Therefore, the purpose of this study was to analyze of elementary, middle, an high school parents by exploring the perceptions of their own involvement with regard to their (a) race, (b) education level, (c) socio-economic status, and (d) number of children in the household under age 18. Joyce Epstein's six types of parental involvement supported by Hoover-Dempsey and Sandler's five levels of parental involvement provided the framework of this study. Findings indicated that while obstacles varied with respect to various parent demographic, the desire for parents to involved still existed. Results from this study not only contribute to current literature connected to parental involvement but also provide urban district stakeholders with further knowledge that might help increase, support, and encourage parental involvement, which has been shown to positively impact student achievement.

It predates any other from of interactive processes that humans have participated in with each other. From the beginning of time man has been either the recipient or the deliverer of knowledge. It was not until sometimes later, after man's arrival on earth did formal education actually begin. Man was taught while living in the Garden of Eden what was right and what was wrong. He was given an infinite prescription to knowledge by his Creator, his Father. This was the first example of parental involvement. As time has passed the educational profession has evolved and changed from a rigid male dominated activity to a mosaic of many different integral players, which we call stakeholders. Not only have the players/stakeholders changed but also the strategies and techniques that educators use to disseminate the information from teachers to students have changed. Many students lack the necessary motivation and tenacity to meet the educational challenges directly and perform to their highest level intellectually. Instead, today students require/need something extra to help them excel academically and behaviorally. This action research project (Bogdan & Biklen, 1998; Creswell, 2003) investigates the impact that opening a parent/family center in an urban high school will have on increasing the level of parental involvement in their children's educational activities of Davenport High School. This action research project also sought to determine if the presence of a parent/family center would change the perception that students and parents have toward education. Research (Abrams, 2002; Comer, 1998, 1992-93; Epstein, 1986, 1994, 1995; Fehrmann et al., 1987; Finn, 1998; Jesse, 1998; & Lofthouse, 1999) supports the assertion that today's students need their parents, guardians, caregivers actively involved in their lives academically. The National Parent Teacher Association supports parents as partners, and as their students "first teachers." From this study I have come to the conclusion that parental involvement is vital to the success of students academically and behaviorally. When utilized correctly, parents can assist urban schools in their efforts to become competitive in preparing students to enter the workforce.

The data used in this study was taken in 2013 from a sample of parents of elementary (K - 5) and secondary (6 - 12) students in a mid-south suburban school district that consist of rural, urban and suburban schools. The following questions were researched in the dissertation: 1) What role does a parent's perception of child rearing values, goals, and expectations have when considering academic norms at school?; 2) What role does parent's reported actions and behaviors have in a child's day-to-day education?; 3) What role does parent's reported actions and behaviors related to major educational decisions have in the child's education?; and 4) Is there a significant difference in parents' perception of parental engagement based on ethnicity on the 33 individual items and across the four constructs? The responses to survey questions provided the answers for the research questions. Size of measurement and exploration of relationships through descriptive research, correlation research and group comparisons are emphasized in a quantitative viewpoint. Findings in this study are consistent with the argument that many parents are involved effectively in their children's education despite the consequences of cultural backgrounds and family circumstances. There is not a statistically significant difference found in parents' perception of parental involvement based on ethnicity on the 33 individual items and across the four constructs in the majority of the respondents. Considerable effort must be made to involve parents in their children's schooling, however; to best achieve this task, practitioners must explore parents' current understanding of parental involvement, how parents view what actions they are to take in regards to involvement and what are the expectations and perceived indicators of success of desired outcomes for that involvement. Further, practitioners should make the effort to understand the parents that they serve and convey to them that their opinions or suggestions are desired and important. To achieve such a phenomenon, parents must feel welcomed and valued as equal participants in their child's education.

As schools and policymakers seek to improve the educational conditions of Latinos, parental influence in the form of school involvement is assumed to play some role in shaping students' educational experiences. Despite this national interest in parental involvement, little research has been conducted on what constitutes parental involvement in the middle and high school years. Additionally, stakeholders hold diverse definitions of parental involvement, and little attention has been paid to how Latino parents, specifically, define parental involvement. The growing national interest in parental involvement and lack of research on Latino perceptions on the issue motivated the Tomas Rivera Policy Institute (TRPI) to examine what constitutes parental involvement for schools, Latino students, and Latino parents. In conducting this study, the Institute examined: (1) Latino parents' perceptions of their participation in the education of their children; (2) Schools' and teachers' expectations of parental involvement; (3) Programmatic initiatives addressing parental involvement in education; and (4) Latino students' perceptions of the role of parental involvement in their education. Findings indicate that divergent definitions and perceptions of parental involvement in education exist among different stakeholders and that schools lack clear organizational goals and objectives on how best to involve parents in the schools. These insights can inform discussions about how schools can best acknowledge, encourage, and increase parental involvement in schools. School administrators, school board members, corporate school partners, policymakers, outreach programs, parent leaders, and teachers may find study results useful as they seek to increase parental involvement in schools.
