Pendant la periode des lumieres allant de 1759 a 1808, il y eut de nombreuses reformes au sein de l'enseignement primaire. De nombreuses theories, la plupart venues de l'etranger, ainsi que pludieurs institutions, plus ou moins en rapport avec l'eglise, virent le jour. Du cote des enseignants, plusieurs changements s'opererent. La confrerie de saint cassien, creee en 1642, qui protegeait les maitres d'ecoles devint, en 1780, le college academique d'enseignement elementaire. Certains de ses membres fonderent ensuite une academie officialisee en 1797 sous le non d'academie royale d'enseignement primaire. A ces institutions il faut ajouter les ecoles du cortege royal, creees pour les enfants des membres du cortege de charles iii, ou l'on introduisit les nouvelles methodes pedagogiques. Leur succes fut tel que huit autres ecoles de ce type virent le jour a madrid, une par quartier, sous le nom d'ecoles royales. Ces ecoles servirent d'ecole normale aux autres ecoles publiques laiques de madrid, mais aussi aux ecole privees religieuses. Avec la creation de toutes ces ecoles se multiplierent les postes d'inspection. Le role principal de la reforme de l'enseignement primaire revint cependant aux enseignants. Il y avait trois categories : les maitres d'ecole, les maitres auxiliaires et les precepteurs particuliers. L'enseignement primaire de l'epoque fut confronte a quatre problemes majeurs : le manque de formation des maitres, le manque d'uniformite des manuels employes dans les ecoles, le manque de specialisation de ces manuels et le manque de moyens financiers. Globalement, la reforme espagnole n'obtint pas les resultats escomptes si on compare les projets theoriques a leur mise en oeuvre. L'insuffisance des progres apportes par la reforme s'explique par les contradictions presentes entre les theories et les actes des ilustrados
