Book excerpt: This title was first published in 2000: United States economic assistance programs in Latin America have been frequently restructured during the course of the past four decades. This book examines the evolution of US aid to the region, describes and explains US aid to the region since 1960. Focus is placed on four successive initiatives, the Alliance of Progress for the 1960s, the New Directions Mandate of the 1970s, the Private Enterprise Initiative of the 1980s and the Democracy Initiative of the 1990s. Empirical examples of actual programs, drawn from primary source documents, are used to illustrate more general propositions. The primary objectives of this study are to describe and explain US assistance policy toward Latin America during the past four decades and account for changes in the aid regime over time. Such assistance is typically linked to either the developmental needs of recipient countries, or the economic interests of transnational corporations.

Book Synopsis Bilateral Aid to Latin America: Foreign Economic Assistance from Major Donor Nations by : Francis Adams
Download or read book Bilateral Aid to Latin America: Foreign Economic Assistance from Major Donor Nations written by Francis Adams and published by Cambria Press. This book was released on 2015-06-15 with total page 290 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book offers a comprehensive, detailed account of the bilateral economic assistance of six major donor nations-the United States, Canada, the United Kingdom, Spain, Japan, and China-to the nations of Latin America. Focus is placed on assistance that is structured to meet basic human needs, enhance social equity, promote economic growth, preserve natural environments, and support political reform. It thus offers a basic foundation for understanding the nature, impact, and motivations of such assistance to Latin America. This study also offers a series of recommendations for reforming economic assistance to Latin America, with emphasis placed on improving the design, implementation, and oversight of development projects, enhancing coordination among aid institutions, ensuring local control and ownership of the development process, and empowering poor communities. When the poor are active participants in improving their communities, they gain the knowledge, skills, and resources necessary to meet their own needs on a long-term basis. Since economic assistance will continue to be a major component of the foreign policies of donor states, it will be important to ensure that such assistance genuinely contributes to positive, meaningful, and lasting change in the region. Bilateral Aid to Latin America is an important volume for university libraries and research institutes. It will augment collections that focus on Latin America, international development, and economic assistance. The book would also be relevant for scholars and practitioners of Latin American development, as well as undergraduate and graduate courses on Latin America and international political economy.

Book Synopsis Toward More Efficient and Effective Public Social Spending in Central America by : Pablo Acosta
Download or read book Toward More Efficient and Effective Public Social Spending in Central America written by Pablo Acosta and published by World Bank Publications. This book was released on 2017-06-06 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: Central America has come a long way both in terms of economic and political stability. Increasingly the region is focusing on implementing productivity-enhancing reforms as well as supporting reductions in poverty and inequality. This report analyzes recent trends in public social spending in Central America from 2007 to 2014, conducts international benchmarking, examines measures of the effectiveness and efficiency of social spending, and discusses the quality of selected institutions influencing this spending. We examine total social spending, as well as detailing its four components: public spending on the education, health, and social protection and labor (SPL) sectors. In analyzing public social spending, the report addresses three crucial policy issues: (a) how to improve the coverage and redistributional incidence of public social spending; (b) how to enhance the effectiveness and efficiency of public social spending; and (c) how to strengthen the institutions governing public spending in the social sector. While based heavily on a series of recent analytical social spending studies in six countries in the subregion—Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and Panama—this report also takes a broader regional perspective and includes some comparisons to countries in other regions.

Book Synopsis Transforming Foreign Aid by : Carol Lancaster
Download or read book Transforming Foreign Aid written by Carol Lancaster and published by Peterson Institute. This book was released on 2000 with total page 140 pages. Available in PDF, EPUB and Kindle. Book excerpt: The phenomenon of foreign aid began at the end of World War II and has survived the Cold War. How should the United States now spend its foreign aid to support its interests and values in the new century? In this study, Carol Lancaster takes a fresh look at all US foreign aid programs and asks whether their purposes, organization and management are appropriate to US interests and values in the world of the 21st century. Lancaster finds that US aid in the new century, if it is to be an effective tool of US foreign policy, needs to be transformed. Its purposes need to be refocused and its organization and management brought into line with those purposes. Those purposes include support for peace-making, addressing transnational issues, providing for humane concerns and responding to humanitarian emergencies. Traditional programs aimed at promoting development, democracy and economic and political transitions in former socialist countries will not disappear but they will have less priority than inthe past. These new sets of purposes, promoting both US interests and values abroad, also offer a policy paradigm around which a new political consensus can be created that will support US aid in the 21st century.Transforming Foreign Aid should be of particular interest to professors, students, and researchers of international affairs, foreign policy, political science, and political economy.
Book Synopsis Foreign Aid as Foreign Policy by : Jeffrey Taffet
Download or read book Foreign Aid as Foreign Policy written by Jeffrey Taffet and published by Routledge. This book was released on 2012-08-06 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: Foreign Aid as Foreign Policy presents a wide-ranging, thoughtful analysis of the most significant economic-aid program of the 1960s, John F. Kennedy’s Alliance for Progress. Introduced in 1961, the program was a ten-year, multi-billion-dollar foreign-aid commitment to Latin American nations, meant to help promote economic growth and political reform, with the long-term goal of countering Communism in the region. Considering the Alliance for Progress in Chile, Brazil, the Dominican Republic, and Colombia, Jeffrey F. Taffet deftly examines the program’s successes and failures, providing an in-depth discussion of economic aid and foreign policy, showing how policies set in the 1960s are still affecting how the U.S. conducts foreign policy today. This study adds an important chapter to the history of US-Latin American Relations.
