Por todas partes se ha reconocido a la empresa pública una función esencial de control, de regulación y de animación de la vida económica: su papel es el de hacer que el crecimiento sea regular, continuo, armonioso, si es preciso corrigiendo los efectos de las leyes capitalistas y actuando sobre la esfera económica; le corresponde, por una estrategia voluntarista e intervencionista, planificar el desarrollo, superar los bloqueos, compensar distorsiones, y eliminar estructuras obsoletas.
