Available in PDF, EPUB and Kindle. Book excerpt: The EIB Investment Report is the bank's flagship research report, aiming to deepen our understanding of investment and investment financing in the EU. It presents and analyses the 2017 release of the EIB Investment Survey (EIBIS) of businesses in the EU, which also includes a Europe-wide survey of municipal authorities. Following a theme of "From recovery to sustainable growth", it describes how the investment recovery in Europe continues to strengthen and become more broad-based, across countries, sectors and asset classes. Business investment is being driven by the improving outlook and efforts to keep pace with competitors, but there is still need to improve business environment. This investment recovery is generally supported by good financing conditions for firms, but deleveraging remains a drag. EU firms continue to be net savers overall, suggesting that many firms are unwilling to invest despite a liquid financial position. Nonetheless, with the improving economy there also emerge structural investment needs in innovation, skills, infrastructure and sustainability. The EU continues to fall behind global peers in terms of R&D spending, while other types of intangibles – software, training, organisational capital, etc. – prove to be just as important. Business environment has to improve further. Persistent financial fragmentation across the EU could slow convergence and reduce capacity to absorb shocks. This report indicates that there is a window of opportunity to address structural investment needs through both public and private investment, with targeted policy intervention to ease specific constraints.

Book excerpt: The Investment Report, issued annually by the European Investment Bank, provides a comprehensive overview and analysis of investment and the financing of investment in the European Union. The report provides critical inputs to policy debates on the need for public action on investment, and on the types of intervention that can have the greatest impact. This year's report addresses a moment of economic recovery in which investment growth, overall, is strong, but downside risks to the economic outlook are rising. It identifies many ways in which current investment is still structurally inadequate, given the legacy effects of the recent crisis and the great challenges that lie ahead. There is an urgent need to re-tool Europe, from its infrastructure and innovation ecosystem, through to its businesses and workers, to enhance prosperity and social cohesion.

Book excerpt: Why does the United States need European allies, and why is it getting more difficult for those allies to partner with Washington in standing up to China, pushing back against Russia, and pursuing other common interests around the world? This book addresses the economic, demographic, political, and military trends that are fundamentally upending the ability and willingness of European allies to work with Washington. Brexit and its impact on Britain’s economy and its military, Germany’s seemingly relentless economic and political rise, France’s continuing economic malaise, Italy’s aging population and its withdrawal from major overseas operations, and Poland’s demographic decline and single-minded obsession with Russia will combine to make partnership with Washington nearly impossible. In short, the constellation of allies and partners the United States has relied on since 9/11 will look very different a decade from now. How should Washington respond? It doesn’t hold all the cards, but this book offers an array of practical recommendations for American leaders. By leveraging these proposals, U.S. policy-makers can avoid the worst-case scenarios and make the most of limited opportunities.

Book excerpt: The Europe Union's massive efforts to rebuild after the coronavirus pandemic present a unique opportunity to transform its economy, making it more green and digital – and ultimately more competitive. The Investment Report 2020-2021 looks at the toll the pandemic took on European firms' investment and future plans, as well as their efforts to meet the demands of climate change and the digital revolution. The report's analysis is based on a unique set of databases and data from a survey of 12 500 firms conducted in the summer of 2020, in the midst of the COVID-19 crisis. While providing a snapshot of the heavy toll the pandemic took on some forms of investment, the report also offers hope by pointing out the economic areas in which Europe remains strong, such as technologies that combine green and digital innovation.

Book excerpt: Using EIBIS, this paper shows that the dispersion of marginal products across firms in the European Union is about twice as large as that in the United States and estimate potential increases in GDP from the removal of barriers between industries and countries. It examines the role of firm characteristics and emphasizes that some firm characteristics may reflect compensating differentials rather than constraints and the effect of constraints on the dispersion of marginal products may hence be smaller than has been assumed in the literature. It also shows that cross-country differences in the dispersion of marginal products are more due to differences in how the business, institutional and policy environment translates firm characteristics into outcomes than to the differences in firm characteristics per se.

