Book excerpt: An important objective of Mahatma Gandhi National Rural Employment Guarantee Programme (MGNREGP) is to curb rural out-migration. This paper on the basis of a micro-level field investigation wants to investigate the effectiveness of this programme to reduce the intensity of migration of the rural poor households to urban areas. The survey area is a mono-cropping area but job in the private non-farm employment in the locality is available moderately. Besides that, the geographical distance between the surveyed villages and the nearby urban or semi-urban areas is small which indicates very low cost of migration of the daily migrant. Incidentally, all the migrants in our sample villages are daily migrants. The local farm, average private non-farm wage and the average wage rate in the nearby urban informal sector is more than MGNREGP piece-rate. Hence seeking employment here through MGNREGP is not exogenous but endogenous in nature. In this background, it is proved that 'motivation' is a factor which influences the local MGNREGP job card holders to secure more person-days of employment through MGNREGP and the households who could secure more person-days of employment through MGNREGP are less prone to migrate from their native village.

In MGNREGA program Grama panchayat plays an important role in monitoring, executing and implementing the scheme as per guidelines issued by the government of Karnataka. Further Gram Panchayat conducts Gramasabha, prepares the work plan, Job card registration for the unskilled job seekers in the Panchyat limits, issuing job card, creating awareness for work demand, allocating work to job card holder, payment of wages and maintaining relevant records. In this study, the standard questionnaire was used to collect the primary information from the respondents of the HARTI village in Gadag District. The respondents were the job card holders issued the Gram panchayat and have worked at least once under the MGNREGA program in the HARTI village panchayat. The study was concluded with the significant impact of MGNREGA program on improvement of socio-economic status of the unskilled workers in the village and also contributed to the non- migration of village unskilled workers to urban areas.

Two important linked aspects are worth noting in respect of implementation of the programme. Implementation of MGNREGP in multiple cropping areas can increase the employment opportunities among the landless agricultural labourers and thus has inevitably raised their bargaining power particularly during the time of second crop i.e. post rainy season cultivation. Besides this, Government of India has persistently been hiking per man-day MGNREGP wage. Both these instances undoubtedly increase the reservation wage in agricultural labour market which in turn may have an adverse effect on the farm income in the multi-cropping areas. In this paper, maximum possible per man-day MGNREGP wage is determined at which the corresponding agricultural wage can help the marginal farmers to sustain their net farm income at least at subsistence level. This paper also establishes the fact that as a result of the hike of MGNREGP wage, sustenance of subsistence net farm income may lead to price hike in agricultural sector. The study also attempts to analyze the results in respect of aggregate net pecuniary benefits of the rural poor in the light of MGNREGP considering different agricultural frameworks.

Triple difference estimates suggest that participants significantly increase consumption (protein and energy intake) in the short run and accumulate more nonfinancial assets in the medium term. Direct benefits exceed program-related transfers and are most pronounced for scheduled castes and tribes and households supplying casual labor. Asset creation via program-induced land improvements is consistent with a medium-term increase in assets by nonparticipants and increases in wage income in excess of program cost.

Employment generation in rural areas, therefore, becomes crucial for reducing poverty. The quantum of unemployment helps to decide the action plan to be framed and followed. The National Rural Employment Guarantee Act (NREGA) was introduced in Anatpur District of Andhra Pradesh by Prime Minister, Dr Manmohan Singh on February 2, 2006. NREGA had been renamed as Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) on the occasion of 50th Anniversary of launching of Panchayati Raj and observing 2009-10 as year of Gram Sabha in New Delhi on 2nd October, 2009.

Book excerpt: One of the main issues that concerns policymakers and development scholars working in India is the rapid increase of rural out-migration over the past two decades. The Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) was passed in 2005 with a view to curb rural out-migration through guaranteed employment in public works. In this context, using a mix of regression analysis and ethnographic evidences, the paper aims to evaluate the impact of the programme in reducing short-term rural migration. Using probit framework, the paper finds no significant impact of household participation in MGNREGS on migration decision. However, if we take number of days of work and annual earnings from MGNREGS as the primary variable, it is found that as the number of days of work and annual earnings by the household increases, its probability, engaging in migration reduces significantly. To account for the possible endogeneity, we make use of bivariate probit technique, probit estimation with endogenous regressors method and two stage estimation methods. But, the test statistics showed no endogeneity enabling us to use simple probit and ordinary least squares estimation methods. The results obtained corroborate with the ethnographic and anecdotal evidences. Further, the results from the regressions are validated through local polynomial smoothening simulations. The findings lay emphasis on better implementation of the programme with planning and vigilance for the households to enjoy its potential benefits including the liberty to stay back and work at their own village.

Book excerpt: India's Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) is the largest public works employment project in the world. Its most direct poverty reduction pathway is through boosting employment and income for the poor. How effectively this direct transfer mechanism reduces poverty turns fundamentally on the degree to which MGNREGS targets its resources toward otherwise-poor households. To explore this question, we use the 2009/10 National Sample Survey data to describe patterns of seeking, rationing, and participation in MGNREGS. At the national level, we find that the self-targeting design of MGNREGS leads to greater rates of self-selection into the program by poorer and scheduled tribe or scheduled caste households. However, the administrative rationing of MGNREGS jobs is not pro-poor but, rather, exhibits a sort of middle-class bias. At the state level, roughly half of 27 states exhibit rationing and participation profiles that signal effective pro-poor targeting. The other half of India's states struggle to avoid high rates and regressive patterns of administrative rationing of MGNREGS jobs to which the poor have a legal right. Our results suggest that MGNREGS can be effectively deployed to attract, employ and improve the well-being of poor rural households but there remains room for improvement and perhaps much to be learned from in-depth comparative analysis of MGNREGS program implementation across states.

Book excerpt: Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) operational in India since 2005-06 with the dual objective of providing employment to the rural households and creation of sustainable rural assets, is extremely important for the backward and less developed North Eastern region of India. The extent of the scheme among the 8 constituent states of the region is not uniform and though in aggregate the region has a greater share in the country's total. The present paper attempts to examine the implementation efficiency of the scheme in terms of multi-output and multi-input indicators using the DEA approach. The efficiency scores of the DMUs (districts) are pooled to obtain the state average which indicates wide variation. For the secondary stage of analysis OLS regression has been used for explaining the efficiency scores. Literacy rate, used as a proxy for the empowerment of the people is found to be highly significant positive contributor to efficiency. Pro -active governance is visible in the states with better implementation efficiency.
