This book was released on 2011-11-03 with total page 170 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report looks at the way in which commercial spectrum holdings are allocated and regulated. This investigation was prompted by the imminence of the next spectrum auction in 2012. Ofcom, as spectrum regulator, has a very difficult role to play in striking a balance between the needs of consumers, spectrum users and service providers, and the public purse. The report finds that Ofcom is doing a good job in striking this balance and is often having to make very difficult and commercially sensitive judgements. Ofcom's consultation on the rules for the next auction has divided opinion among the four mobile network operators, but the Committee remarks that they rarely agree on matters concerning spectrum allocation. Ofcom proposes that one of the spectrum licences available at the auction will contain a coverage obligation requiring the successful bidder to offer mobile internet coverage to an area in which at least 95% of the population lives. The Committee believes that this does not go far enough to hasten the roll-out of mobile broadband, and recommends that the coverage obligation should be set at 98% and that Ofcom consider applying this obligation to more than one licence. The Committee agree with proposals to implement spectrum caps and floors at the auction, this being the best viable option to ensure a competitive tension in the spectrum market place. Ofcom's remit should be widened in order that the interests of British businesses, whose spectrum use plays an important part in the UK economy, are best served.

Download or read book The Forgotten City written by Allmendinger, Phil and published by Policy Press. This book was released on 2021-05-25 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: We all want cities, where more than half of the world’s population currently live, to be just, successful, clean, fair, green, sustainable, safe, healthy and affordable. Will ‘smart cities’ help achieve these aspirations or undermine them in the time of COVID-19? Phil Allmendinger, a world expert on cities, development, and urban governance, takes a critical approach to the role of ‘smart’ in future cities and the relationship with city development. Considering how technology can support active citizenship, he challenges the commercial drivers of big tech and warns that these, not developments for ‘social good’, may dominate. Focusing on the dangers posed by social media, the platform economy and AI, he sets out what those making decisions on city development need to understand in order to save the planet through active politics and healthy cities.

Book Synopsis Journalists and Confidential Sources by : Joseph M Fernandez
Download or read book Journalists and Confidential Sources written by Joseph M Fernandez and published by Routledge. This book was released on 2020-11-23 with total page 153 pages. Available in PDF, EPUB and Kindle. Book excerpt: Journalists and Confidential Sources explores the fraught and widespread reliance by journalists on anonymous sources, whistleblowers, and others to whom they owe an obligation of confidentiality. It examines the difficulties afflicting such relationships; analyses the deteriorating "right to know" and freedom of expression frameworks; and explores solutions and reforms. The book discusses key Australian and international source protection ethics rules, statutes, court cases, law enforcement actions, and case studies. It highlights weakness in journalists’ professional practice codes governing confidentiality obligations; discusses inadequate journalistic appreciation of the importance of establishing clear terms and conditions underpinning confidentiality obligations; and identifies shortcomings in the law governing source protection. The book argues that despite source protection being widely recognised as an important ideal, source protection is under sustained assault, thereby undermining public access to information, and democracy itself. The work focusses on Australia but takes into account source protection in the United Kingdom, the United States, Canada, and New Zealand. This timely contribution to the global discussion on the subject will greatly interest journalists, scholars, educators, and students especially in the areas of media law and policy, journalism, media and communication studies, and public relations; the legal fraternity; and anyone who communicates with journalists.

Book Synopsis Rentier Capitalism by : Brett Christophers
Download or read book Rentier Capitalism written by Brett Christophers and published by Verso Books. This book was released on 2022-06-14 with total page 513 pages. Available in PDF, EPUB and Kindle. Book excerpt: How did Britain’s economy become a bastion of inequality? In this landmark book, the author of The New Enclosure provides a forensic examination and sweeping critique of early-twenty-first-century capitalism. Brett Christophers styles this as ‘rentier capitalism’, in which ownership of key types of scarce assets—such as land, intellectual property, natural resources, or digital platforms—is all-important and dominated by a few unfathomably wealthy companies and individuals: rentiers. If a small elite owns today’s economy, everybody else foots the bill. Nowhere is this divergence starker, Christophers shows, than in the United Kingdom, where the prototypical ills of rentier capitalism—vast inequalities combined with entrenched economic stagnation—are on full display and have led the country inexorably to the precipice of Brexit. With profound lessons for other countries subject to rentier dominance, Christophers’ examination of the UK case is indispensable to those wanting not just to understand this insidious economic phenomenon but to overcome it. Frequently invoked but never previously analysed and illuminated in all its depth and variety, rentier capitalism is here laid bare for the first time.

Book Synopsis Routledge Handbook of Disinformation and National Security by : Rubén Arcos
Download or read book Routledge Handbook of Disinformation and National Security written by Rubén Arcos and published by Taylor & Francis. This book was released on 2023-11-20 with total page 504 pages. Available in PDF, EPUB and Kindle. Book excerpt: This interdisciplinary Handbook provides an in-depth analysis of the complex security phenomenon of disinformation and offers a toolkit to counter such tactics. Disinformation used to propagate false, inexact or out of context information is today a frequently used tool of political manipulation and information warfare, both online and offline. This Handbook evidences a historical thread of continuing practices and modus operandi in overt state propaganda and covert information operations. Further, it attempts to unveil current methods used by propaganda actors, the inherent vulnerabilities they exploit in the fabric of democratic societies and, last but not least, to highlight current practices in countering disinformation and building resilient audiences. The Handbook is divided into six thematic sections. The first part provides a set of theoretical approaches to hostile influencing, disinformation and covert information operations. The second part looks at disinformation and propaganda in historical perspective offering case study analysis of disinformation, and the third focuses on providing understanding of the contemporary challenges posed by disinformation and hostile influencing. The fourth part examines information and communication practices used for countering disinformation and building resilience. The fifth part analyses specific regional experiences in countering and deterring disinformation, as well as international policy responses from transnational institutions and security practitioners. Finally, the sixth part offers a practical toolkit for practitioners to counter disinformation and hostile influencing. This handbook will be of much interest to students of national security, propaganda studies, media and communications studies, intelligence studies and International Relations in general.

Book Synopsis Press standards, privacy and libel by : Great Britain: Parliament: House of Commons: Culture, Media and Sport Committee
Download or read book Press standards, privacy and libel written by Great Britain: Parliament: House of Commons: Culture, Media and Sport Committee and published by The Stationery Office. This book was released on 2010-02-24 with total page 172 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee's inquiry addresses concerns that the operation of libel laws and the impact of costs were stifling press freedom. It also considers the balance between personal privacy and press freedom, and the increasing use of injunctions and super-injunctions. It also examines press standards in the UK, particularly considering Madeleine McCann's disappearance, the suicides in and around Bridgend in 2008 and phone hacking and blagging. The Committee does not consider that it would be right to legislate on privacy. The Press Complaints Commission (PCC) should amend its Code to include a requirement that journalists notify the subject of their articles prior to publication, subject to a "public interest" test. The report also assesses the damage so called 'libel tourism' has caused to the UK's reputation as a country which protects free speech and freedom of expression. In cases where the UK is not the primary domicile or place of business of the claimant or defendant, the claimant should face additional hurdles before being allowed to bring a case. There is an urgent need to control defamation litigation costs more effectively. Competitive and commercial factors led to an inexcusable lowering of press standards in the gathering and publishing of 'news' about the McCann case, and self-regulation signally failed. The PCC should be renamed the Press Complaints and Standards Commission, reflecting its role as a regulator, not just a complaints handling service. The regulator should have the power to fine its members where it believes that the departure from the Code of Practice is serious enough to warrant a financial penalty.
