Book excerpt: Despite significant efforts to reform the acquisition process, problems with buying weapons systems continue. This report, prepared in 1987 by the Congressional Budget Office, at the request of the Senate Committee on Armed Services, focuses specifically on the pace of weapons production. Stretching out the process of acquiring new weapons not only adds to program costs but also limits efforts to equip U.S. forces with modern weapons. The report examines alternative procurement policies that would permit higher production rates while recognizing overall fiscal constraints on the defense budget. The report makes no recommendations. Book Synopsis Foregone Conclusions by : James H. Lebovic
Download or read book Foregone Conclusions written by James H. Lebovic and published by Routledge. This book was released on 2019-04-08 with total page 198 pages. Available in PDF, EPUB and Kindle. Book excerpt: With the end of the Cold War and the erosion of the Soviet threat, the United States is reevaluating its defense policy and its acquisition of weapons. James Lebovic shows that, although current military missions are adapted to post-Cold War realities, the self-defeating bias of bureaucrats and military services toward Cold War weaponry is still prevalent. He examines the impact of this bias on the armed services as they assess threat, generate requirements, develop and change weapon concepts, set production rates, and engage in testing. The author asserts that bias compromises service interests and broader military objectives and he offers general policy recommendations to put U.S. weapons acquisition on a more effective track.

Book Synopsis Technological Change and the Future of Warfare by : Michael E. O'Hanlon
Download or read book Technological Change and the Future of Warfare written by Michael E. O'Hanlon and published by Brookings Institution Press. This book was released on 2011-04-01 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: In light of the spectacular performance of American high-technology weapons in the 1991 Persian Gulf War, as well as the phenomenal pace of innovation in the modern computer industry, many defense analysts have posited that we are on the threshold of a revolution in military affairs (RMA). The issue has more than semantic importance. Many RMA proponents have begun to argue for major changes in Pentagon budgetary priorities and even in American foreign policy more generally to free up resources to pursue a transformed U.S. military—and to make sure that other countries do not take advantage of the purported RMA before we do. This book takes a more measured perspective. Beginning with a survey of various types of defense technologies, it argues that while important developments are indeed under way, most impressively in electronics and computer systems, the overall thrust of contemporary military innovation is probably not of a revolutionary magnitude. Some reorientation of U.S. defense dollars is appropriate, largely to improve homeland defense and to take advantage of the promise of modern electronics systems and precision-guided munitions. But radical shifts in U.S. security policy and Pentagon budget priorities appear unwarranted—especially if those shifts would come at the expense of American military engagement in overseas defense missions from Korea to Iraq to Bosnia.

Book Synopsis Restructuring American Foreign Policy by : John D. Steinbruner
Download or read book Restructuring American Foreign Policy written by John D. Steinbruner and published by Brookings Institution Press. This book was released on 2010-12-01 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the final days of this century, the United States will need to amend the core of its foreign policy—a formidable task in a large democracy. American thinking, still grounded in post-World War II perceptions, has failed to keep pace with the demands of a changing world. New realities in the U.S. and international economies, in security conditions, and in world politics call for restructuring American foreign policy. The policy experts contributing to this volume state the process of public debate that must precede the hard political choices ahead. Barry P. Bosworth and Robert Z. Lawrence consider the ramifications of an American economy no longer an implicit source of leverage in pursuing policy objectives. William W. Kaufmann prescribes ways to preserve international commitments and ensure American security in spite of fiscally constrained defense budgets. John D. Steinbruner discusses efforts to achieve a more stable military balance. In a related chapters, Kenneth Flamm and Thomas L. McNaugher propose a redraft of American investment patterns to make the defense technology more consistent with contemporary security requirements. All of this domestic restructuring will take place within the constraints and opportunities created by recent changes in China and the Soviet Union, continued economic expansion in Japan, and persistent unrest in the Middle East. Harry Harding and Ed A. Hewett review the prospects for reform in China and the Soviet Union. Harry Harding and Edward Lincoln describe the surge in many Asian economies and the increased importance of Japan as a world power. And in the final chapter, Harold H. Saunders turns attention to the Middle East, where identifying desirable solutions continues to be far easier than finding realistic methods for achieving them. The inauguration of a new administration creates an opportunity for political debate, a new conceptual focus, and effective political consensus. Restructuring American F
Book Synopsis The Science of War by : Michael E. O'Hanlon
Download or read book The Science of War written by Michael E. O'Hanlon and published by Princeton University Press. This book was released on 2013-04-21 with total page 276 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. military is one of the largest and most complex organizations in the world. How it spends its money, chooses tactics, and allocates its resources have enormous implications for national defense and the economy. The Science of War is the only comprehensive textbook on how to analyze and understand these and other essential problems in modern defense policy. Michael O'Hanlon provides undergraduate and graduate students with an accessible yet rigorous introduction to the subject. Drawing on a broad range of sources and his own considerable expertise as a defense analyst and teacher, he describes the analytic techniques the military uses in every crucial area of military science. O'Hanlon explains how the military budget works, how the military assesses and deploys new technology, develops strategy and fights wars, handles the logistics of stationing and moving troops and equipment around the world, and models and evaluates battlefield outcomes. His modeling techniques have been tested in Iraq and Afghanistan, including the methods he used to predict higher-than-anticipated troop fatalities in Iraq--controversial predictions that have since been vindicated. The Science of War is the definitive resource on warfare in the twenty-first century. Gives the best introduction to defense analysis available Covers defense budgeting Shows how to model and predict outcomes in war Explains military logistics, including overseas basing Examines key issues in military technology, including missile defense, space warfare, and nuclear-weapons testing Based on the author's graduate-level courses at Princeton, Columbia, and Georgetown universities
