Available in PDF, EPUB and Kindle. Book excerpt: Latin America is moving toward democracy. The region's countries hold elections, choose leaders, and form new governments. But is the civilian government firmly in power? Or is the military still influencing policy and holding the elected politicians in check under the guise of guarding against corruption, instability, economic uncertainty, and other excesses of democracy? The editors of this work, Brian Loveman and Thomas M. Davies, Jr., argue that with or without direct military rule, antipolitics persists as a foundation of Latin American politics. This study examines the origins of antipolitics, traces its nineteenth- and twentieth-century history, and focuses on the years from 1965 to 1995 to emphasize the somewhat illusory transitions to democracy. This third edition of The Politics of Antipolitics has been revised and updated to focus on the post-Cold War era. With the demise of the Soviet state and international Marxism, the Latin American military has appropriated new threats including narcoterrorism, environmental exploitation, technology transfer, and even AIDS to redefine and relegitimate its role in social, economic, and political policy. The editors also address why and how the military rulers acceded to the return of civilian-elected governments and the military's defense against accusations of human rights abuses.

Available in PDF, EPUB and Kindle. Book excerpt: This two-volume work continues the series of election data handbooks published by OUP. It presents a first-ever compendium of electoral data for all 35 countries in the Americas since the introduction of universal male suffrage. Following the overall structure of the series, an initial comparative introduction on elections and electoral systems is followed by chapters on each country. Written by knowledgeable and renowned scholars, the contributions examine the evolution of constitutional and electoral arrangements and provide systematic surveys of the up-to-date electoral provisions and electoral rules. These widely differing rules exert considerable influence on party systems and political processes. Exhaustive statistics on all national elections and referendums are given in each chapter. Together with the other books of this series, Elections in the Americas is a highly reliable resource for historical and cross-national comparisons of elections and electoral systems worldwide.

This book was released on 2013-06-13 with total page 893 pages. Available in PDF, EPUB and Kindle. Book excerpt: Territorial autonomy in Spain has reached a crossroads. After over thirty years of development, the consensus regarding its appropriateness has started to crumble. The transformation project embodied by the reform of Statute of Catalonia (2006) has failed to achieve its most significant demands. Although the concept of Spain as a Federation is disputed -more within the country than beyond-, the evolution of the Spanish system needs to follow a markedly federalist path. In this perspective, reference models assume critical importance. This edition gathers the works of a broad group of European, American and Spanish experts who analyse the present-day challenges of their respective systems. The objective, thus, is to contribute ideas which might help to address the evolution of the Spanish system in the light of the experience of more established Federations. This second volume focuses its attention on the difficulties and challenges faced in two particular fields. On the one hand, the field of intergovernmental relations and, on the other, questions related to the integration and acknowledgement of diversity and of Fundamental Rights, with special reference to the cases of Canada and Spain. Finally, there is analysis of other specific aspects of the system of territorial autonomy in Spain.

Available in PDF, EPUB and Kindle. Book excerpt: Defending 'la patria,' or 'homeland,' is the historical mission claimed by Latin American armed forces. For la Patria is a comprehensive narrative history of the military's political role in Latin America in national defense and security. Latin American civil-military relations and the role of the armed forces in politics, like those of all modern nation-states, are framed by constitutional and legal norms specifying the formal relationships between the armed forces and the rest of society. In actuality, they are also the result of expectations, attitudes, values, and practices evolved over centuries-integral aspects of national political cultures. Military institutions in each Latin American nation have resulted from that country's own blend of local and imported influences, developing a distinctive pattern of civil-military relations as defender of the fatherland and guarantor of security and order. Written by Latin American specialist Brian Loveman, For la Patria includes tables, maps, photographs, and a glossary that will assist the student in better understanding the military's intervention in politics in Latin America. This new text will give students a thorough and accessible history of Latin American armed forces and their actions in Latin American politics from colonial times to the present.

Available in PDF, EPUB and Kindle. Book excerpt: When the Liberal Party reached power in Panama in 1912 it started a period that lasted until 1941. A period in which Panamanians, due to the special circumstances under which the country became independent, the presence of the United States, and of thousands of foreign workers in its territory, began to doubt and asked themselves if they were truly independent. The American presence impacted politics and a sense of inferiority developed because people believed that nothing could be accomplished without the blessings of the United States. In the middle of chaotic political scene and self-doubt, the country retreated to its Hispanic past and began an effort to Hispanize in the face of so much foreign presence and influence, and tried to show the world that Panama was an independent country with history and traditions, and not an appendage of the United States. Belisario Porras, who became president in 1912, emphasized the Hispanic past and built statues to Balboa and Cervantes. Acción Comunal, founded in 1923, promoted nationalism and criticized the corrupt nature of politics. It led a successful campaign against the 1926 Treaty and a coup in 1931. This new generation repudiated the generation that made the 1903 Treaty. “Panama for Panamanians” became one of the catch phrases for the Panamanian youth of the 1920’s and 1930’s, which found in the brothers Harmodio and Arnulfo Arias the leading exponents.

Book excerpt: Democracy cannot exist, proclaims Ungar (political science, City U. of New York-Brooklyn College) without the rule of law, which he defines as comprising an independent effective judiciary, state accountability to the law, and citizen accessibility to conflict-resolution mechanisms. He looks to Latin American countries to illustrate how stable democracies are undermined by executive power and judicial disarray that prevent the rule of law from taking hold. Available in PDF, EPUB and Kindle. Book excerpt: This book is a compilation of twenty essays prepared for the occasion of the XIII Academic Conference of the Constitutional Court of the Republic of Colombia, held in Bogota in January 2019. Gathering some of the most prominent authors in constitutionalism and legal theory, the chapters critically examine classical debates, such as the role of judicial review in a democracy, the enforcement of socio-economic rights, the doctrine of unconstitutional amendments, the use of international and foreign precedents by national Courts, and the theory of transitional justice. The book opens a dialogue between philosophers and empirical researchers, building bridges between 'Global North' and 'Global South' approaches to constitutionalism. As such, it is an invitation to reengage with the classical debates on constitutionalism whilst also providing fresh insights into the future of this discipline.
