Book excerpt: Oscar Chamosa brings forth the compelling story of an important but often overlooked component of the formation of popular nationalism in Latin America: the development of the Argentine folklore movement in the first part of the twentieth century. This movement involved academicians studying the culture of small farmers and herders of mixed indigenous and Spanish descent in the distant valleys of the Argentine northwest, as well as artists and musicians who took on the role of reinterpreting these local cultures for urban audiences of mostly European descent. Oscar Chamosa combines intellectual history with ethnographic and sociocultural analysis to reconstruct the process by which mestizo culture—in Argentina called criollo culture—came to occupy the center of national folklore in a country that portrayed itself as the only white nation in South America. The author finds that the conservative plantation owners—the “sugar elites”—who exploited the criollo peasants sponsored the folklore movement that romanticized them as the archetypes of nationhood. Ironically, many of the composers and folk singers who participated in the landowner-sponsored movement adhered to revolutionary and reformist ideologies and denounced the exploitation to which those criollo peasants were subjected. Chamosa argues that, rather than debilitating the movement, these opposing and contradictory ideologies permitted its triumph and explain, in part, the enduring romanticizing of rural life and criollo culture, essential components of Argentine nationalism. The book not only reveals the political motivations of culture in Argentina and Latin America but also has implications for understanding the articulation of local culture with national politics and entertainment markets that characterizes contemporary cultural processes worldwide today.

From the creation of the government-subsidized Society of Beneficence in 1823, women were at the forefront of the child-focused philanthropic and municipal groups that proliferated first to address the impact of urbanization, European immigration, and high infant mortality rates, and later to meet the needs of wayward, abandoned, and delinquent children. Women staffed child-centered organizations that received subsidies from all levels of government. Their interest in children also led them into the battle for female suffrage and the campaign to promote the legal adoption of children. But over the past four decades, the country has suffered political and economic crises of increasing intensity that have stalled industrial growth, sharpened class conflict, and led to long periods of military rule. In this book, Paul Lewis attempts to explain how that happened. Lewis begins by describing the early development of Argentine industry, from just before the turn of the century to the eve of Juan Peron's rise to power after World War II. He discusses the emergence of the new industrialists and urban workers and delineates the relationships between those classes and the traditional agrarian elites who controlled the state. Under Peron, the country shifted from an essentially liberal strategy of development to a more corporatist approach. Whereas most writers view Peron as a pragmatist, if not opportunist, Lewis treats him as an ideologue whose views remained consistent throughout his career, and he holds Peron, along with his military colleagues, chiefly responsible for ending the evolution of Argentina's economy toward dynamic capitalism. Lewis describes the political stalemate between Peronists and anti-Peronists from 1955 to 1987 and shows how the failure of post-Peron governments to incorporate the trade union movement into the political and economic mainstream resulted in political polarization, economic stagnation, and a growing level of violence. He then recounts Peron's triumphal return to power and the subsequent inability of his government to restore order and economic vigor through a return to corporatist measures. Finally, Lewis examines the equally disappointing failures of the succeeding military regime under General Videla and the restoration of democracy under President Raul Alfonsin to revive the free market. By focusing on the organization, development, and political activities of pressure groups rather than on parties or governmental institutions, Lewis gets to the root causes of Argentina's instability and decline--what he calls "the politics of political stagnation." At the same time, he provides important information about Argentina's entrepreneurial classes and their relation to labor, government, the military, and foreign capital. The book is unique in the wealth of its detail and the depth of its analysis.

Walter's interpretive study begins with the party's origins in the 1890s, traces its development through 1912, and then offers a comprehensive analysis of its activities and programs during the almost two decades of civilian, democratic government that ended with the military coup of 1930. His aim has been to provide a detailed case study of a Latin American political party within a specific historical context. The work gives particular attention to the nature of party leadership, internal party organization, attempts to win the support of the Argentine working class, party activities in national elections and the National Congress, and internal disputes and divisions. In discussing these topics, Walter draws heavily on government documents, including national and municipal censuses, ministerial reports, and the Argentine Congressional Record. He also makes extensive use of national and party newspapers and journals, political memoirs, and collections of essays by party leaders. Walter concludes that the party enjoyed relative electoral and legislative success because of efficient organization, capable leadership, and specific, well-reasoned programs. On the other hand, it failed to create a firm working-class base or to extend its influence much beyond Buenos Aires, mainly because of its inability to relate adequately to the needs of the proletariat and to the growth of nationalist sentiment. The analysis of these successes and failures also provides an important background for understanding the rise to power of Juan Perón and Peronism.
