Book excerpt: Comparative Politics is a series for students and teachers of political science that deals with contemporary issues in comparative government and politics. The General Editors are Max Kaase, Professor of Political Science, Vice President and Dean, School of Humanities and Social Science, International University Bremen, Germany; and Kenneth Newton, Professor of Comparative Politics, University of Southampton. The series is published in association with the European Consortium for Political Research. Today, parliamentarism is the most common form of democratic government. Yet knowledge of this regime type has been incomplete and often unsystematic. Delegation and Accountability in Parliamentary Democracies offers new conceptual clarity on the topic. This book argues that representative democracies can be understood as chains of delegation and accountability between citizens and politicians. Under parliamentary democracy, this chain of delegation is simple but also long and indirect. Principal-agent theory helps us to understand the perils of democratic delegation, which include the problems of adverse selection and moral hazard. Citizens in democratic states, therefore, need institutional mechanisms by which they can control their representatives. The most important such control mechanisms are on the one hand political parties and on the other external constraints such as courts, central banks, referendums, and supranational institutions such as those of the European Union. Traditionally, parliamentary democracies have relied heavily on political parties and presidential systems more on external constraints. This new empirical investigation includes all seventeen West European parliamentary democracies. These countries are compared in a series of cross-national tables and figures, and seventeen country chapters provide a wealth of information on four discrete stages in the delegation process: delegation from voters to parliamentary representatives, delegation from parliament to the prime minister and cabinet, delegation within the cabinet, and delegation from cabinet ministers to civil servants. Each chapter illustrates how political parties serve as bonding instruments which align incentives and permit citizen control of the policy process. This is complemented by a consideration of external constraints. The concluding chapters go on to consider how well the problems of delegation and accountability are solved in these countries. They show that political systems with cohesive and competitive parties and strong mechanisms of external constraint solve their democratic agency problems better than countries with weaker control mechanisms. But in many countries political parties are now weakening, and parliamentary systems face new democratic challenges. Delegation and Accountability in Parliamentary Democracies provides an unprecedented guide to contemporary European parliamentary democracies. As democratic governance is transformed at the dawn of the twenty-first century, it illustrates the important challenges faced by the parliamentary democracies of Western Europe.

Book excerpt: A fully-updated second edition of the presentation of the structure and workings of the national cabinets in Western European countries today. This book is based on a common framework which enables the reader to compare the origins, structure, composition and activities of these cabinets and to draw lessons from this comparison. Emphasis is placed on the leadership and on the character of coalitions. When West European ministers are working ever more closely together, a knowledge of the life of national cabinets is vital as is an understanding of the differences between types of cabinet decision-making in the context of the reforms proposed of Western European governments.

Book excerpt: LEARN SPANISH NEWS Vol.3: English & Spanish THIS EDITION: The dual-language text has been arranged into sentences and shorter paragraphs for quick and easy cross-referencing. The source text is the Spanish language edition of Voice of America (VOA). The Spanish text has been translated into English for this dual-language project. The reader can choose between four formats: Section 1: English to Spanish Section 2: Spanish to English Section 3: English Section 4: Spanish A methodology for getting the most out of this bilingual format is explained in the book’s Foreword. The primary purpose of this text is to equip a foreign language learner with the ability to start reading news in the particular foreign language: to be able to read only in the foreign language, and extract enough understanding to continue the language learning process fruitfully this way. A reader might like to go back to reading dual-language news for reinforcement and further development, returning to foreign language only news with a deeper understanding. By going back to the same ‘old’ news, you are going over words, word patterns, and passages with which you already have a certain familiarity. The process of reinforcement, learning or retaining of what is new, and exposure to what is unfamiliar, is much easier this way — even though the news may seem a little dated. The aim of informing the reader about actual news is secondary, especially given that the content will become less current (and less relevant) over time. If you are having trouble with the level of difficulty in the text, a suggested path for learning languages is as follows: Familiarise yourself with a basic language instruction book — or re-read the one you have. Once a student has studied the basics, a suitable book about basic grammar can be helpful. The suggestion is that any grammar book be studied more with the intent of recognition and understanding, rather than memorising and obsessive rote learning. Go through as much of the grammar book you feel you can digest — maybe even the whole book — skipping over what is not easily understood. After this, read through a portion of text in a book called ‘Spanish Sentences’, by 2LanguageBooks, looking for examples of what you have picked up (or gleaned) in your hopefully not so arduous study of grammar. Even repeatedly seeing a word that you remember seeing listed as a ‘subject pronoun’ or a ‘third person plural’ verb of some sort is a great help. Then, depending on your inclination, return to the grammar book (or your basic Spanish book), or move on to lengthier bilingual text — like in 2Language Books texts containing news or stories, for example —, or find some suitable Spanish text: a simple novel, a Spanish news website, etc. Grammar books will likely have some verb charts. However, there are currently good on-line resources that go further — dictionaries with a verb conjugation ‘search’ option. Many basic language books offer some form of audio support. Internet services — primarily news based radio stations — offer podcasts. Audio from television is an additional resource, and can be formatted for use on various digital platforms. However, if audio is an important component of your interest in languages, electronic devices that support quality text-to-speech (TTS) will likely be appealing. With a library card, TTS technology (in a device that supports the relevant content), and the above mentioned resources, an entire language learning system is available for not much more than a cup of coffee! There is no substantial financial outlay to get you started. Furthermore, there are no additional ongoing fees (and updates), and there are no expiry dates on ‘premium’ content and resources. Book excerpt: Oversight of executives has always been a key function of parliaments and one that is central to developing the relationship between the executive and legislative branches of government. However, in reality governments are taking a more pronounced role in controlling legislation, diluting the influence of parliament. This book plots this trend in parliaments across Europe, to illustrate points of convergence and divergence. In so doing, it suggest tools and methods that parliaments can develop to bolster their crucial oversight role.

Book excerpt: Using a rich variety of sources such as official newsreels, school textbooks, the work of contemporary historians, memoirs, official documents, legislation, and monuments, this book explores how the historical memory of the Spanish Civil War (1936-1939) influenced the transition to democracy in Spain after Franco's death in 1975. The author traces the development of official discourse on the War throughout the Franco period and describes the régime's attempts to achieve political legitimacy. Although there was no universal consensus regarding the events of the Civil War, general agreement did exist concerning the main lesson which should be drawn from it: never again should Spaniards become embroiled in a fratricidal conflict.
