It has significant social impacts and magnifies existing inequalities such as the disparity between women and men in their vulnerability and ability to cope with this global phenomenon. Book excerpt: Payments for Environmental Services (PES) are being considered worldwide with great interest and expectation. Proposals to create agreements in which beneficiaries of environmental services pay landowners directly for the provision or protection of these services are innovative and promising. But what real PES experiences are actually out there? This work assesses a range of PES or PES-type experiences in one country, Bolivia, in the fields of carbon sequestration, protection of watershed services, biodiversity and aesthetic landscape values. The report concludes that while none of the generally young initiatives adhere fully to the principle of PES as developed in the theoretical literature, many experiment with some of the relevant PES mechanisms. Protection of watersheds and landscape values are the most common types, though the implementing intermediaries often have underlying biodiversity-protection goals. Main obstacles to PES implementation include ideological resistance against the PES concept, the difficulty of building trust between buyers and sellers, and limited willingness to pay on behalf of service users. During their relatively short lifetime, basically all initiatives had been successful in making service sellers (PES recipients) better off in economic terms, while the effectiveness in achieving environmental objectives and securing positive social impacts so far remained more variable. In some cases, redesigning these initiatives to bring them closer to the full PES principles could also enable them to more effectively achieve positive environmental and livelihood outcomes.

Coral reefs are sometimes referred to as "canaries of the sea" because of their early warning ability to show near-shore oceanic stress. Because of their biological diversity, they are also called "rainforests of the sea." Coral reefs are vital to the well being of millions of people. Coral reef managers and government officials trying to save their valuable national resources have turned to research on coral reefs for help. The research presented in this publication merits a great deal of notice because the output is useful for decision support and training tools in integrated coastal zone management (ICZM). The work on cost-effectiveness analysis has developed integrated economic and ecological models, relying extensively on fuzzy logic procedures to model impacts and effects of interventions within the reef environment. By contrast, the marine system valuation work provides economic valuations of coral reefs, demonstrating the use of different modeling methods and treating key policy issues within this context. Biodiversity is spread unequally over the world: in fact, the main share of biological resources worldwide is harboured predominantly by the so-called developing countries in the tropics and sub tropics. Therefore, Biodiversity - A Challenge for Development Research and Policy was chosen as the title for an international conference which was held in Bonn in 1997 as one of the first major events organized by the then newly established North-South Centre for Development Research (ZEF) at Rheinische Friedrich-Wilhelms-Universitat Bonn (Germany). Since the ZEF, founded by the Senate of the University of Bonn in 1995, has played a central role in turning Bonn into a centre for international cooperation and North-South dialogue. The Centre is a product of the Bonn Berlin agreement of July 1994 which was adopted to offset the effects caused by the Parliament and much of the Government moving to Berlin. It fits in well with the double strategy to strengthen Bonn's position as an interna tional science arena and as an eminent place for development policy and the national and supranational agencies dealing with this issue.

Global warming is the most significant environmental issue of our time, yet public response in Western nations has been meager. Why have so few taken any action? In Living in Denial, sociologist Kari Norgaard searches for answers to this question, drawing on interviews and ethnographic data from her study of "Bygdaby," the fictional name of an actual rural community in western Norway, during the unusually warm winter of 2000-2001. In 2000-2001 the first snowfall came to Bygdaby two months later than usual; ice fishing was impossible; and the ski industry had to invest substantially in artificial snow-making. Stories in local and national newspapers linked the warm winter explicitly to global warming. Yet residents did not write letters to the editor, pressure politicians, or cut down on use of fossil fuels. Norgaard attributes this lack of response to the phenomenon of socially organized denial, by which information about climate science is known in the abstract but disconnected from political, social, and private life, and sees this as emblematic of how citizens of industrialized countries are responding to global warming. Norgaard finds that for the highly educated and politically savvy residents of Bygdaby, global warming was both common knowledge and unimaginable. Norgaard traces this denial through multiple levels, from emotions to cultural norms to political economy. Her report from Bygdaby, supplemented by comparisons throughout the book to the United States, tells a larger story behind our paralysis in the face of today's alarming predictions from climate scientists.
