To the Carroll County Board of Education, and Citizens of the County: At the request of your county Board of Education I was delegated by the State Department of Education to make a careful survey of the schools of the county and make recommendations to the county Board, especially with reference to school districts. I first discussed the situation fully with the county Board of Education, and afterwards with the Grand Jury for the Spring Term of Superior Court. The Grand Jury, after due consideration, unanimously passed the following resolution: "Believing that there are too many little schools in our county for many of them ever to become strong, and in order that better and stronger schools can be built so as to adequately educate All The Children of the county, we would heartily endorse the movement on the part of our county Board of Education (with the aid of the State Department of Education) to re-district the county, and we earnestly urge upon them the importance of making these school districts of such size as the law contemplates - a minimum of sixteen square miles - in order that stronger and better schools can be built upon broader foundations. We urge that in doing this the Board shall keep in view the future and permanent best interests of All sections of our county, and not be influenced by any seeming temporary individual or local interests to create small or irregular shaped districts, even though some localities may suffer temporarily in the interest of the permanent good for the whole county."
