Dalton, Chief Operating Officer, GAO, discussing GAO's first annual report to Congress responding to the statutory requirement that GAO identify federal programs, agencies, offices, and initiatives -- either within departments or governmentwide -- that have duplicative goals or activities. GAO's simulations of the federal government's fiscal outlook show continually increasing levels of debt that are unsustainable over time, absent changes in the federal government's current fiscal policies. Dalton's testimony highlights some key examples of overlap and duplication from GAO's March report on the federal government's management of programs providing services in the areas of (1) domestic food assistance, (2) employment and training, (3) homelessness, and (4) transportation for disadvantaged populations. For each area, Dalton discusses some of the challenges related to overlap and duplication, as well as examples of how better information about each program could help policymakers in determining how to address this overlap and duplication. Figures and tables. This is a print on demand report.

Available in PDF, EPUB and Kindle. Book excerpt: Economic development programs can contribute to the well-being of the economy at the least cost to taxpayers. Such programs can encompass small business (SB) development and contracting. To encourage such contracting, Congress created programs -- such as the Historically Underutilized Bus. Zone, service-disabled vet.-owned SB, and 8(a) Bus. Development programs -- that give contracting preferences to some SB: in economically distressed communities; to those owned by service-disabled vets; and to those with eligible socially and economically disadvantaged owners. This testimony addresses: (1) potential duplication in economic development programs; and (2) internal controls weaknesses in 3 SB programs. Illus. A print on demand report.

Book excerpt: Handbook of International Food and Agricultural Policies is a three-volume set that aims to provide an accessible reference for those interested in the aims and implementation of food and farm policies throughout the world. The treatment is authoritative, comprehensive and forward looking. The three volumes combine scholarship and pragmatism, relating academic writing to real-world issues faced by policy-makers. A companion volume looking at the future resource and climate challenges for global agriculture will be published in the future.Volume I covers Farm and Rural Development policies of developed and developing countries. The volume contains 20 country chapters together with a concluding comprehensive synthesis of lessons to be drawn from the experiences of the individual countries.Volume II examines the experience of countries with food policies, including those dealing with food safety and quality and the responsibility for food security in developing countries. The chapters address issues such as obesity, nutritional supplements, organic foods, food assistance programs, biotech food acceptance, and the place of private standards.Volume III describes and explains the international trade dimension of farm and food policies — both at the bilateral and regional level — and also the multilateral rules that influence and constrain individual governments. The volume also looks at the steps that countries are together taking to meet the needs of developing and low-income countries. The volumes are of value to students and researchers interested in economic development, agricultural markets and food systems. Policy-makers and professionals involved in monitoring and regulating agricultural and food markets would also find the volumes useful in their practical work. This three-volume set is also a suitable source for the general public interested in how their food system is influenced by government policies.

Available in PDF, EPUB and Kindle. Book excerpt: Coping with Adversity addresses the question of why some metropolitan-area regional economies are resilient in the face of economic shocks and chronic distress while others are not. It is particularly concerned with what public policies make a difference in whether a region is resilient. The authors employ a wide range of techniques to examine the experience of all metropolitan area economies from 1978–2014. They then look closely at six American metropolitan areas to determine what strategies were employed, which of these contributed to regional economic resilience, and which did not. Charlotte, North Carolina, Seattle, Washington, and Grand Forks, North Dakota, are cases of economic resilience, while Cleveland, Ohio, Hartford, Connecticut, and Detroit, Michigan, are cases of economic nonresilience. The six case studies include hard data on employment, production, and demographics, as well as material on public policies and actions. The authors conclude that there is little that can done in the short term to counter economic shocks; most regions simply rebound naturally after a relatively short period of time. However, they do find that many regions have successfully emerged from periods of prolonged economic distress and that there are policies that can be applied to help them do so. Coping with Adversity will be important reading for all those concerned with local and regional economic development, including public officials, urban planners, and economic developers.

Book excerpt: This informative set analyzes the dynamics involved with creating, growing, and managing small businesses amid different geographic, institutional, and political environments. This two-volume work explores the behavior and decision making of small companies; their business strategies for launch, growth, and survival; and their contribution to the larger global economy. Utilizing information and data gleaned from proven entrepreneurs and small business operations, this reference provides insight into the political, environmental, and competitive forces that support and impede small business ownership, and offers strategies for navigating them. Written by leading researchers from around the world, the set presents a broad view of the small business sector, focusing on conception, ownership, financing, and growth strategies. A look at external factors features the impact of political and environmental influences; extant regulations affecting small firms; and programs for promoting this sector. The first volume takes a micro view of the small business phenomenon, profiling the owner and the skills necessary to be successful. The second volume utilizes a macro approach, focusing on the operational concerns of and the environment factors bearing upon small businesses.
