This is the question Gregory Weeks poses in his study of Chile from 1990 onward. He explains how the Chilean military has maintained a high level of political influence in the tumultuous aftermath of dictatorial rule by Army General Augusto Pinochet, thus confounding a smooth transition to civilian authority. Even after the reins of power were officially handed over in 1990, Pinochet continued as commander in chief of the army until 1998, when he took a lifetime seat in the Senate and led the military's efforts to retain its legal and constitutional prerogatives while limiting civilian oversight of military affairs. This assertion of guardianship by the military has produced a political tug-of-war between it and civilian authorities the two contenders for political primacy in Chile. In addition to recounting the historical background of this situation, Weeks's study examines where conflict between these two contenders has been most productive and accord has been highest. His findings suggest that formal contacts, conducted through formal institutions, have been the most conducive to civil supremacy and, therefore, the consolidation of democracy. Based on interviews, government documents, military journals, newspapers, and other archival sources, The Military and Politics in Postauthoritarian Chile describes how presidents, military officers, members of Congress, and judges have interacted since the end of the military regime. With implications for conflict resolution studies, this book will be valuable for Chileanists and policymakers and analysts of Latin American regimes, as well as academic libraries, military historians, social scientists, and students and scholars of Latin American history and politics.

Instead of analysing notoriously bad cases in Mexico, Argentina, Brazil and Venezuela, this book explores the factors which have led to a relatively high degree of public probity among power holders in Chile. Public Probity and Corruption in Chile presents a long-term historical analysis demonstrating that public probity in Chile has its roots in the colonial period, and that public and state responses have historically shown a low level of tolerance for public cases of corruption. In particular, the author highlights the role played by relative poverty and lack of resources, geographical remoteness, the impact of the Arauco War against the Mapuche people, the militarisation of both government and public administration, the extreme oligarchic nature of the Chilean aristocracy, the early consolidation of state institutions and the rule of law, high levels of political stability and the role played by patriotism. Studying an example of better practice in detail in this way provides valuable insights into the factors and actors which can help to prevent or to revert the phenomenon of public corruption in the region more generally. These large hydraulic structures impact the environment and the lives of people living in the places where they settle and require a special type of water governance. The dictatorial regime (1964-1985) created a "standard" for the construction of these great structures, through an institutional and legal framework, which benefited the Brazilian business elite but also, through the creation of a popular imagination, which shows itself lasting progress on the country's progress and development. The suspension of security, the fragility of institutional environmental structures, the disrespect for indigenous reserves, the lack of clarity about the concept of "affected population" and the non-payment of fair compensation were identified as one of the main challenges for a democratic water governance in the country. In the late 1970s, the Dam-Affected Movement (MAB) began its organization and is also studied in this research. The study is an important and insightful academic contribution to the understanding of the main bottlenecks of effective water governance in Brazil.

Book excerpt: This book analyzes both the Chilean state policies on commercial aviation and the corporate history of the state-owned airline Línea Aérea Nacional (LAN) between 1929 and 1989. The book covers a transition from the early adoption of policies that were nationalist, from both the national security and economic standpoints, through the complete deregulation of the skies and the sale of the state airline to foreign capital. Both processes were implemented by army officers (Carlos Ibáñez del Campo and Augusto Pinochet, respectively). It shows that LAN’s corporate development was marked by the construction of a national aviation paradigm that, albeit initially characterized by a clear definition of nationalism with the state as preeminent, was far from static over time. As from 1929, the role of the state airline, as both a transport service provider and an instrument of public policy, was subject to review. This was due in part to Chile’s political dynamics in the twentieth century in terms of matters such as the level of consensus/dissent about the development model and the role of the state, SOEs, and the private sector in the economy. It also reflected trends in the commercial airline industry globally, technological advances and, as from the 1970s, pressures to liberalize the sector.
