Book excerpt: The Aquatic Conservation Strategy (ACS) of the Northwest Forest Plan guides management of riparian and aquatic ecosystems on federal lands in western Oregon, western Washington, and northern California. We applied new scientific findings and tools to evaluate two potential options, A and B, for refining interim riparian reserves to meet ACS goals and likely challenges of climate change while supporting other management goals, including timber production. Interim riparian reserves are retained in late-successional reserves and other special land designations in the options. In lands designated as matrix, the area for aquatic conservation extends upslope one site-potential tree-height along all streams, divided into an inner zone devoted solely to achieving ACS goals and an outer zone managed to achieve ACS and other goals. Option A uses a fixed-width approach and option B a context-dependent approach, with partitioning of zones based on the ecological sensitivity of stream reaches. Based on simulations of the area of interim riparian reserves in six watersheds in western Oregon with lands managed by the Bureau of Land Management (BLM): (1) about 76 percent under option A and 72 percent under option B remain solely devoted to ACS goals; (2) 15 percent under option A and 19 percent under option B should be able to meet ACS goals and also contribute toward matrix goals such as timber production; and (3) 9 percent would be returned to matrix. A large percentage of streams with high ecological sensitivity occurred on nonfederal lands, a circumstance that merits further analysis in the context of landscape-scale considerations for biodiversity and recovery of species listed under the Endangered Species Act. Information needs remain with regard to the application and effectiveness of these options, and an adaptive management context is critical for continued improvement.

Book excerpt: The Aquatic and Riparian Effectiveness Monitoring Program focuses on assessing the degree to which federal land management under the aquatic conservation strategy (ACS) of the Northwest Forest Plan (NWFP) has been effective in maintaining and improving watershed conditions. We used stream sampling data and upslope/riparian geographic information system (GIS) and remote-sensing data to evaluate condition for sixth-field watersheds in each aquatic province within the NWFP area. Stream conditions were evaluated based on sampling data collected from 2002 to 2013 (214 watersheds) as part of an 8-year repeating (rotating) sample design. For both rotations, approximately 60 percent of the stream scores fell between 40 and 60 and relatively few (2 percent) were less than 20; no watersheds scored above 80 during either rotation. We detected small but improving status trends in physical habitat, aquatic macroinvertebrates scores, and water temperature. Upslope/riparian condition scores were calculated for 1993 and 2012, and the difference between these two distributions of scores was used to represent trend. In 2012, a total of 26 percent of the overall watershed area received scores above 80, 68 percent scored between 40 and 80, and only 6 percent scored below 40. Since 1993, scores in 16 percent of the NWFP area increased by more than 5 percent, while only 7 percent declined by a similar magnitude. Although at the plan level the mean score changed little (+1), there were broad-scale moderate gains resulting from vegetation growth and larger but more concentrated gains resulting from road decommissioning. These gains, which occurred predominantly in areas most heavily managed prior to the NWFP, were largely offset by high declines in scores stemming from large fires, particularly in reserve areas.

A list of attributes thought to be important in defining aquatic and riparian habitat conditions and their relationship with listed species were identified. The list of attributes was then translated into measurable criteria and compiled to form sampling protocols for both stream channel parameters (Part II) and vegetation parameters (Part III). These sampling methods were tested for variability, and the results are documented in two other publications "Testing Common Stream Sampling Methods for Broad-Scale, Long-Term Monitoring." Field data included hydrologic measurements (stream wetted widths and temperatures), geomorphic responses (instream wood and sediment), and biological responses (macroinvertebrates and aquatic organism passage). Novel statistical models were used to estimate trends in these measured responses. A suite of complementary modeled results was also employed to describe hydrometeorological drivers (e.g., drought indices and stream discharge), forest cover (upslope and riparian vegetation), and geomorphic conditions (e.g., road-related estimates of chronic and shallow landslide sediment delivery risk). Collectively, information on these responses allowed us to rigorously evaluate instream responses and hypothesize watershed drivers of those responses across the NWFP area and over time. The majority of responses we observed indicated widespread and incremental improvements from active management of forests, forest roads, and road-stream crossings as envisioned by the aquatic conservation strategy of the NWFP. Additionally, many of the responses we observed were consistent with those expected under the influences of changing climates in the Pacific Northwest. Ultimately, the long-term, broad-scale information provided by AREMP is a critical foundation for evaluating the effectiveness of federal land management and the effects of changing climates on water resources that sustain the Pacific Northwest’s human and natural landscape.
