As governments increasingly focus on how best to experiment with and adopt digital technologies such as artificial intelligence, GovTech offers a mechanism to do so in a way that is agile, innovative, and cost-effective. Not only does this help improve the effectiveness and efficiency of the public sector, but it can also foster the participation of start-ups and newer providers in the government market. However, despite the value that countries see in GovTech, there are varying levels of maturity in its implementation. As such, this publication presents the OECD’s definition of GovTech and sets out its GovTech Policy Framework – guiding countries on how to create the ideal conditions for GovTech collaborations and determine the right scenarios in which to use GovTech for maximum impact. By using the OECD GovTech Policy Framework as a guide, governments can more confidently use GovTech partnerships to enable a more effective and innovative digital transformation.

Available in PDF, EPUB and Kindle. Book excerpt: It was the 50s and life was simple, until September 25, 1954. That was the night that would be etched in the memory of the citizens of Stanfield, Massachusetts. The Chief of Police described the brutal savagery of the double homicide as "the most atrocious crime in the history of the city." A fourteen-year-old girl, and the four-year-old boy in her care were murdered at the hands of a deranged, depraved killer. A Thread of Evidence places the reader at the scene of the crime, an eye witness to the senseless stabbing of two innocent children. With a piece of crochet thread as their only clue, the entire police department, lead by detectives Steven Logan and Raymond Gage, scour the city in search of a maniacal savage. When all tips and leads have been exhausted, they review all evidence. They come back to the thread. The only real evidence. With tenacity and perseverance of Logan and Gage the killer is apprehended. The reader experiences the twists and turns of the investigation, and ultimately occupies a reserved seat in the Superior Court as the trial proceedings commence. A Thread of Evidence has been written as fiction, but inspired by an actual event. Fifty years later, it remains etched in the minds of all who had lived in the area. The author has researched court records, newspapers, interviewed neighbors, police and has drawn on personal recollections of the crime. The story has been recounted over and over and to this day, it continues to be discussed. A Thread of Evidence is a compelling account of superb detective work, and unprecedented dedication of an entire police department.

Available in PDF, EPUB and Kindle. Book excerpt: 'The Impact of School Infrastructure on Learning: A Synthesis of the Evidence provides an excellent literature review of the resources that explore the areas of focus for improved student learning, particularly the aspiration for “accessible, well-built, child-centered, synergetic and fully realized learning environments.†? Written in a style which is both clear and accessible, it is a practical reference for senior government officials and professionals involved in the planning and design of educational facilities, as well as for educators and school leaders. --Yuri Belfali, Head of Division, Early Childhood and Schools, OECD Directorate for Education and Skills This is an important and welcome addition to the surprisingly small, evidence base on the impacts of school infrastructure given the capital investment involved. It will provide policy makers, practitioners, and those who are about to commission a new build with an important and comprehensive point of reference. The emphasis on safe and healthy spaces for teaching and learning is particularly welcome. --Harry Daniels, Professor of Education, Department of Education, Oxford University, UK This report offers a useful library of recent research to support the, connection between facility quality and student outcomes. At the same time, it also points to the unmet need for research to provide verifiable and reliable information on this connection. With such evidence, decisionmakers will be better positioned to accurately balance the allocation of limited resources among the multiple competing dimensions of school policy, including the construction and maintenance of the school facility. --David Lever, K-12 Facility Planner, Former Executive Director of the Interagency Committee on School Construction, Maryland Many planners and designers are seeking a succinct body of research defining both the issues surrounding the global planning of facilities as well as the educational outcomes based on the quality of the space provided. The authors have finally brought that body of evidence together in this well-structured report. The case for better educational facilities is clearly defined and resources are succinctly identified to stimulate the dialogue to come. We should all join this conversation to further the process of globally enhancing learning-environment quality! --David Schrader, AIA, Educational Facility Planner and Designer, Former Chairman of the Board of Directors, Association for Learning Environments (A4LE)

This book was released on 2000-01-01 with total page 148 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides diagnostic and strategic analysis of the challenges to educational systems in the transition economies of the Eastern and Central Europe and Central Asia. At the outset of the transition many of these countries educational systems had solved problems such as limited access, gender inequalities, and poor quality outputs that still plague other regions of the world. Many policy makers believed that education was not a problem sector in transition countries. This report presents originally unforeseen results which suggest that deep and broad problems are emerging in the sector and were threatening many countries' achievements in education. The region's education systems which once were a good fit with the planned economies and authoritarian political systems are proving to be a poor fit with market economies and more open political systems. Inequities in learning opportunities are increasing at a time when human capital is becoming ever more important in the region's recovery and development. The danger is that in some countries of the region these education problems, left unchecked, could threaten to create a vicious circle that will make poverty and social exclusion a powerful generational inheritance.
