Board of Education in 1954, Prince Edward County, Virginia, home to one of the five cases combined by the Court under Brown, abolished its public school system rather than integrate. Jill Titus situates the crisis in Prince Edward County within the seismic changes brought by Brown and Virginia's decision to resist desegregation. While school districts across the South temporarily closed a building here or there to block a specific desegregation order, only in Prince Edward did local authorities abandon public education entirely--and with every intention of permanence. When the public schools finally reopened after five years of struggle--under direct order of the Supreme Court--county authorities employed every weapon in their arsenal to ensure that the newly reopened system remained segregated, impoverished, and academically substandard. Intertwining educational and children's history with the history of the black freedom struggle, Titus draws on little-known archival sources and new interviews to reveal the ways that ordinary people, black and white, battled, and continue to battle, over the role of public education in the United States.

Book excerpt: On March 31, 1968, over 500 Black nationalists convened in Detroit to begin the process of securing independence from the United States. Many concluded that Black Americans' best remaining hope for liberation was the creation of a sovereign nation-state, the Republic of New Afrika (RNA). New Afrikan citizens traced boundaries that encompassed a large portion of the South--including South Carolina, Georgia, Alabama, Mississippi, and Louisiana--as part of their demand for reparation. As champions of these goals, they framed their struggle as one that would allow the descendants of enslaved people to choose freely whether they should be citizens of the United States. New Afrikans also argued for financial restitution for the enslavement and subsequent inhumane treatment of Black Americans. The struggle to "Free the Land" remains active to this day. This book is the first to tell the full history of the RNA and the New Afrikan Independence Movement. Edward Onaci shows how New Afrikans remade their lifestyles and daily activities to create a self-consciously revolutionary culture, and argues that the RNA's tactics and ideology were essential to the evolution of Black political struggles. Onaci expands the story of Black Power politics, shedding new light on the long-term legacies of mid-century Black Nationalism.

Book excerpt: Pigmentocracies--the fruit of the multiyear Project on Ethnicity and Race in Latin America (PERLA)--is a richly revealing analysis of contemporary attitudes toward ethnicity and race in Brazil, Colombia, Mexico, and Peru, four of Latin America's most populous nations. Based on extensive, original sociological and anthropological data generated by PERLA, this landmark study analyzes ethnoracial classification, inequality, and discrimination, as well as public opinion about Afro-descended and indigenous social movements and policies that foster greater social inclusiveness, all set within an ethnoracial history of each country. A once-in-a-generation examination of contemporary ethnicity, this book promises to contribute in significant ways to policymaking and public opinion in Latin America. Edward Telles, PERLA's principal investigator, explains that profound historical and political forces, including multiculturalism, have helped to shape the formation of ethnic identities and the nature of social relations within and across nations. One of Pigmentocracies's many important conclusions is that unequal social and economic status is at least as much a function of skin color as of ethnoracial identification. Investigators also found high rates of discrimination by color and ethnicity widely reported by both targets and witnesses. Still, substantial support across countries was found for multicultural-affirmative policies--a notable result given that in much of modern Latin America race and ethnicity have been downplayed or ignored as key factors despite their importance for earlier nation-building.
