Book excerpt: Se presentan los resultados de una investigación acerca del proceso político que culminó con la aprobación de la reforma sanitaria y el rol que cumplieron en ello destacados actores, dentro del gobierno como fuera de él. El análisis busca proponer una explicación acerca del surgimiento del sistema AUGE-GES, por lo que se da a la tarea de identificar actores, hechos y circunstancias que influyeron en el cambio en la política de salud. En ello se analiza el proceso que se dio desde la década de 1990, pero concentrándose en el periodo 2000-2006. La formulación de la reforma de la salud y del Plan AUGE ofrece una oportunidad para el estudio de cómo se formulan las políticas públicas en Chile. Las claves que aparecen en el análisis del proceso indican que hubo un largo periodo de preparación de estudios que darían paso a la reforma, a cargo de equipos técnicos del gobierno. La ventana de oportunidad esperada por éstos se produce con la elección presidencial de 1999. El desarrollo del proceso también muestra un grupo de técnicos altamente competentes, con fluidas relaciones políticas y que perfilan los contenidos de la política pública, empoderados por un actor con vasto poder y personalmente comprometido con el tema, cuestión determinante en el curso que toma el proceso y el resultado a que arriba. Estos hallazgos son consistentes con los que arroja la investigación acerca de la modernización de la gestión pública y que se exponen en el primer libro de esta serie, lo que podría estar develando que habría un cierto modo de formular políticas públicas en Chile.
