Book excerpt: Few developments in the history of the Spanish colonial system in Mexico have been more carelessly treated or more often misinterpreted than the attempt to establish constitutional government in New Spain under the Spanish monarchy during the 1809–1814 and 1820–1822 periods. Yet the broad outlines of the Mexican constitutional system were laid then, largely through the insistent efforts of the Mexican deputies to the Cortes, the Spanish legislative body. Some of the delegates also grasped this opportunity to inform their countrymen and train them in the effectiveness of parliamentary debate and resolution as a more intelligent road to democratic and representative government. The 70 Mexican deputies (of the 160 elected) who actively participated in the sessions of the Cortes either helped draw up the Constitution of 1812, which initiated provisions for many needed reforms relating to military, religious, economic, educational, judicial, and governmental affairs in Mexico, or contributed to the enabling acts consequent to these provisions. The prime reason for calling the Cortes, however, and especially for inviting the participation of the Mexicans, was to attempt to maintain New Spain’s loyalty to the mother country, an unrealized objective in the long run, although much constructive discussion of this goal was offered by the Mexican delegates. These eight essays trace the establishment and implementation of the Mexican electoral system, both national and municipal, and of reforms in the economic, journalistic, religious, and military systems. They serve as an informative introduction to the revolutionary role the Cortes of Spain played in Mexican history and as a record of the contribution of Mexican delegates to the beginning of liberal reform in their country.

Book excerpt: From the late nineteenth century to the middle of the twentieth century, Mexico experienced major transformations influenced by a global progressive movement that thrived during the Mexican Revolution and influenced Mexico’s development during subsequent governments. Engineers and other revolutionary technocrats were the system builders who drew up the blueprints, printed newspapers, implemented reforms, and constructed complexity—people who built modern Mexico with an eye on remedying long-standing problems through social, material, and infrastructural development during a period of revolutionary change. In Apostle of Progress J. Justin Castro examines the life of Modesto C. Rolland, a revolutionary propagandist and a prominent figure in the development of Mexico, to gain a better understanding of the role engineers played in creating revolution-era policies and the reconstruction of the Mexican nation. Rolland influenced Mexican land reform, petroleum development, stadium construction, port advancements, radio broadcasting, and experiments in political economy. In the telling of Rolland’s story, Castro offers a captivating account of the Mexican Revolution and the influence of global progressivism on the development of twentieth-century Mexico.

Available in PDF, EPUB and Kindle. Book excerpt: Technocratic Visions examines the context and societal consequences of technologies, technocratic governance, and development in Mexico, home of the first professional engineering school in the Americas. Contributors focus on the influential role of engineers, especially civil engineers, but also mining engineers, military engineers, architects, and other infrastructural and mechanical technicians. During the mid-nineteenth century, a period of immense upheaval and change domestically and globally, troubled governments attempted to expand and modernize Mexico’s engineering programs while resisting foreign invasion and adapting new Western technologies to existing precolonial and colonial foundations. The Mexican Revolution in 1910 greatly expanded technocratic practices as state agents attempted to control popular unrest and unify disparate communities via science, education, and infrastructure. Within this backdrop of political unrest, Technocratic Visions describes engineering sites as places both praised and protested, where personal, local, national, and global interests combined into new forms of societal creation; and as places that became centers of contests over representation, health, identity, and power. With an eye on contextualizing current problems stemming from Mexico’s historical development, this volume reveals how these transformations were uniquely Mexican and thoroughly global.

Book excerpt: 2019 Thomas McGann Award for best publication in Latin American Studies In late nineteenth-century Mexico a woman's presence in the home was a marker of middle-class identity. However, as economic conditions declined during the Mexican Revolution and jobs traditionally held by women disappeared, a growing number of women began to look for work outside the domestic sphere. As these "angels of the home" began to take office jobs, middle-class identity became more porous. To understand how office workers shaped middle-class identities in Mexico, From Angel to Office Worker examines the material conditions of women's work and analyzes how women themselves reconfigured public debates over their employment. At the heart of the women's movement was a labor movement led by secretaries and office workers whose demands included respect for seniority, equal pay for equal work, and resources to support working mothers, both married and unmarried. Office workers also developed a critique of gender inequality and sexual exploitation both within and outside the workplace. From Angel to Office Worker is a major contribution to modern Mexican history as historians begin to ask new questions about the relationships between labor, politics, and the cultural and public spheres.
