Book excerpt: Recent congressional interest in U.S. energy policy has focused in part on ways through which the United States could secure more economical and reliable petroleum resources both domestically and internationally. Many forecasters identify petroleum products refined from Canadian oil sands as one possible solution. Increased production from Canadian oil sands, however, is not without controversy, as many have expressed concern over the potential environmental impacts. These impacts include emissions of greenhouse gases (GHG) during resource extraction and processing. A number of key studies in recent literature have expressed findings that GHG emissions per unit of energy produced from Canadian oil sands crudes are higher than those of other crudes imported, refined, and consumed in the United States. The studies identify two main reasons for the difference: (1) oil sands are heavier and more viscous than lighter crude oil types on average, and thus require more energy- and resource-intensive activities to extract; and (2) oil sands are chemically deficient in hydrogen, and have a higher carbon, sulfur, and heavy metal content than lighter crude oil types on average, and thus require more processing to yield consumable fuels by U.S. standards.

This report is an overview of the current environmental impacts of oil sands development and progress and efforts that have been made to mitigate impacts. Current extraction processes are energy intensive, and by year 2020 the oil sands will be the second largest single contributor to Canada' s greenhouse gas emissions after transportation. Absolute greenhouse gas emissions are growing along with increases in production, although some progress has been made to reduce the amount of greenhouse gases emitted per barrel of produced bitumen or synthetic crude oil. Burning of fossil fuels for energy also produces other air pollutants such as criteria air contaminants, the impact of which have been examined in the region. Use of fresh water is another concern in oil sands development, and efforts to reduce reliance on fresh water and increased recycled water use have been particularly successful for in situ extraction. Finally, land use impacts, biodiversity, reclamation, and improvements to environmental monitoring are discussed.

The Oil Sands now produce about 1.6 million barrels per day, with production expected to double by 2025 to about 3.7 million barrels per day. The Athabasca Oil Sands Region (AOSR) in northeastern Alberta is the largest of the three oil sands deposits. Bitumen in the oil sands is recovered through one of two primary methods - mining and drilling. About 20 per cent of the reserves are close to the surface and can be mined using large shovels and trucks. Of concern are the effects of the industrial development on the environment. Both human-made and natural sources emit oxides of sulphur and nitrogen, trace elements and persistent organic compounds. Of additional concern are ground level ozone and greenhouse gases. Because of the requirement on operators to comply with the air quality regulatory policies, and to address public concerns, the not-for-profit, multi-stakeholder Wood Buffalo Environmental Association (WBEA) has since 1997 been closely monitoring air quality in AOSR. In 2008, WBEA assembled a distinguished group of international scientists who have been conducting measurements and practical research on various aspects of air emissions and their potential effects on terrestrial receptors. This book is a synthesis of the concepts and results of those on-going studies.
