Available in PDF, EPUB and Kindle. Book excerpt: As social inequality grows, historical analysis on wealth and income distribution across the 20th century often does not take into account inequality of education, health, housing and chances of social mobility, nor does it differentiate statistical inequality from the realities of peoples’ actual experience. With this broad understanding in mind, in a long look back on the history of social inequality in Europe, The Rich and the Poor in Modern Europe addresses these neglected subjects. It also tackles the commonplace notion that modern capitalism inevitably produces wealth gaps and asks whether the facts and figures we possess also lead to alternate interpretations of examples of mitigated inequality. Covering the 20th century and the beginnings of the 21st century in Europe through wars, and economic crises, through periods of unprecedented economic prosperity and staggering economies, both exacerbating and dampening the problem, acclaimed historian Hartmut Kaelble offers a rigorous response to understanding our present-day challenge of social inequality.

Changing demographic patterns, declining public trust, interest group demands and growing international competition for capital and labour are presenting modern states with intense pressures. This volume examines these competing pressures and offers a coherent analyses of both institutional resilience and institutional change. Adopting an evolutionary approach, this innovative volume demonstrates both how past practices and policies significantly affect the current options and how social and economic forces impinge upon each of these societies in surprisingly different ways. Cross-national in scope and unified in approach, Restructuring the Welfare State examines core issues facing the contemporary welfare state while at the same time significantly advancing historical institutionalist theory.

Book excerpt: OF 'SOLIDARITY' IN UK SOCIAL WELFARE Here then, perhaps, is a British version of solidarity in social welfare, but early there are strong tensions between the powerfully liberal individualistic strands of the British understanding of the functions of the state and the socialistic or communitarian tendency of a commitment to universal welfare provision. In the search for the roots of this understanding of welfare we shall survey, fitst, the historical background to these tensions in some early British political philosophers, starting with Hobbes and ending with Mill. We then consider the philosophical and social influences on the Beveridge Report itself, and we will trace the emergence of the philosophy of the welfare state in the era following the Second World War. Finally we consider the contemporary debate, as it relates to the 'Third Way' thinking of New Labour. 2. A mSTORICAL SKETCH In the previous section we observed that the philosophy underlying the Beveridge Report could be described as 'liberal collectivism'. What are the historical antecedents of this strange amalgam of individualism and collectivism? Within the short scope of this chapter, any account of the philosophical history must be little more than a sketch, but we can perhaps understand most debates in British socio-political thought as a continuing dialogue with the well known claim of Thomas Hobbes in Leviathan that all political institutions are founded on egoistic motives.

Available in PDF, EPUB and Kindle. Book excerpt: This book investigates why people are willing to support an institutional arrangement that realises large-scale redistribution of wealth between social groups of society. Steffen Mau introduces the concept of 'the moral economy' to show that acceptance of welfare exchanges rests on moral assumptions and ideas of social justice people adhere to. Analysing both the institution of welfare and the public attitudes towards such schemes, the book demonstrates that people are neither selfish nor altruistic; rather they tend to reason reciprocally.

These minorities include some of immigrant origin, such as Italians, Turks, and asylum seekers, and the principal non-immigrant minority, Jews. While the findings demonstrate that intense prejudice against minorities is not widespread among Germans, many of whom in fact can be considered immigrant- and minority-friendly, a crystallization of attitudes is also evident: that is, attitudes towards immigrants are strongly correlated with anti-Semitism and with other worldview dimensions, such as positioning in the left-right political spectrum. In this sense, the fundamental question of whether immigrants and other minorities should be regarded as fellow citizens or ethnic outsiders remains relevant in the German context.
