Book excerpt: This study addresses whether North Korea-China trade dilutes the effectiveness of the unilateral sanctions imposed by South Korea and Japan, and if so, to what extent and in what way. The structural adjustment of North Korea's export pattern in size and trade type dilutes the effectiveness of the unilateral sanctions imposed by South Korea in particular. South Korea's economic sanctions significantly boost North Korea's exports to China, and the export increase has been substantial to cover the loss from the sanctions. North Korea has increased exports to the Chinese domestic market (by general trade) and those passing through China (by bonded trade). These findings show that North Korea has mitigated the economic damage of sanctions by employing various techniques for trade diversion. Changes occur because incentives for both North Korean regime and foreign firms are expedient particularly after South Korea's sanctions.

Book excerpt: Based on the gravity model of international trade, this paper initially analyzes North Korea's international trade pattern, which tends to follow the prediction of the gravity model: a positive relationship between trade and trading partners' GDP, and negative relationship between trade and distance. This pattern has been consistently preserved over recent several years in spite of economic sanctions by various countries, implying that those sanctions do not significantly change North Korea's trade environment. This result lies on the substitutability of goods among countries. For example, North Korea has traded increasingly larger amount of goods with China and Korea since Japan imposed sanctions against Pyeongyang. Unless all countries strictly agree on imposing sanctions against a specific country, which is almost impossible to be realized, imposing economic sanction will turn out to be unsuccessful.

Stephan Haggard and Marcus Noland draw on an array of evidence to show the reluctance of the North Korean leadership to weaken its grip on foreign economic activity. They argue that inducements have limited effect on the regime, and instead urge policymakers to think in terms of gradual strategies. Book excerpt: China's policy toward North Korea presents a puzzle: it opposes North Korean proliferation while practically "funding" a large part of it through increasing bilateral trade. Using the texts of the People's Daily, an official publication of the Communist Party of China, I show that the socialist alliance between China and North Korea has significantly weakened since the Korean War. I provide a possible explanation in a dynamic model: If North Korea initiates a conflict with other countries, the damage caused to China, including a possible attack by North Korea, will be higher if its sanctions on North Korea are tougher. China's growing trade with North Korea in recent years, therefore, can be explained by its incentives to reduce such damage. This theory has important implications for the rest of the world's efforts against North Korean proliferation: the current United Nations Security Council sanctions regime may have been counter-productive; secondary sanctions and (secondary) economic inducements on China may yield a positive effect; the tolerance of North Korea in US policy, such as "strategic patience", could incentivize China to reduce sanctions on North Korea; for the international community, responding to North Korean provocations in kind may have a negative effect.

Book excerpt: This paper investigates the economic costs of the recent United Nations sanctions on North Korea. Exploiting a novel data set on North Korean firms, we construct measures of regional exposure to export and intermediate input sanctions and show that trade sanctions cause sharp declines in local nighttime luminosity. Additional analysis of newly available product-level price data reveals that import sanctions led to significant increases in market prices. We then estimate a quantitative spatial equilibrium model using cross-region variations. The model implies that the sanctions reduced the country's manufacturing output by 12.9% and real income by 15.3%. We further quantify the potential impact of alternative sanction scenarios.
