Book excerpt: Most developing countries face significant and sometimes dramatic challenges in generating stable jobs that provide reasonable incomes and decent working conditions. For developing countries that have undergone lengthy periods of economic stagnation, these challenges are especially acute, and popular dissatisfaction correspondingly marked.Paraguay is a case in point. It is unlikely that any "employment policy" could lead to a major improvement in the quality of labor market outcomes unless designed and implemented in a sophisticated and coherent way. Such an approach has been infrequent in developing countries in general, and especially so in those that, like Paraguay, also suffer severe institutional weaknesses of governance. Paraguay's past failure in employment creation is mainly the result of a number of structural weaknesses described in this volume. Its current crisis is also the accumulated legacy of over a quarter century of economic stagnation and political failure fl owing from those weaknesses. The new reformist administration of President Fernando Lugo has raised hopes that the future might be better than the past. This study aims to contribute to improved policy making by analyzing the source of the problems and providing policy recommendations. The chapters describe the potential contribution of various policy areas in the face of a dauntingly negative track record and identify a number of steps that have to be taken if success is to be achieved. They put into perspective the reforms that have been undertaken to date by the country's previous administration.Paraguay's experience offers insight into the problems faced by other developing countries in today's global economy. The central message is that policy improvements must be made in a number of areas and implemented in a coordinated fashion for there to be any reasonable hope of success.

A major motivation for the meeting was to learn from past failures and avoid repeating similar mistakes while attempting to prevent emerging threats to the environmental and ecological systems by developing more constructive and progressive approaches to ensure sustainability"--Publisher information.

Available in PDF, EPUB and Kindle. Book excerpt: Nearly two billion people depend on hundreds of millions of smallholder farmers for food security. Yet, these farmers’ lives also hang in the balance due to their extreme vulnerability to the risks of soil degradation and depletion, soil exhaustion, climate change, and numerous biotic and abiotic stresses. Soil Management of Smallholder Agriculture explores the potential smallholder agriculture hold for advancing global food security and outlines the challenges to achieving this goal. The book addresses the challenges and opportunities that resource-poor and small landholders face and provides recommended management practices to alleviate soil-related constraints, and increase and sustain crop yield and production. It discusses the cultural, economic, social, and technological aspects of sustainable soil management for smallholder farmers. It then examines soil-related and institutional constraints, principles of sustainable agriculture, soil quality improvement, nutrient and soil fertility management, soil carbon sequestration, soil security, efficient use of resources, and agronomic production. Edited by experts, the book makes the case for the adoption of proven technologies of sustainable intensification, producing more from less, both for advancing agronomic production and adapting to changing climate. It outlines a strategy that will usher in a soil-based Green Revolution by increasing the use efficiency of energy-based inputs such as fertilizers, pesticides, and irrigation to restore soil quality, and sequestering carbon in the terrestrial ecosystems. This strategy helps small farms narrow the gap between the actual and attainable crop yield.

Book excerpt: Between 2001 and 2012, Latin America and the Caribbean’s (LAC) agriculture saw its best performance of the last 30 years. What were the implications of this growth for family agriculture (FA) in the region? This study contributes to answer this question by looking at the case of Paraguay, a country with one of the fastest growing agricultural sectors in the region during this period. At the center of the development challenges faced by this country is the debate on the role of family agriculture and smallholders in a future growth strategy. Between 1991 and 2008 the number of family workers in agriculture decreased significantly, while the total area of FA crops decreased to only 48 percent of its level in 1991. As some authors argued in the past, the 2000s represent a turning point for FA development in Paraguay, given that until 2002, the total area of farms of less than 20 hectares was still increasing, a trend that reversed after this year. Are these changes, part of a process of impoverishment of the rural population resulting from displacement of FA by the commercial sector as is normally assumed in previous studies? Evidence from this study shows that rural poverty decreased almost by half between 2003 and 2015; that the reduction of output of crops traditionally produced by FA was not the result of competition with the commercial sector, but mostly a consequence of the collapse of cotton production, a failure of a government program for FA; and that in regions with high proportion of FA, commercial crop production expanded by displacing inefficient extensive livestock farmers and not FA agriculture. We conclude that the situation of FA in Paraguay is much more diverse and complex than the simple claims of decomposition and disappearance as the result of the expansion of capitalist farmers. In this context, there are options for the government to promote the development of FA with the goal of increasing employment opportunities in rural areas while achieving a much-needed diversification of agricultural production and exports.

The peaceful transition of authoritarian regimes towards democracy and a market economy poses enormous challenges for citizens and politicians alike. Around the world, under widely differing conditions and with varying degrees of success, reform-oriented groups are struggling to democratize their countries and to strengthen the market economy. Good governance is the decisive factor for the success or failure of any transition process. The Bertelsmann Stiftung's Transformation Index is published every two years. The global ranking measures and compares transition processes worldwide on the basis of detailed country reports. Comparing systematically the status of democracy and market economy on an international basis, the BTI also provides comprehensive data on the quality of political management.

Book excerpt: The State of the World's Land and Water Resources for Food and Agriculture is FAO's first flagship publication on the global status of land and water resources. It is an 'advocacy' report, to be published every three to five years, and targeted at senior level decision makers in agriculture as well as in other sectors. SOLAW is aimed at sensitizing its target audience on the status of land resources at global and regional levels and FAO's viewpoint on appropriate recommendations for policy formulation. SOLAW focuses on these key dimensions of analysis: (i) quantity, quality of land and water resources, (ii) the rate of use and sustainable management of these resources in the context of relevant socio-economic driving factors and concerns, including food security and poverty, and climate change. This is the first time that a global, baseline status report on land and water resources has been made. It is based on several global spatial databases (e.g. land suitability for agriculture, land use and management, land and water degradation and depletion) for which FAO is the world-recognized data source. Topical and emerging issues on land and water are dealt with in an integrated rather than sectoral manner. The implications of the status and trends are used to advocate remedial interventions which are tailored to major farming systems within different geographic regions.
