Book excerpt: Abstract: Violence against women is one of the main forms of gender based discrimination that is prevalent in several countries. On the global level, Egypt is committed to international conventions and declarations to combat different forms of violence against women such as the Convention of the Elimination of Discrimination against Women (CEDAW) and Beijing declaration. Nationally, the Egyptian constitution mentions that the state is committed to address violence against women and a national strategy was developed two years ago to support the issue. However, the issue is still prevalent in Egypt and several news articles have been reporting on different cases of violence against women happening across a number of governorates. Based on a recent study published by the National Council for Women, CAPMAS and with the support of UNFPA, “Around 30 percent of women age 18-64 have been exposed during the past 12 months to at least one act of violence perpetrated by any of the three categories of perpetrators: spouse/fiancé, other close individuals or strangers in private and public spaces” (UNFPA, 2015, p.120). This research paper focuses on the policies and services offered by the Egyptian state to females survivors of violence and to what extent these policies are responsive and effective. Various studies have examined the state’s response to violence against women in different countries. Nonetheless, the studies conducted on violence against women in Egypt did not discuss the national efforts to solve the issue and create a better environment for Egyptian women. Through applying a qualitative approach, this research concluded that there are a number of policies and services either formulated or implemented to address the issue in Egypt. However, the findings highlighted that there are remarkable gaps in the responsiveness and effectiveness of these policies and services. In other words, the objectives of these policies and services are not successfully met. In addition, their responsiveness in terms of addressing the needs of the female survivors of violence in Egypt is being questioned. Accordingly, a number of policy recommendations are highlighted at the end of the study based on the findings reached.

Book excerpt: Qasim Amin (1863-1908), an Egyptian lawyer, is best known for his advocacy of women's emancipation in Egypt, through a number of works including The Liberation of Women and The New Woman. In the first of these important books in 1899, he started from the premise that the liberation of women was an essential prerequisite for the liberation of Egyptian society from foreign domination, and used arguments based on Islam to call for an improvement in the status of women. In doing so, he promoted the debate on women in Egypt from a side issue to a major national concern, but he also subjected himself to severe criticism from the khedival palace, as well as from religious leaders, journalists, and writers. In response he wrote The New Woman, published in 1900, in which he defended his position and took some of his ideas further. In The New Woman, Amin relies less on arguments based on the Quran and Sayings of the Prophet, and more openly espouses a Western model of development. Although published a century ago, these two books continue to be a source of controversy and debate in the Arab world and remain key works for understanding the Arab feminist movement. The Liberation of Women and The New Woman appear here in English translation for the first time in one volume.

For example, women are more likely than men to be sexually assaulted or killed by someone they know. The United Nations has defined violence against women as "gender-based" violence, to acknowledge that such violence is rooted in gender inequality and is often tolerated and condoned by laws, institutions, and community norms. Violence against women is not only a profound violation of human rights, but also a costly impediment to a country's national development. While gender-based violence occurs in many forms throughout the life cycle, this review focuses on two of the most common types-physical intimate partner violence and sexual violence by any perpetrator. Unfortunately, the knowledge base about effective initiatives to prevent and respond to gender-based violence is relatively limited. Few approaches have been rigorously evaluated, even in high-income countries. And such evaluations involve numerous methodological challenges. Nonetheless, the authors review what is known about more and less effective-or at least promising-approaches to prevent and respond to gender-based violence. They present definitions, recent statistics, health consequences, costs, and risk factors of gender-based violence. The authors analyze good practice initiatives in the justice, health, and education sectors, as well as multisectoral approaches. For each of these sectors, they examine initiatives that have addressed laws and policies, institutional reforms, community mobilization, and individual behavior change strategies. Finally, the authors identify priorities for future research and action, including funding research on the health and socioeconomic costs of violence against women, encouraging science-based program evaluations, disseminating evaluation results across countries, promoting investment in effective prevention and treatment initiatives, and encouraging public-private partnerships.

In this paper, we explore the economic consequences of violence against women in sub-Saharan Africa using large demographic and health survey data collected pre-pandemic. Relying on a two-stage least square method to address endogeneity, we find that an increase in the share of women subject to violence by 1 percentage point can reduce economic activities (as proxied by nightlights) by up to 8 percent. This economic cost results from a significant drop in female employment. Our results also show that violence against women is more detrimental to economic development in countries without protective laws against domestic violence, in natural resource rich countries, in countries where women are deprived of decision-making power and during economic downturns. Beyond the moral imperative, the findings highlight the importance of combating violence against women from an economic standpoint, particularly by reinforcing laws against domestic violence and strengthening women’s decision-making power.

Over a period of nearly twenty years, Farha Ghannam lived and conducted research in al-Zawiya, a low-income neighborhood not far from Tahrir Square in northern Cairo.
