Book excerpt: Economics of Urban Highway Congestion and Pricing offers the most extensive examination to date of the relationship between congestion tolls and highway capacity in the long run. This study breaks new ground in the economic theory of optimal road capacity by including theoretical contributions, empirical studies, and simulation experiments that all pertain to the general topic reflected in the title. The book is organized into four sections: 1) highway traffic flow; 2) commuter choice of tollways versus freeways; 3) congestion pricing in the short run; and 4) road capacity and pricing in the long run. In particular, the first section on highway traffic flow examines the chief models and empirical studies of vehicular flow on urban highways. The second section of the book is a theoretical and empirical examination of the choice that commuters make between urban tollways and freeways. The third section is devoted to congestion pricing in the short run, the time period in which the urban highway facilities are taken as given. This section is the most important part of the book from the standpoint of public policy. The fourth and last section of the book considers road capacity and pricing in the long run, with the concluding chapter gathering the authors' main results in one place and making recommendations both for current policy and for future research.

Available in PDF, EPUB and Kindle. Book excerpt: The Federal Highway Administration and Federal Transit Administration requested that the Transportation Research Board and the Commission on Behavioral and Social Sciences and Education of the National Research Council conduct a study of congestion pricing for congestion management. To conduct this study, the National Research Council established the Committee for Study on Urban Transportation Congestion Pricing. The committee's deliberations were supplemented by liaison representatives from several groups concerned about the benefits and costs of congestion pricing. After a review of the literature, and drawing from its expertise, the committee commissioned papers on a variety of topics. Volume 1 contains the committee's overview of the material contained in the commissioned papers, its conclusions, and its recommendations regarding the potential of congestion pricing, the need for evaluation of early demonstrations, and other research needs. Volume 2 provides a rich array of information about individual case studies from around the nation and thoughtful analyses by individual scholars about many of the critical issues surrounding congestion pricing., as revised by their authors after the symposium.

This collection brings together Peter Nijkamp's influential work in the areas of transport systems and transport policy. The first part offers new theoretical insights and a review of the state-of-the-art in transportation science. The essays address issues such as the costs and benefits of transport, the role of price in transport demand, the impact of information and the potential of congestion pricing. The second part focuses attention on the modelling of transport systems. The third part comprises papers on transport infrastructure and includes studies on the impact of infrastructure and superstructure on economic growth, the costs of infrastructure construction, the evaluation of airport expansion and airport efficiency. The final part considers issues of public policy, including governance principles for sustainable urban transport, welfare implications of information policy, the economic consequences of airline deregulation, the use of policy scenarios for the far future and the transferability of transport policy to other areas. This collection will be essential reading for scholars and students interested in all aspects of transport research and policy.
