The UK has experienced mission creep, from its initial goal of countering international terrorism, into the realms of counter-insurgency, counter-narcotics, protection of human rights and state building. The Committee recommends that the lead international role on counter-narcotics should be transferred away from the UK. The Committee recognises that the security situation in Afghanistan will remain precarious for some time to come, but there can be no question of the international community abandoning Afghanistan. The issue at stake must be how best the UK and its allies can allocate responsibilities and share burdens so as to ensure that the country does not once again fall into the hands of those who seek to threaten the security of the UK and the West. The Committee says that a negotiated, Afghan-led political settlement with broad popular support represents the only realistic option for long-term security and stability in Afghanistan. There can be no serious prospect of meaningful discussions until Coalition Forces and the Afghan national security forces gain, and retain, the upper hand on security across the country, including in Helmand, and are then able to negotiate from a position of strength. The international effort by the UN, EU and individual countries in Afghanistan since 2001 has delivered much less than it promised and its impact has been significantly diluted by the absence of a unified vision and strategy, grounded in the realities of Afghanistan's history, culture and politics.

The Urgent Operational Requirement (UOR) system remains highly effective in enabling vital equipment to be provided quickly to the two theatres to meet rapidly changing threats, but there are concerns that UORs represent a partial failure to equip our forces for predicted expeditionary operations, and on their effects on the core budget in future years. DE & S' performance in procuring longer-term equipment declined significantly in 2007-08. The forecast costs for the 20 largest defence projects increased by £205 million and the forecast delays increased by some 100 months in the year. The improvements promised by both the long-standing application of the principles of 'smart procurement' and the more recent formation of the DE & S organisation appear not to have materialised. The FRES (Future Rapid Effect System) programme has been a fiasco, being poorly conceived and managed from the outset. The Committee condemns the failure to date to publish an updated version of the Defence Industrial Strategy and considers that its continuing absence increases the risk that the UK Defence Industrial Base will not be able to meet the future requirements of our Armed Forces. Finally, the UK's future military capability depends on the investment made today in Research and Development. Sufficient funding for defence research needs to be ring-fenced and the MoD must recognise the very high priority of research and reverse the recent cut in research spending.

This report (HCP 37, session 2008-09, ISBN 9780215530622) on Energy efficiency and fuel poverty from the Environment, Food and Rural Affairs Committee states, that the Winter Fuel Payment should be made taxable and stopped for those paying higher rate tax so that more money can be directed to fund bigger and better-targeted energy efficiency programmes aimed in the first instance at the fuel poor. To ensure more rapid improvement of the entire English housing stock, the range of current energy efficiency programmes should be consolidated into one comprehensive area-based programme to upgrade all homes and to be delivered by local authorities. The Committee wants the Government to: produce a detailed "road map" setting out how to deliver a national plan to make every home in England energy efficient to a minimum SAP level of 65 and to SAP 81 wherever practicable (SAP is the Government's Standard Assessment Procedure for Energy Rating of Dwellings and uses a scale of 1 to 100, with a higher rating indicating a better level of energy efficiency); create a central budget into which energy companies pay their CERT contributions so that they can be pooled with money from other programmes, to fund a single consolidated comprehensive, area-based programme led by local authorities to deliver the national plan. The Committee also concludes that: resources for tackling fuel poverty are inadequate and getting worse. Warm Front, should see its budget increased rather than cut repeatedly and should now be extended to include all hard-to-treat properties. All schemes designed to help the fuel poor or improve energy efficiency would be better targeted if those organisations in charge of their delivery had better access to data on a range of variables including energy efficiency levels in homes, household incomes and fuel costs. The Department for Energy & Climate Change should survey current data needs and access arrangements as a matter of urgency.
