Comunidad Autónoma que por su profusa y compleja legislación requiere de un estudio particularizado de los distintos tipos de licencias urbanísticas e instrumentos de intervención ambiental, así como de otro tipo de autorizaciones fijas o portátiles son necesarias para el ejercicio de cualquier actividad urbanística y/o de actividad. En el libro se podrán encontrar multitud de claves que resuelven la compleja problemática de los distintos tipos de licencias urbanísticas, con especial referencia a la licencia de edificación, ocupación, parcelación y urbanización. Además, se analizan con todo lujo de detalles todas las fases procedimentales de tramitación de los distintos tipos de licencias urbanísticas, incluidos los importantísimos efectos de la finalización del procedimiento por silencio positivo, así como de la caducidad de licencias urbanísticas, etc... Desde el punto de vista de los instrumentos de intervención ambiental, se analiza con todo detalle el régimen jurídico de la autorización ambiental integrada, de la licencia ambiental y de la comunicación ambiental, haciendo especial hincapié en la intervención que en dichas autorizaciones tienen las Administraciones Locales. De igual forma se analizan todos los informes sectoriales que en los distintos procedimientos de autorizaciones se requieren de forma preceptiva, forma, alcance y consecuencias jurídicas de la emisión o no de dichos informes. Además, también se analiza el régimen especial de los espectáculos públicos y actividades recreativas, así como de las actividades que se llevan a cabo en instalaciones portátiles que, en los últimos tiempos, ha cobrado especial relieve, por desgracia, ante el acontecimiento de hechos luctuosos. Se establecen procedimientos de coordinación entre los distintos tipos de licencias o autorizaciones que se tramitan en sede municipal o autonómica, especialmente en el primer caso, como consecuencia de la nueva regulación reglamentaria existente en la Comunidad Autónoma desde la promulgación del Decreto 67/2006, por el que se aprueba el Reglamento de Ordenación y Gestión Territorial y Urbanística en la Comunidad Valenciana. Finalmente, se ha hecho un verdadero esfuerzo por crear toda una serie de formularios y diagramas de procedimientos que recojan la máxima utilidad en la gestión municipal, tanto de cara al ciudadano como en facilitar la propia labor administrativa municipal, respecto de la tramitación de los distintos procedimientos para el otorgamiento de las licencias urbanísticas y de actividad, cobrando especial relieve la aproximación que se ha realizado con la confección de un modelo de ordenanza local que recoja todas las autorizaciones necesarias para la realización de actos de edificación y uso del suelo, tanto en suelo urbano como no urbanizable, así como de las autorizaciones para el ejercicio de actividad públicas, en sus diversas vertientes, intentando coordinar y armonizar los distintos procedimientos que la Administración municipal, especialmente, viene obligada a llevar a cabo.
