This report updates information presented in TCRP Reports 10 and 32 and presents the latest developments and research results related to fare policy and technology issues.
Book Synopsis Does Transit Mean Business? by : Allison C. Yoh
Download or read book Does Transit Mean Business? written by Allison C. Yoh and published by . This book was released on 2012 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public transit systems differ from many other government enterprises in that they charge a fee, or fare, in much the way that private businesses charge for their services. Transit fares are typically of two sorts: flat or differentiated. For decades transportation scholars have argued in favor of flexible, differentiated transit fares, which vary by mode, distance, and/or time-of-day to reflect differences in the marginal costs of service provision (Cervero and Wachs 1982; Cervero 1981; Hodge 1995). Such fare policies, researchers contend, could greatly increase the efficiency, efficacy, and equity of transit service. Research on transit costs suggests that short, off-peak trips tend to be relatively inexpensive to provide, while longer, peak-period trips are more expensive (Taylor, Garrett, and Iseki 2000). Accordingly, varying fares to reflect these differences in costs would encourage passengers to consume more inexpensive-to-serve trips, and be more judicious in consuming more expensive-to-serve trips, thereby increasing the cost-effectiveness of transit service. Recent technological advances, particularly smart cards, have greatly reduced the operational and administrative obstacles to charging differentiated time- or distance-based fares. However, despite an established body of research on the potential benefits of flexible fares, relatively few transit agencies employ them, and over the past two decades many have actually moved away from variable fare structures and toward simpler fares by dropping zonebased fares. And while many U.S. transit agencies that have adopted smart card technology, very few of these adopting agencies have moved toward variable fares. The increasingly widespread implementation of smart farecards makes implementing variable pricing far easier and more reliable than in years past. As smart cards become more ubiquitous, will transit systems gradually reverse course and begin implementing differentiated fares?
Book Synopsis Accessibility, Equity and Efficiency by : Karst T. Geurs
Download or read book Accessibility, Equity and Efficiency written by Karst T. Geurs and published by Edward Elgar Publishing. This book was released on 2016-02-26 with total page 260 pages. Available in PDF, EPUB and Kindle. Book excerpt: Leading researchers from around the world show, in this volume, the importance of accessibility in contemporary issues such as rural depopulation, investments in public services and public transport, and transport infrastructure investments in Europe. The trade-offs between accessibility, economic development and equity are comprehensively examined, and a variety of approaches to measuring accessibility and equality presented. The book’s interdisciplinary contributions also provide different geographical contexts, from the US to various European and developing countries, and cover ex ante and ex post evaluation of transport investment. Improving transport accessibility is a main objective in transport policy and planning in developed and developing countries all over the world. Investment is motivated by the need to develop and/or reduce spatial or social inequalities. However, the economic and equity implications of investments in transport are not straightforward. The concepts of accessibility and equity can be defined and operationalized in many different ways, influencing outcomes and conclusions. Moreover, equity and efficiency goals are often conflicting. Accessibility models not only help to explain spatial and transport patterns in developed and developing countries but are also powerful tools to explain the equity and efficiency impacts of urban and transport policies and projects. This state-of-the-art overview of the accessibility–economic efficiency–equity relationship will appeal to researchers as well as transport and urban planners interested in accessibility issues and transport/regional developments.

Book Synopsis Automated Fare Collection System and Urban Public Transportation by : Clifford N. Opurum
Download or read book Automated Fare Collection System and Urban Public Transportation written by Clifford N. Opurum and published by Trafford Publishing. This book was released on 2012-02 with total page 409 pages. Available in PDF, EPUB and Kindle. Book excerpt: With its unique features (presented in nine chapters grouped into five major parts), Automated Fare Collection System And Urban Public Transit: An Economic & Management Approach To Urban Transit Systems provides a wealth of resourceful information to everyone with interest in mass transit: Part I: Public Transportation, Urban Economy And Automation in Fare Collection Part II: Models of Transportation Pricing Part III: Transportation Research Methods And Models Part IV: Approaches And Trends in Urban Transit Ridership Part V: Epilogue In these parts of the book, Clifford N. Opurum reveals the impact of the automated fare collection system on mass transit and particularly, on the New York City rail rapid transit system. Various effective urban public transportation pricing techniques are presented. Transportation research methods and models including the alogit model and different approaches to transportation research analysis are featured. Alternative scenarios of cost-benefit analysis (CBA) are used extensively along with other feasibility studies strategies to determine the economic and social benefits of the automated fare collection system. The author concludes that as in the case of other industrial sectors, the financial health of the transit industry is very much dependent upon the level of transit patronage, and that automation in fare collection has further encouraged the later. Furthermore, he added that automated fare collection (AFC) is preferred over the mechanical system of fare collection and will make positive impact on both transit ridership and revenue, if efficiently operated. Finally, he stressed that society would be better off financially if the benefits of automation in transit fare collection are fully utilized, and that automation in fare collection has indeed influenced the travel pattern of most mass transit patrons.
