El ingreso del Estado en la era de la posmodernidad se traduce en el cuestionamiento de sus atributos clásicos, sin que sea posible trazar los contornos de otro modelo: el Estado posmoderno se caracteriza por la incertidumbre, la complejidad y la indeterminación. Para analizarlo, es posible percibir una serie de aspectos que simbolizan la marca, el indicio, la señal tangible de esta nueva indeterminación: la reconfiguración del Estado (capítulo primero) y las transforma-ciones de la concepción del derecho (capítulo segundo) conllevan un movimiento más profundo de redefinición del vínculo político (capítulo tercero).

Book excerpt: The Future of the Past is a biennial conference generally carried out during the commemoration date of the incorporation of Santa Ana de Los Ríos de Cuenca Ecuador as a World Heritage Site (WHS). It initiated in 2014, organized by the City Preservation Management research project (CPM) of the University of Cuenca, to create a space for dialoguing among interested actors in the cultural heritage field. Since then, this space has served to exchange initiatives and to promote coordinated actions based on shared responsibility, in the local context. The third edition of this conference took place in the context of the 20th anniversary of being listed as WHS and a decade of CPM as the Southern host of the PRECOM3OS UNESCO Chair (Preventive Conservation, Maintenance and Monitoring of Monuments and Sites). For the very first time, and thanks to the collaboration with the Raymond Lemaire International Centre for Conservation of the University of Leuven (Belgium), the conference expanded its local scope. On this occasion, contributions reflected round a worldwide challenge in the cultural field: revealing the paths towards participatory governance of cultural heritage. But it also exposed much broader and deeper weaknesses that result from how societies are organized, namely the insecure life a substantial proportion of citizens have, as a result of economic and social policies followed in previous decades, which accentuated the impacts of the lockdown measures on employment, income, housing, among a myriad of other social dimensions. Besides the analysis of how governments, and local government, responded to the public health issues raised by the spread of the virus, the book deals also with the diversity of responses local governments have adopted and implemented in the countries, regions, cities and metropolitan areas. The analysis of these policy responses indicates that previously unthinkable policies can surprisingly be implemented at both national and local levels.

The program has been hailed as a model that alleviates human rights concerns because, under contract, SAWP workers travel legally, receive health benefits, contribute to pensions, are represented by Canadian consular officials, and rate the program favorably. Tomorrow We’re All Going to the Harvest takes us behind the ideology and examines the daily lives of SAWP workers from Tlaxcala, Mexico (one of the leading sending states), observing the great personal and family price paid in order to experience a temporary rise in a standard of living. The book also observes the disparities of a gutted Mexican countryside versus the flourishing agriculture in Canada, where farm labor demand remains high. Drawn from extensive surveys and nearly two hundred interviews, ethnographic work in Ontario (destination of over 77 percent of migrants in the author’s sample), and quantitative data, this is much more than a case study; it situates the Tlaxcala-Canada exchange within the broader issues of migration, economics, and cultural currents. Bringing to light the historical genesis of “complementary” labor markets and the contradictory positioning of Mexican government representatives, Leigh Binford also explores the language barriers and nonexistent worker networks in Canada, as well as the physical realities of the work itself, making this book a complete portrait of a provocative segment of migrant labor.

Book excerpt: Between them, Brian Mulroney and Jean Chrétien radically altered the structure and functions of the federal government, first by signing and implementing major trade liberalization projects, and then by cutting back the size of their governments' budgets and the scope of their policies. Uncle Sam and Us analyzes the Mulroney-Chrétien era's impact on Canadian governance through two related factors, globalization from without and neoconservatism from within. Stephen Clarkson begins his study by conceptualizing the present Canadian state as a five-tiered, nested system stretching from the municipal and provincial levels, through the federal government, and on to the new continental and global spheres of governance: in effect, he argues, the North American Free Trade Agreement and the World Trade Organization have added a 'supraconstitution' to Canada's existing institutions. His analysis concerns the changes that have occurred not just in the federal government, but in provincial and municipal governance as well. The impact of globalization and neoconservatism is examined extensively in the second part of Clarkson's study, which examines how the functions of the Canadian state have altered. Clarkson addresses the changes in a number of policy areas such as macro and monetary policy, regulatory, industrial, and trade policy, as well as social, labour, environmental, cultural, and foreign policy. In linking external forces and internal factors in his analysis, Clarkson brings together separate aspects of the Canadian state into a comprehensive understanding of the current Canadian political climate. He combines a global knowledge of the international political economy with a micro concern for detailed analyses of policy issues, and concludes that the responsibility for Canada's predicament lies less with external forces, than with Canadians and the governments they elected. He ends with a hopeful look into the future, pointing towards a realization of the shortcomings of neoconservative globalization, and the expectation of a new governing paradigm.
