Así, se dedica el primer capítulo a las operaciones con suelo, incluyendo nuevas urbanizaciones y transacciones al margen de procesos urbanísticos; el segundo capítulo se centra en la construcción y rehabilitación de edificaciones; el tercero pone el foco en las transmisiones de edificaciones, tanto nuevas como usadas; Y, finalmente, el cuarto capítulo analiza el impacto del IVA en los arrendamientos de terrenos y edificaciones. En cada capítulo se examinan los distintos aspectos que inciden en las operaciones gravadas (sujeción, exenciones, devengo o tipo impositivo aplicable...), ofreciendo así una visión panorámica y sistemática del impacto del tributo en cada una de ellas.La obra se completa con un último capítulo en el que se estudian otras cuestiones, como la incidencia de la no sujeción de las transmisiones de negocios en marcha en el mercado inmobiliario o la deducción del IVA soportado por operaciones con inmuebles. El estudio de la materia parte de la normativa reguladora del IVA y se complementa con abundante doctrina y jurisprudencia, así como con numerosos ejemplos. Por todo ello, resulta una obra imprescindible y no solo para los estudiosos del sistema tributario sino también -y muy especialmente- para quienes se ocupan de su aplicación práctica, tanto en las empresas que operan en el negocio inmobiliario como en aquéllas que prestan servicios de asesoramiento.

Durante años en España el sector público ha promovido la adquisición de vivienda con importantes incentivos fiscales, sin embargo, con la llegada de la crisis las políticas legislativas han ido dirigidas a la eliminación de cualquier incentivo existente dejando al sector de la construcción en una situación de abandono inusual, en contraste con lo que venía ocurriendo desde hacía décadas. En el presente trabajo se han revisado las políticas públicas llevadas a cabo en seis países de la Unión Europea para constatar que, a diferencia de lo que está ocurriendo en España, los países de nuestro entorno más cercano están implementando ayudas directas e incentivos fiscales de apoyo al sector.
