building, another examining the fascinating decades-long debate over burying George Washington in the Capitol. The collection considers as well the political implications of social life in early Washington, examining the political lobbying by Washington women within a social context and detailing the social and political life in the city's homes, hotels, boardinghouses and eating messes. Establishing Congress is an invaluable reference work for anyone interested in these pivotal moments in American history.Kenneth R. Bowling is co-editor, with Donald R. Kennon, of Inventing Congress: Origins and Establishment of the First Federal Congress (Ohio, 1999), Neither Separate nor Equal: Congress in the 1790s (Ohio, 2000), and The House and Senate in the 1790s: Petitioning, Lobbying, and Institutional Development (Ohio, 2002).Donald R. Kennon is chief historian of the U.S. Capitol Historical Society. He is general editor of the Ohio University Press series Perspectives on the History of Congress, 1789?1801, which contains the present volume, and the series Perspectives on the Art and Architectural History of the United States Capitol.

Available in PDF, EPUB and Kindle. Book excerpt: The Voting Rights Act (VRA) was successfully challenged in a June 2013 case decided by the U.S. Supreme Court in Shelby County, Alabama v. Holder. The suit challenged the constitutionality of Sections 4 and 5 of the VRA, under which certain jurisdictions with a history of racial discrimination in voting-mostly in the South-were required to "pre-clear" changes to the election process with the Justice Department (the U.S. Attorney General) or the U.S. District Court for the District of Columbia. The preclearance provision (Section 5) was based on a formula (Section 4) that considered voting practices and patterns in 1964, 1968, or 1972. At issue in Shelby County was whether Congress exceeded its constitutional authority when it reauthorized the VRA in 2006-with the existing formula-thereby infringing on the rights of the states. In its ruling, the Court struck down Section 4 as outdated and not "grounded in current conditions." As a consequence, Section 5 is intact, but inoperable, unless or until Congress prescribes a new Section 4 formula.

Book excerpt: Many election officials look to electronic voting systems as a means for improving their ability to more effectively conduct and administer elections. At the same time, many information technologists and activists have raised important concerns regarding the security of such systems. Policy makers are caught in the midst of a controversy with both political and technological overtones. The public debate about electronic voting is characterized by a great deal of emotion and rhetoric. Asking the Right Questions About Electronic Voting describes the important questions and issues that election officials, policy makers, and informed citizens should ask about the use of computers and information technology in the electoral processâ€"focusing the debate on technical and policy issues that need resolving. The report finds that while electronic voting systems have improved, federal and state governments have not made the commitment necessary for e-voting to be widely used in future elections. More funding, research, and public education are required if e-voting is to become viable.