Book excerpt: Information from surveys can be used alongside macroeconomic indicators to provide a better understanding of the obstacles to investment faced by firms. This study uses merged firm level data from the European Investment Bank Investment Survey (EIBIS) and hard data from firms' balance sheets and profit and loss information to investigate how well survey results correlate with macro-based hard data. Firms' perceptions of impediments to investment tend to be related to firms' specific characteristics: firms that are smaller, more indebted, less profitable or with less liquidity, tend to report more impediments. Nonetheless, after controlling for firm specific characteristics, the investment gaps reported by firms remain correlated with the reported impediments.

Available in PDF, EPUB and Kindle. Book excerpt: While global challenges continue to reshape the here and now, public and corporate finance management needs to adapt quickly to increase the efficiency of institutions, enterprises and policies to face our new reality. There are very few publications that offer a comprehensive approach to the financing of environmental protection activities by the European Union. This book explores this topic from various angles and levels, as well as highlighting the determinants that influence micro- and macro-level decisions in this area. It presents an in-depth and unique analysis of the sources of funding for environmental measures implemented by European Union institutions, against the backdrop of national expenditure by Member States, and analyses the plausibility of the adopted targets in the run-up to 2050, in the context of the war in Ukraine and ad hoc energy policy solutions. This book is a voice in an ongoing discussion among the community of practitioners and theoreticians on sources of financing for the energy transition to achieve independence from Russian sources in the quickest possible timeframe. It demonstrates that environmental measures cannot occur without the financial participation of economic actors and financial institutions, particularly the capital market, and further underscores the scale of involvement in environmental projects, as measured by the value of green loans and green bonds covered by European financial institutions. The authors offer policy recommendations for financing activities related to environmental policy, notably energy transition. This book will appeal to scholars, students and researchers of corporate finance, banking, strategic and public finance management as well as polic-ymakers and practitioners involved in green finance investments.

This book was released on 2019-10-15 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: Labour markets are undergoing structural transformation due to globalisation, demographic trends, advancing digital technologies and automation and changes in labour market institutions. Against this background, businesses increasingly report that the limited availability of skills poses an impediment to corporate investment. Genuine skill constraints can negatively affect labour productivity and hamper the ability to innovate and adopt technological developments. For individual Europeans, not having "the right skills" limits employability prospects and access to quality jobs. For Europe at large, persistent skill gaps and mismatches come at economic and social costs. This paper reviews the recent economic literature on skill mismatch and skill shortages, with a focus on Europe. It questions: how the job requirements of individuals can be measured; whether skill shortages stated by employers reflect the lack of suitable candidates or are due instead to the wage and working conditions being offered; what economic costs are posed by skill mismatch and shortages; and how policy can address the issue of skills, including the role of EU policies.

Book excerpt: High energy prices in Europe and uncertainty caused by the Ukraine war are testing EU firms' ability to invest in climate change measures. Europe urgently needs to embrace the transition to green energy, and firms will be called upon to play a pivotal role. By investing in climate adaptation and mitigation measures, especially energy efficiency, firms will be able to protect themselves against extreme climate events, reduce energy costs and take the actions needed to reduce carbon emissions to net-zero by 2050. The report What drives firms' investment in climate action? Evidence from 2022-2023 EIB Investment Survey uses data collected from firms to provide insight on how businesses are responding to the energy crisis and the fast-changing business environment. Some important takeaways: 82% of EU firms say energy costs are an obstacle to investment. 42% of firms in Western and Northern Europe are investing in energy efficiency, compared with only 37% of firms in Southern Europe. 57% of EU firms are concerned about the physical risks posed by climate change.

Available in PDF, EPUB and Kindle. Book excerpt: Investments in energy efficiency improvements are vital to ensure Europe's future as a sustainable, yet prosperous economy. Amid the COVID-19 crisis, however, there is a great risk of losing sight of the benefits of energy efficiency investments by European firms. The EIB Investment Survey (EIBIS) provides a unique source of data that highlights how more investment in energy efficiency is needed. This report examines the quality of firms' building stock, their spending on energy efficiency measures and the factors that influence their decisions regarding that investment. It highlights that both high-quality information and advanced management practices make a crucial difference in the likelihood of investment in energy efficiency. The regulatory framework needs to be supportive, yet also push for higher energy building performance standards, while financing conditions should facilitate timely investment by firms to realise the enormous gains that can be achieved through energy efficiency improvements.
