Available in PDF, EPUB and Kindle. Book excerpt: Joel Spring investigates the role of educational policy in the evolving global economy, and the consequences of school systems around the world adapting to meet the needs of international corporations. The new global model for education addresses problems of technological change, the quick exchange of capital, and free markets; policies to resolve these problems include "lifelong learning," "learning societies," international and national accreditation of work skills; international and national standards and tests; school choice; multiculturalism; and economic nationalism. The distinctive contribution Spring makes is to offer an original interpretive framework for examining and understanding the interconnections among education, imperialism and colonialism, and the rise of the global economy. He offers a unique comparison of the educational policies of the World Bank, the United Nations, the European Union, and the Organization for Economic Development and Cooperation. Additionally, he provides and weaves together important historical and current information on education in the context of the expansion of international capitalism; much of this information, gathered from many diverse sources, is otherwise not easily available to readers of this book. In the concluding chapters of the volume, Spring presents a thoughtful analysis and a powerful argument emphasizing the importance of human rights education in a global economy. This volume is a sequel to Spring's earlier book, Education and the Rise of the Corporate State (1972), continuing the work he has been engaged in since the 1970s to describe and analyze the relationship between political, economic, and historical forces and educational policy.

Available in PDF, EPUB and Kindle. Book excerpt: In this dissertation we explore different aspects of the relationship between education (as one of the main components of human capital) and economic productivity. In the first chapter, we measure the factors that contribute to the quality of education, following Hanushek and Woessmann (2007). An empirical research is carried out for the case of Chile, a country which implemented a very unique educational system in the mid-1980s, with a strong participation of the private sector in the provision of educational services. Amongst other factors, we study the influence of the public/private divide, the socio-economic level of the students and the pupil/teacher ratio. The quality of education is measured by the performance of students in standardised national tests administered to all schools in Chile. The second chapter explores the effects of population density on productivity and the synergetic impact of educational attainment and population density on the causation of technological progress and economic growth, following Becker et al. (1999). We devise a simple theoretical model to explain the channels through which education and density affect productivity, and we test it for a wide sample of developed and developing countries. Our empirical results confirm the positive impact of both population density—broadly defined—and the interaction of education and density on economic productivity. Finally, the third chapter of the dissertation examines the ongoing controversy about the roles of education and institutions as main contributing factors of economic growth. To try to establish a balanced view, we first assume as a premise that good institutional governance is indeed an important factor in promoting economic growth, as has been shown repeatedly in the literature. But at the same time, we investigate the causes of good institutional governance, and find out that educational attainment is one of the main factors contributing to most of the aspects of good governance.

Book excerpt: These include the consequences of changes in the intensity of resources devoted to schooling through such factors as class size and teacher training and remuneration, the implications of greater school choice and increased competition among schools, the role and implications of various forms of testing of students, and the significance of peer effects. [...] The estimated average rates of return in the population reflect both the causal effect of schooling on productivity and earnings and the average return to the unobserved ability of the well-educated. [...] The second - and perhaps more fundamental - reason why the OLS and IV estimates may differ is that in the presence of heterogeneity in the net benefits of additional education across individuals the OLS and IV estimates measure different things. [...] For example, in the case of changes in compulsory schooling laws discussed above the IV estimate relates to the local average treatment effect for the subset of the population who stayed in school longer as a consequence of the changes in the law. [...] This The Impact of Economic and Social Outcomes: An Overview of Recent Advances in Economics 21 suggests that the effect of education on health occurs mainly through the utilization of health knowledge rather than the acquisition of such knowledge.10 Recent research by Lleras-Muney (2005) reinforces the conclusion that there is a strong causal effect of education on mortality in the U.

Now with a new afterword by Bryan Caplan, this explosive book argues that the primary function of education is not to enhance students' skills but to signal the qualities of a good employee. Learn why students hunt for easy As only to forget most of what they learn after the final exam, why decades of growing access to education have not resulted in better jobs for average workers, how employers reward workers for costly schooling they rarely ever use, and why cutting education spending is the best remedy. Romantic notions about education being "good for the soul" must yield to careful research and common sense—The Case against Education points the way.
