The review of policy evolution is complemented by an examination of the critical impact of social change, particularly the decline of the power of the church, regional devolution, the gender dimension and social exclusion.

Available in PDF, EPUB and Kindle. Book excerpt: Following the death of Franco, Spain underwent a transition to democracy in the mid-1970s. Although a rapid process of modernization occurred, the Spanish welfare state was seen, until fairly recently, as relatively underdeveloped. However, given the progressive Europeanization and expansion of Spanish social policy, questions arise as to whether the Spanish welfare system should still be considered as peripheral to West European welfare states. This volume is divided into three sections. The first section deals with broad trends in the evolution of the Spanish welfare state. To begin with, the consolidation path of social protection policies is explored. Attention is also paid to the process of Europeanization. Furthermore, the analysis explores advances in gender equality policies. In the second section, attention is turned to governance issues, such as collective bargaining, the interplay among levels of government, the welfare mix and public support for social policies. The third and final part of the book addresses five main challenges facing the Spanish welfare state in the 21st century, namely, the need to enhance flexicurity; to achieve a better work-family balance; to coordinate immigration policies with existing social protection; to tackle the persistence of high rates of relative poverty; and to face intense population ageing, both in terms of increasing needs for care and the reform of the pension system.

Book excerpt: This timely analysis examines the complex state of youth unemployment across Europe and offers cogent policy suggestions for addressing this longstanding societal problem. The findings reveal numerous national and regional factors affecting youth joblessness—not only market and economic challenges, but also deep sociocultural and political dynamics underlying the situations. Coverage details how the standard transition from school to work is disrupted in an already depressed adult job market, and compares a wide range of responses in terms of both young people’s educational decision-making and national youth policy. In particular, contributors assess whether the current crop of Youth Guarantee programs can/should be a model for employment policy across the continent. Among the topics covered: Youth labour market prospects and recent policy developments. Youth labour market in Central and Eastern Europe. Early school dropout in Spain: evolution during the Great Recession. Overeducation among European university graduates: a constraint or a choice? Promoting youth employment in Europe: evidence-based policy lessons. The evaluation of a Finnish youth guarantee: lessons for Europe? European Youth Labour Markets is of interest to an international audience of economists, sociologists, and leaders in governmental, non-profit, and corporate sectors through its broad and comparative macroeconomic focus and implications for policymaking, research, resource allocation, and policy evaluation.

Available in PDF, EPUB and Kindle. Book excerpt: The so-called ‘Spanish miracle’, beginning in the mid-1990s, eventually became a nightmare for the majority of the population, culminating in the present-day economic and political crisis. This book explores the main features of the Spanish political-economic model during both the growth and crisis periods. Analyzing the causes and consequences of the continuing economic crisis in Spain, this book delves into five analytical axes: the evolution of the growth model; the role of Spain in the international division of labor; the financial sector and its influence on the rest of the economy; changes in the labor market; and the distributional consequences of both the expansive phase and the later crisis. Furthermore, contributors examine the formation of a triangle of actors (the government sector, building sector, and financial capital) that shaped the Spanish growth model, together with the effects of Spain’s membership in the Economic and Monetary Union. Also considering ecological problems, gender issues, and the immigration question, this book challenges the alleged recovery of living conditions during recent years, as well as the explanation of the crisis as the result of irrational behaviors or the greedy nature of certain actors. The Political Economy of Contemporary Spain provides a coherent explanation of the Spanish economic crisis based on a pluralistic approach, while proposing several measures that could contribute to a transformation of Spain’s economic and social models.

Available in PDF, EPUB and Kindle. Book excerpt: As unions in most other industrialized democracies continue to decline, unions in Spain have been able to regain and maintain strength despite unfavorable institutional, political, and economic conditions. The Politics of Industrial Relations provides a comprehensive analysis of Spanish unions from the Franco dictatorship until the present. It builds on industrial relations, comparative politics, and political economy literature to investigate the trajectory of Spanish unions. The book analyzes unions as political actors, that is, their interaction and involvement with governments, political parties, and nationwide policy-making processes to explain why Spanish unions appear in some ways as atypical in West European comparison. The development of Spanish unions and industrial relations is framed in a historical-institutionalist approach while also taking into account globalization and Europeanization processes. Using the case of the Spanish transition to democracy, the book demonstrates that the historical sequencing of institutional reforms in the political and industrial relations arenas holds significant and long-lasting consequences for the nature of unions and labor relations. The book concludes that by understanding unions as political actors, the history of Spanish unionism and industrial relations institutions is more easily accommodated than looking at unions as industrial actors alone. Comprehensive in its theoretical scope and empirical depth, The Politics of Industrial Relations presents Spain as an anomaly, and thus as a test case, for a multitude of theories developed in the political economy and industrial relations literatures.

This book studies its effects on different labor markets, from those linked to highly tertiary economies (EU-27, USA and Japan, to the most productive economies, such as China, and on to economic models that are in full transition from secondary to tertiary economies, as is the case in several Latin American countries.
